Position Overview:

The Senior Policy Analyst will contribute to NYCEDC's fiscal and economic impact modeling work, in addition to contributing to policy analysis, research and publications. Moreover, the Senior Policy Analyst will produce analysis to support other Agency projects and priority industries, including cost-benefit analysis, industry sizing, demographic analysis, and labor market analysis. This role would also include answering data requests from other departments at NYCEDC and would be highly collaborative with the other staff in the Economic Research & Policy team.

Essential Duties & Responsibilities:

  • Conduct fiscal and economic impact analyses for real estate development projects, tax incentive projects and policy changes, and events that attract visitors to NYC
  • Complete cost benefit analyses focused on societal impacts, particularly as they relate to transportation infrastructure projects
  • Produce analysis to support NYCEDC projects and priority industries, including industry sizing, demographic analysis, and labor market analysis
  • Identify research topics that drive NYCEDC thought leadership on key issues, sometimes serving as project manager or lead analyst on these projects, and present findings to internal and external stakeholders via presentations and publications
  • Represent the department in meetings on the subject with internal and external partners.
  • Respond to data requests from a variety of departments and agencies
  • Contribute to the maintenance and expansion of data sources available to the department
  • Contribute to the maintenance and update of modeling methodologies and assumptions
  • Assist in data requests from agency leadership, other departments, partner agencies, and City Hall staff.
  • Other duties as assigned.

Qualifications:

  • Bachelor's Degree required, in economics, statistics, public policy, or similar
  • 3 years of relevant work experience, or Master's Degree in economics or related discipline and 2 years of relevant experience
  • Experience with input-output modeling and cost benefit analysis; familiarity with publicly available employment and demographic data
  • Ability to think creatively about inclusive economic development and local policy; demonstrated interest in policy issues facing New York City a plus
  • Advanced proficiency in Excel. Proficiency analyzing data in R. Experience with REMI, Implan, or RIMS II a plus.
  • High attention to detail and quality management; proven quantitative skills; ability and interest to analyze large and varied data sets
  • Demonstrated oral & written communication skills: ability to effectively convey technical data and results of complex analyses, adapting approach and style across a variety of audiences
  • Resourceful and takes initiative to propose and implement process improvements; comfortable interfacing with senior officials and external stakeholders across sectors
  • Demonstrated organizational skills, and ability to work as part of a collaborative team
  • New York City residence is required within 180 days of hire
Salary Range
$80,000—$82,000 USD
