US Secretary of the Navy Offices (SECNAV) is Hiring an AIRPLANE PILOT (SURVEILLANCE) Near Washington, DC

Duties

  • You will remain current with laws and regulations pertaining to airborne law enforcement operations.
  • You will serve as the Pilot in Command (PIC) of a high performance/complex aircraft that has been modified to conduct aerial surveillance operations.
  • You will plan and coordinate flight operations with senior management and air traffic control facilities.
  • You will deliver clear, concise, accurate information to the air crew and ground surveillance personnel during flight operations.
  • You will prepare a myriad of reports ensuring products are grammatically correct, precise and clear. Clear communications both oral and written.

Requirements

Conditions of Employment

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.
  • New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check. To learn more about E-Verify, including your rights and responsibilities, visit www.dhs.gov/E-Verify/.
  • You will be required to obtain and maintain a TOP SECRET/SCI security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You must acknowledge in writing that you are accepting an appointment in the excepted service which does not confer competitive status, prior to appointment.
  • Non-preference eligibles will need to complete a 2 year trial period and preference eligibles will need to complete a 1 year trial period if not previously completed in the competitive or other excepted service.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • Must possess and maintain a current valid United States motor vehicle operator’s license.
  • Frequent scheduled and unscheduled travel and long working hours in a variety of environments is required.
  • The incumbent of this position must possess a Federal Aviation Administration (FAA) issued Commercial Pilot’s or Airline Transport Pilot’s license with single and multi-engine land rating.
  • At the time of initial appointment, candidates for all pilot positions must possess a current first or second-class medical certificate in accordance with FAA regulations; both meet the intent of the requirement.

Qualifications

Minimum eligibility requirements for positions in this occupation are based on possession of the appropriate Federal Aviation Administration (FAA) pilot certificates and meeting the applicable flight hour requirements, and possession of the knowledge and skills required for the positions.
GS-13: I have one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector as an AIRPLANE PILOT
Additional qualification information can be found from the following Office of Personnel Management website: http://www.opm.gov/qualifications/Standards/group-stds/gs-admin.asp.
https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/2100/aircraft-operation-series-2181/
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

GS-13: You must also have 1) Instrument rating. 2) 2000 hours total flight time in Airplane-Land Category. 3) 1500 hours total time in a mutli-engine Airplane Land. 4) 1500 hours total time in turbo prop airplane. 5) 1500 hours total time in make and model King Air. 6) 1000 hours total time cross country flying. 7) 250 hours total time night flying. 8) 250 hours total time simulated or actual instrumental flying. 9) 1000 hours total time in single engine airplane. 10) FAA first or second class medical.
Certificates and Ratings:
For all grade levels and specializations, candidates must possess a current Commercial Pilot Certificate or Air Transport Pilot certificate and rating; both meet the intent of the requirement. If an agency decides, for example, not to accept the military rating, the rationale for the decision should be based upon the requirements of the position and should be thoroughly described in agency operating material. For flight instructor positions, the FAA Flight Instructor Certificate rating is also required. The pilot certificate must include the rating(s) appropriate to the work of the position to be filled. For example, a position that involves flying a multi-engine airplane to various destinations under instrument flight rules would require the Commercial Pilot Certificate with the airplane, multi-engine, and instrument ratings. Positions that require flying or instructing in flying both airplanes and helicopters require a rating in both categories. Only those ratings necessary to perform the work are required.
Candidates establishing eligibility based on military flight experience must provide official orders, forms, or logbooks showing their status as a rated military pilot, flight instructor, or flight examiner, as appropriate. Other certificates that meet or exceed the requirements of the Commercial Pilot Certificate are also acceptable, e.g., an Airline Transport Pilot Certificate.
