Town of Fuquay-Varina is Hiring a Human Resource Analyst Near Varina, IA

JOB
This position may close without noticeAn employee in this class administers a variety of human resources for the Town. Work includes processing personnel actions; benefits administration; providing technical guidance and support for the recruitment and selection programs; participating in training needs identification and coordination of training programs; employee relations programming; assisting with performance evaluation system administration; and related activities. The employee works with a wide range of Town employees, supervisors, and managers on sometimes difficult and sensitive issues. Work requires knowledge of the laws and regulations affecting human resources administration, judgment, and initiative in administering programs and policy interpretation and application, and sound judgment in maintaining confidentiality regarding personnel matters. Work is performed under the regular supervision of the Human Resources Director and is evaluated by discussion, reports, observation, and feedback from managers and employees.
EXAMPLE OF DUTIES
Processes personnel actions; maintains HRIS & benefits database; ensures accuracy and security of records; processes garnishments and other payroll deductions; maintains personnel files.Participates with onboarding and orientation bi-weekly of new employees; ensures employees are informed of their benefits eligibility and processes relevant enrollment transactions in the town's HRIS system; enrolls employees in pension, insurance, and related benefits; obtains I-9 forms information; assembles new hire packets.Interpret and explain town personnel policies and procedures to employees and the general public; respond to requests for information and assistance from employees, management, outside agencies, and the general public. Make recommendations for improving the operational efficiency of the human resources department; develop and recommend personnel policies and procedures. Provides information and assistance to employees on a wide range of benefits including health, life, dental, and vision insurance; serves as liaison between employees and insurance vendors; coordinates open enrollment; submits benefits forms to appropriate vendors; assists employees planning retirement; administers law enforcement separation allowance; coordinates donated leave program; initiates COBRA notices. Plans, organizes, and coordinates a variety of wellness programs, employee parties, and appreciation events; assists with employee training program logistics and promotion.Assists with administration of the performance evaluation system; helps review system for consistency of application; assists with training and orienting supervisors.Review the Human Resources department website to ensure accuracy and communicate changes to the appropriate department.Compiles information and completes a variety of forms, surveys, reports, etc.Performs related duties as required.
SUPPLEMENTAL INFORMATION
Physical RequirementsMust be able to perform the basic life operational skills of reaching, fingering, grasping, talking, hearing, and repetitive motions. Frequent movement around the office area, file room, and other town worksites. Must be able to perform medium work, exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to lift objects.Must possess the visual acuity to prepare and analyze data and figures, perform accounting tasks, operate a computer terminal, and do extensive reading.Desirable Education and ExperienceGraduation from an accredited college or university with a bachelor’s degree in human resource management, public administration, organizational psychology, or related human service field; or graduation from high school or community college and considerable paraprofessional experience in a human resources function; or an equivalent combination of education and experience.3 years of experience in Human Resources and Benefits Administration. Human Resources certification is highly preferred.Special Requirement Possession of a valid NC driver’s license.Notary Public or the ability to obtain within six months from the hire date. Additional Information The starting salary will be determined based on the selected candidate’s skills and qualifications.
