CORE Community Organized Relief Effort is Hiring a Global Cash and Markets Technical Advisor - International Humanitarian Response Roster Near Washington, DC

This position will play a key role in ensuring Cash and Voucher Assistance (CVA) as CORE's modality of choice during an emergency response by providing technical assistance across the program cycle, contributing to CORE's country/emergency response strategy, partnership and proposal development, managing, designing and implementing gender-responsive and protection mainstreamed CVA and ensuring adherence to minimum standards and best practice.
This position will rapidly be deployed(often within 72-hours of a crisis) in close coordination with CORE's Sr. Director of Humanitarian Response and CORE's Senior Advisor for Cash and Markets. This role will provide technical assistance, coordination, and support harmonization of programming needs and operational support for rapid response ensuring CORE's CVA process and procedures are being implemented and lay the foundation for later phases of CVA emergency response and recovery, including an exit strategy.
This role's responsibilities will be based on organizational needs in the given response context(s) (this ToR may be revised based on shifts in priorities after initial assessment) but will include assessment, design, implementation and reporting
of CVA in support of individuals, households and communities affected by crisis, including the use of CVA for multi-sector, basic needs oriented and sector-specific objectives.
Roster work is available on an as-needed basis ( it is not full-time or continuous ).
As a Roster Member, you may be requested to deploy based upon the needs of a disaster and the need for your position. Deployment opportunities and length of deployments are not guaranteed and may be unpredictable. Roster Member should be prepared to deploy at moment's notice.
Compensation will be determined at the time of deployment based on location and anticipated length of service needed.
Responsibilities:
    • These tasks are not exhaustive but indicate the kind of roles the team member will take on.
    • Assessments and Response Planning
    • Participate in initial rapid assessment including needs assessment of the situation in collaboration with the deployment team and affected population; determine needs, capacities, capacity gaps and preferences, immediate activities and required resources.
    • Developing context-specific cash and economic recovery strategy that wherever applicable integrates with social safety nets.
    • Adapt CORE's CVA Toolkit (e.g. market assessment tools, reconciliation tools and SOP) as needed for context.
    • Provide CVA response modality and delivery mechanism leadership and expertise in assessments, including market assessment and analysis, financial service provider assessment, CVA-specific protection benefits and risk analysis.
    • Assess potential recovery activities that CORE can be involved in.
    • Coordinate data collection and analysis in coordination with HQ/Country Monitoring, Evaluation, Accountability and Learning teams.
    • Support identification of business development opportunities and contribute technical input for donor proposals.
    • Coordinate and engage with the Security, Finance, Logistics/Procurement and Communications for support needed for operational aspects of CVA.
    • Program Design
    • Lead all aspects of CVA program design including targeting and selection criteria, modality and delivery mechanism selection, transfer value, frequency, duration and complementary evidence-based activities to ensure response is appropriate and achieves the intended objective(s), partner recommendations and selection, registration processes, etc.
    • Develop and design activities in consultation with displaced families, host populations and government ministries, ensuring the participation of women and/other vulnerable groups.
    • Collaborate effectively with other CORE staff to ensure an integrated approach
    • Identify and ensure the input of specialist technical advice where required.
    • Develop CVA related program work plan and budget in coordination with other roster specialists and partners
    • Ensure that CVA and market-based approaches reflect CVA's strategic intent (i.e. global or national Playbook) and follow GBV mitigation best practices
    • Conduct thorough response analysis and recommend and coordinate with decision makers on comprehensive and effective actions for response which may include a combination of modalities (e.g. CVA and in-kind or service delivery).
    • Ensure that issues of protection, gender, livelihoods are factored into the program design; build upon and link to longer-term programming.
    • Management and Implementation
    • Manage the program in a phased and prioritized manner with full consultation and co-ordination with communities, CORE staff and other stakeholders.
    • Ensure gender and protection are fully considered throughout the project cycle for gender responsive, and where possible, gender-transformative results and to enhance the safety of program participants.
    • Coordinate internally with MEAL team and externally with partners to support quality CVA monitoring - including post distribution monitoring and market monitoring, and evaluation - as well as adaptation of programming based on findings and lessons learned for continual improvement.
    • Oversee distribution and encashment
    • Coordination
    • Coordinate with other team members, including program, MEAL, finance, logistics/procurement, security, communications, partnerships & development and technical sectors to ensure a rapid, proportionate and effective response.
    • Represent CORE to stakeholders, including Early Recovery Cluster, Cash Working Group and other cash communities of practice, governmental and non-governmental agencies in relation to the CVA aspects to ensure harmonized response (e.g. MEB alignment).
    • Coordinate internally and externally to ensure robust, safe and inclusive CVA feedback and accountability mechanisms.
    • Identify opportunities to promote the issues, concerns, and ideas raised by affected women, girls, boys and men of all ages and background in CVA and market-based approaches.
    • Staffing & Capacity Building
    • Identify staffing needs and support hiring and onboarding
    • Conduct capacity building including training and mentorship of CORE and partner staff to implement CVA and market-based approaches in a technically appropriate, evidence-based and accountable way.
    • Project management and transfer of responsibilities and knowledge to longer-term staff and/or partners
    • Reporting and Knowledge Management
    • Provide regular updates to the Team Leader and CORE team on progress, priorities and constraints - verbally and in writing on an agreed frequency.
    • Prepare donor and management reports
    • Support documentation of impact and lessons learned for external publication, through participation in after action reviews and developing case studies

Qualifications:
    • Master's degree and/or relevant undergraduate degree such as development management, humanitarian management, economics.
Experience:
    • Selection Criteria - Education and Experience
    • Minimum 5-7 years' of humanitarian aid experience with at least 4 years' experience with a specific focus on setting up CVA as part of a humanitarian response
    • Knowledge of evidence-based program models that use CVA in humanitarian settings and familiarity with relevant cash- and markets-based programming technical tools and guidance including but not limited to those in the CALP Network's Program Quality Toolbox
    • Demonstrated professional expertise in CVA and market-based programming including market assessment in humanitarian contexts, design of sustainable response and recovery Programs, needs assessment and Program evaluations.
    • Demonstrated competence in gender analysis and gender-responsive programming and of how CVA Programs can address the needs of men, women, boys and girls including mitigating risks/protection considerations
    • Knowledge of and experience working in the humanitarian system including humanitarian principles and participation in coordination, including cash coordination
    • Knowledge of and experience using technical tools and guidance to support gender and protection mainstreaming in CVA programming, including but not limited to: Minimum Standards for Mainstreaming Gender Equality, UN Women's How to Promote Gender Equality in Humanitarian Cash and Voucher Assistance, IASC Guidelines for Integrating GBV Interventions in Humanitarian Action, Cash and Voucher Assistance and GBV Compendium: Practical Guide for Humanitarian Practitioners, 16 Inter-Agency Minimum Standards for GBV in Emergencies, the WRC-IRC-Mercy Corps Toolkit for Optimizing CVA for Protection from GBV
    • Demonstrated success managing in an emergency environment and/or start-up environment as part of a multinational team
    • Good communication skills in English and ability to speak French, Creole, Spanish and/or Arabic desirable.
    • Demonstrated ability to deliver quality work quickly, be flexible, and to manage tight deadlines and competing priorities
    • Experience working respectfully in multi-cultural teams and furthering diversity, equity and inclusion

    • Knowledge of sectoral, multi-sector and multi-purpose cash assistance
    • Demonstrated competence in conducting market assessments and analysis, needs assessments, developing CVA strategy and implementing Programs through the emergency response and recovery phases.
    • A thorough and demonstrated understanding of humanitarian contexts (including natural disasters, conflict, and complex emergencies) and humanitarian principles
    • Ability to prepare concept papers and project proposals in accordance with the standards required by CORE and donors.
    • Strong awareness of gender and protection issues in humanitarian interventions, including specifically in CVA programming.
    • Specialism in CVA integrated with one or more of the following areas: food security and livelihoods; WASH; shelter; Protection
    • Knowledge of and experience working on social inclusion of marginalized populations including women, adolescents, individuals living with disabilities and individuals with diverse sexual orientations, gender identities and sex characteristics
    • Familiarity with key donor cash and markets support regulations
