The Employment Development Department (EDD) is looking for a highly motivated and qualified individual to work in the Network Engineering Group. The Information Technology (IT) Specialist I provides support of the organization's enterprise IT engineering functions, including all associated hardware/software components and the confidential and sensitive data used at the EDD. This position will require you to be a technical network specialist on systems software/hardware projects, information systems, cloud services, and networks focused on the following technologies: firewalls, routing, switches, Virtual Private Networks, load balancers, Software Defined Data Center, and Network Monitoring/Management tools. We are seeking individuals with experience and strengths in networking, troubleshooting analysis, and technical documentation, that are able to perform completed staff work. As a network specialist, you are responsible for the implementation, maintenance and operations of the organization's statewide information technology systems.

This positions are headquartered in Sacramento, California and may be eligible for telework under EDD's telework policy. Employees are required to report to their headquarters office, as needed. Travel expenses to and from the assigned headquarters are the responsibility of the employee. You will find additional information about the job in the Duty Statement .

Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Demonstrated network engineering and operations experience in a large enterprise organization with 1000 employees and client/server computers for internal and public facing services.
  • Demonstrated experience with security segmented environments in an N-Tier Architecture.
  • Proven experience with multiple networking disciplines; firewalls, switches, routing, virtual private networks, load balancers, SDDC (Software Define Data Center), network monitoring tools and systems, technical documentation, etc.
  • Demonstrated 2 years' experience working in a network technologist position equivalent to the IT Specialist I level or higher.
  • Experience working with network templates for testing new software, switch configurations and end-to-end implementation task plans at an Enterprise level.
  • Experience in planning, building, running, and conducting technical walkthroughs with project/work teams related to network changes, maintenance, upgrades, and hardware refreshes.
  • Ability to produce technical documentation that helps people understand and use a product or service.
  • Experience with change management processes; submitting requests for change, developing tasks plans, and coordinating change.
  • Ability to clearly explain technologies, processes, and products to customers.
  • Demonstrated ability to multitask, meet deadlines, and process work efficiently and effectively.
  • Team player with the ability to self-direct and identify workload needs.
  • Strong attention to detail.
  • Ability to learn quickly and adapt to changing priorities.
  • Ability to use technology and repeatable processes to achieve the highest level of productivity.
  • Core hours of coverage are from 6:00 am - 6:00 pm with required 8 hours per day, 40 hours per week.
  • Possession of IT networking certifications is highly desired

Statement of Qualifications Requirements
A Statement of Qualifications (SOQ) is Required. The SOQ serves as documentation of each candidate's ability to present information clearly and concisely in writing. The SOQ is not a resume or cover letter.

The SOQ will be considered the first phase of the hiring process for this position. If your qualifications are competitive, you may be invited to an interview. The SOQ should be typed and not more than two pages in length, not less than 12 point font, single-spaced, with margins not less than one inch, including your first and last name at the top of the page, and must include a response to all three statements below, including specific examples:
The EDD Network Engineering Group (NEG) is involved with the planning, building and running of technology, which includes engineering, test, deployment and maintenance of network systems and tools for the Enterprise. NEG also participates on many enterprise-level projects and deals with critical network issues by providing technical expertise with design, integration, consultation and other network related services. As a member of the Networks team, you may be a participant or a lead in part or all of these activities. Please answer the following prompts related to your networking experience.
  • Describe your work experience with Software Defined Data Centers, network devices, and network tools in relation to the management of network traffic, network load balancing hosts, switches, firewalls, and routing for multiple locations. Include examples, types of network devices, and your role.
  • Describe an experience where you introduced a production change that caused a network outage. Include the steps you took to introduce the change and how you mitigated the outage.
  • In your SOQ, include the details describing the complexity, size, and different technological challenges in an enterprise organization.

    Background Investigation Requirement
