 Overall Objectives of Position
The Fire Chief administers the development and implementation of a Community Fire Protection Program. The Fire Chief provides residential and structural fire protection and safety management for Tribal Members and for structural buildings owned by the Poarch Band of Creek Indians. This job description is not an all-inclusive list of duties and responsibilities of this position. The Fire Chief is expected to perform all duties and responsibilities necessary to meet the goals and objectives of applicable programs.
The Fire Chief is expected to live the Purpose and Values of the Poarch Band of Creek Indians and will go beyond the call of duty.
 Primary Responsibilities of the Fire Chief
  • Responsible for providing for the safety and well-being of the Tribe, Local Community, and guests through the delivery of a professional Fire and Medical response service.
  • The Fire Chief is expected to be a person of character and integrity who is honest, fair, consistent, and willing to hold others accountable while providing direction, leading by example and communicates clearly, motivates others, and unites the department.
  • Responsible for implementation and delivery of the department-level goals as expressed by the TEMA, Tribal Chair and Tribal Council.
  • Supervises and leads staff employees and volunteer firefighters of the Poarch Creek Fire/Rescue Department and administers laws and regulations affecting the department.
  • Evaluates fire control policies by keeping abreast of new methods and conducting studies and departmental operations.
  • Implements fire code requirements for residential, commercial, and industrial structures.
  • Coordinates mutual fire protection plans with surrounding municipalities.
  • Confers with officials and community groups and conducts public relations campaigns to present needs for change in laws and policies and to encourage fire prevention.
  • Assumes personal command at multi-alarm fires.
  • Investigates all cases of arson and renders reports to higher authorities.
  • Performs other duties as assigned by the appropriate person.
Day-to-day Responsibilities
  • Supervises firefighters engaged in operation and the maintenance of the fire station and equipment.
  • Maintains a schedule that ensures equipment and vehicles are maintained in an operational status at all times.
  • Conducts inventory control of all fire related equipment and vehicles.
  • Ensures records, reporting, operating procedures and specific training requirements are accomplished.
  • Maintains a communication network with volunteers, communities, Tribal departments and other fire jurisdictions.
  • Works closely with Tribal members in presenting and implementing fire protection and safety management plans.
  • Maintains, with signature authority, the appropriate budgets and/or grants.
  • Responsible for carrying out the goals and objectives as outlined in the applicable contract(s) and/or grant(s) maintained.
Education/License/Certification and Experience Requirements
  • Bachelor’s Degree in Fire Science, Occupational Safety or related field with six (6) years’ experience in firefighting, fire/rescue or related field; and/or a combination of education and related experience in firefighting, fire safety or related field equivalent to ten (10) years.
  • Must possess current State of Alabama certifications (Firefighter I/II).
  • Ten (10) years of career or volunteer service experience in the fire/ rescue service.
  • Five (5) years’ experience in a general leadership role or supervisor role that includes monitoring and coordinating the activities of subordinates, and general supervision duties.
  • Two (2) years’ experience in grant/contract administration required.
  • One (1) year experience working with budgets and budget modifications required.
  • Must possess and maintain a valid Alabama Paramedic license. Must possess “Mandatory Reporter Certification” or obtain within the first week of employment.
  • Must have attended at least one course from the National Fire Academy in Emmitsburg, Maryland.
  • Successful completion of leadership training as assigned by TEMA or PSD – required.
Skills Required
  • Knowledge of Federal Rules and Regulations applicable to federal grants, contracts, programs, and funding sources.
  • Must be familiar with Local and State Fire Codes and fire department guidelines.

  • Demonstrated ability to communicate effectively both verbally and in writing to a diverse audience.
  • Must possess character that earns the confidence of program participants and community and minimizes public criticism or complaints.
  • Must be people oriented and possess a high level of maturity, confidentiality and sensitivity in employee and public relations.
  • Demonstrated efficiency in English, spelling, punctuation, and basic writing skills.
  • Must have a working knowledge of computers with the ability to work in a Windows environment with various software programs such as Word, Excel, etc.
  • Must be skilled and mature in making valid judgments with attention to detail and organization skills.
  • Ability to work with and maintain confidential information.
  • Must work independently and as a team, with demonstrated ability to establish workload priorities and balance diverse projects.
  • Must be in good condition and pass an annual NFPA Physical.
Additional Requirements
  • Ability to work odd and irregular hours, as needed.
  • Must live within 35 miles of the Poarch Creek Indian Reservation.
  • Ability to obtain and maintain a Tribal Gaming License as required by Gaming Commission.
  • Must possess a valid state driver’s license and an insurable driving record according to Tribal insurance guidelines.
  • Must successfully pass the required criminal and character background check.
  • Ability to travel and participate in required training, leadership development, and other events.
  • Ability to adequately and successfully perform all duties and responsibilities of this position.
