POSITION PROPERTIES
PURPOSE
Under the general direction of the Director of Human Resources for Classified and Operations and the Custodian of Records, this position serves as a key point of contact for leadership and employees regarding Human Resources, Employee Relation issues, and records and information gathering. The Compliance Investigator will conduct investigations and analyze employment related complaints stemming from internal complaint procedures, provides guidance and support to employees and supervisors while advancing the labor and employee relations component of the Columbia Public Schools Human Resources Department. The Compliance Investigator will support the district’s Custodian of Records by performing a variety of recordkeeping, research, and clerical duties related to information requests and records requests.
ESSENTIAL RESPONSIBILITIES AND DUTIES
- Supports Human Resources in the counseling of principals, managers, staff, and union representatives on Human Resources policies, practices, procedures and employee relations issues.
- Creates extensive and detailed reports relating to employment related complaints.
- Implements employee relations best practices to establish a positive working relationship and promote a high level of morale.
- Assists in the investigation and resolution of employee complaints, citizen complaints, DFS allegations and alleged violations of board policy.
- Locates and interviews, witnesses, victims, and victim family members through various investigative strategies and techniques.
- Recommends corrective/disciplinary action.
- Engages in continual practice of clarifying internal policies and procedures contributing to the overall morale, safety and job satisfaction of the district’s workforce.
- Recommends and implements resolutions through the progressive disciplinary process.
- Acts as liaison with other departments, law enforcement agencies, governmental entities, and other agencies concerning investigation activities under charge.
- Supports the Human Resources Leadership team in ensuring Human Resources practices/policies are in compliance with federal and state statutes.
- Maintains a working knowledge of all federal and state statutes regarding public employees and federal employment regulations.
- Attends and testifies at depositions, trials or other court functions as required.
- Supports the Custodian of Records in the research, maintenance, and production of records, including records redaction when necessary.
- Ability to interpret requests and associated laws and district policies.
- Serves as a litigation liaison for the collection of requested records when necessary.
- Delivers subpoenaed records to court hearings and depositions.
- Maintains a working knowledge of the Missouri Sunshine Law (RsMo Chapter 610), Freedom of Information Act (FOIA), and the Family Educational Rights and Privacy Act (FERPA).
- Coordinates with other employees and district departments to ensure the collection of accurate and timely information responsive to public requests.
- Ability to effectively organize and prioritize work as well as concentrate on multiple tasks simultaneously.
- Exercises good judgment and a high level of confidentiality.
- Effective written and verbal communication skills.

QUALIFICATIONS
Minimum: Five (5) years’ professional experience; three (3) years of investigator experience; experience analyzing data, managing teams, and coordinating large projects; Bachelor’s Degree in related field or five (5) years in Human Resources. Demonstrated experience with the Missouri Sunshine Law and/or Freedom of Information Act.
Preferred: Master’s degree; experience in an urban school setting or non-profit setting; professional in Human Resources (PHR or SHRM) certification; experience with employment law, education law, and/or public records law.

SALARY
Salary Range: $60,000-$85,000

Physical Demands: While performing the duties of this position, an employee is regularly required to move about, talk, and hear; Close vision ability to look at a computer screen for long periods of time is required. Travel between district facilities. Moderate amount of travel, both in and out of state.
Attendance: Consistent and regular attendance is an essential function of this position. Expected to attend Board meetings and other District events throughout the community.
Conditions and Environment: The work environment is consistent with a typical office environment; at times, many staff members may be present and speaking simultaneously. Frequently required to work irregular or extended hours, including evenings and weekends.
