Position Description

Under the direction of the Chief Human Resources Officer, provide support to department activities with specific responsibility for ensuring the accuracy of compensation, leave, retirement, and other reports; perform specialized technical duties in the preparation and processing of payroll; ensure that employees are paid accurately and on a timely basis; prepare and maintain a variety of financial and statistical records, reports and other documents as required; respond to inquiries/requests for data and/or reports; perform related duties as assigned.

This is a 12 month, 40-hour per week position.
Duties and Responsibilities

The following duties are typical of those performed by employees in this job title; however, employees may perform other related duties, and not all duties listed are necessarily performed by each employee in the job title.
  • Assist Payroll Technician as needed with all aspects of payroll processing to ensure timeliness and accuracy. (Timesheets, data entry, report generation, vendor payments, records maintenance, employee set-up and termination.)
  • Research and resolve discrepancies. Prepare pay history adjustments and deduction correction forms as needed.
  • Read, research, interpret and apply laws, codes, regulations and policies pertaining to payroll aspects of retirement systems (PERS and STRS), tax sheltered annuities (TSA), tax withholding, benefit deductions, wage attachments, overtime and compensatory time, and contract payment computation.
  • Develop procedures, forms, and record keeping to respond to requirements of new legislation and policies.
  • Interpret and apply contract, collective bargaining agreement, and memorandum of understanding language to endure proper compensation and application of policies.
  • Calculate, monitor, maintain, and input all employee leaves. Maintain AB1522 leave records. Explain leave policies and procedures. Assure compliance with leave reporting requirements.
  • Maintain salary schedules for all groups and input salary schedules into payroll system.
  • Collect current wage and benefit information for budget process and complete projections for future budgeting. Compile and provide reports to other department heads to assist in budgeting. Respond to requests from other departments regarding compensation, deductions, fixed costs, and leave.
  • Calculate and process levies, advances, worker's compensation, garnishments and other adjustments as needed.
  • Calculate, monitor, maintain and input vacation, sick leave and all other approved, paid or unpaid leaves. Maintain and report on district catastrophic leave banks. Maintain and report on faculty load banking.
  • Ensure accuracy of public retirement reporting to comply with retirement law. Maintain knowledge of issues related to PERS, STRS, and PEPRA.
  • Prepare, balance and maintain various reports and records and submit to appropriate supervisor for review and approval; Prepare and submit quarterly tax returns and annual tax reports to state and federal taxing agencies. Prepare other annual reports for outside agencies as required.
  • Respond to inquiries regarding payroll; interpret and explain laws, ordinances, regulations, policies and procedures.
  • Maintain current knowledge of federal, state and District policies, rules and codes related to payroll functions.
  • Communicate with District personnel to coordinate payroll activities and deadlines; resolve issues and forward to supervisor as appropriate; communicate with outside organizations as needed.
  • Assist auditors by providing supporting documentation and information on internal processes required by audit. Respond to audit requests from PERS and STRS with required documentation.
  • Collect and prepare collective bargaining statistical information. Compile, prepare, and present reports and information to HR to assist in negotiations.
  • Assist HR with manager training regarding procedures for payroll, leave, and public retirement.
  • Administer district aspects of county software systems; act as district administrator for Employee Self-Service website to assist employees with access and information.
  • Collaborate with HR to maintain accuracy of employee records within the county software systems.
  • Audit employee work calendars to ensure compliance with contracts and ACA policies and regulations.
  • Develop procedures for the department to ensure accuracy and efficiency. Devise and refine procedures, create worksheets, forms and instructions as needed. Maintain Payroll procedure manual.
  • Maintain record to provide documentation and reference and to comply with regulations.
  • Attend meetings and training workshops at the county office as necessary.
  • Perform related duties as assigned.
Qualifications

Education and Experience: Any combination equivalent to graduation from high school supplemented by two (2) years college-level course work in accounting, finance or related field and three (3) years increasingly responsible payroll record-keeping experience. Community college experience is preferred. A bachelor's degree in any of the above-referenced fields is preferred as well.

Knowledge of : Preparation, maintenance, verification and processing of payroll records; payroll policies and procedures; applicable laws, rules and regulations related to assigned activities; financial record-keeping techniques; operation of a computer and assigned software; modern office practices, procedures and equipment; correct English usage, grammar, spelling, punctuation and vocabulary; technical aspects of field of specialty; interpersonal skills using tact, patience and courtesy.

Ability to : Perform technical clerical and accounting duties in the preparation and processing of payroll for assigned employee groups; maintain records and prepare reports; maintain current knowledge of payroll rules, regulations, requirements and restrictions; work confidentially with discretion; understand and work within scope of authority; work independently with little direction; add, subtract, multiply and divide quickly and accurately; operate a computer and related office equipment; communicate effectively both orally and in writing to exchange information; analyze situations accurately and adopt an effective course of action; meet schedules and time lines; plan and organize work; establish and maintain cooperative and effective working relationships with others learn federal, state and district laws, rules and regulations; interpret and apply applicable rules and policies.

  • Manual dexterity sufficient to use a variety of office equipment, computer keyboards and manipulate paper.
