City of Astoria is Hiring a Stores Supervisor Near Astoria, OR

SUMMARY

The Stores Supervisor is responsible for procurement, inventory control, warehousing, and administrative functions in support of the Operations Division in the Public Works Department. This individual works to enhance productivity, minimize costs, and maintain a well-organized and efficient supply chain to ensure operational readiness for installation, maintenance, and repair projects to the City's Public Works infrastructure.

DEPARTMENT OVERVIEW

The Public Works Department is the largest department within the City of Astoria. Major areas of responsibility include: Water Treatment and Distribution: Waste water Collection and Treatment; Street Maintenance; Engineering Services; Sanitation; Fleet Maintenance for all City Vehicles; Forestry Management; City Facility Maintenance; Railroad Maintenance; and Mapping with Geographic Information Systems (GIS).

SCHEDULE

The regular schedule for this full-time position is Monday - Friday, 8:00AM - 4:30PM. There may be an occasional need for after-hours phone calls or in very rare instances call-outs to address emergencies.

Interviews are anticipated to be scheduled for the first week in July.

ESSENTIAL FUNCTIONS

INVENTORY CONTROL AND WAREHOUSING

  • Supervises inventory control and warehousing processes for Public Works parts, materials, and tooling.
  • Orders, receives, stores, issues and accounts for parts, material, tools, and small equipment used in Public Works maintenance activities (Water, Sewer, Streets, Storm Water).
  • Manages city-wide fuel station and fuel inventory at satellite facilities.
  • Manages shipping, receiving, and material handling.
  • Oversees software applications and recordkeeping for supply inventory.
  • Plans, manages, and participates in the physical inventory processes of the Operations Division.
  • Develops recommendations to improve processes and delivery of materials and supplies.
  • Establishes and maintains positive working relationships with vendors, suppliers, employees and all other customers.
  • Ensures compliance of unit work to pertinent codes, regulations, guidelines, and laws (Federal, State, and City; National Sanitation Foundation NSF); American Water Works Association (AWWA); Manual Uniform Traffic Control Devices (MUTCD); Etc.).
  • Maintains technical knowledge of parts and material used in drinking water, sanitary sewer, streets, and storm-water systems.
  • Designs and fabricates traffic signs and informational signs as required.

PROCUREMENT

  • Coordinates procurement processes through solicitations, contracts, purchase orders, and accounts payable according to applicable rules.
  • Administers contracts for goods and services and personal services ensuring relevant procurement rules, polices, and procedures are followed.
  • Generates and issues Purchase Orders utilizing City-wide financial software.
  • Organizes, processes, and assigns budget code(s) for payment of invoices.
  • Develops strategies to minimize potential risks to the City.
  • Researches and procures relevant products for usage in Public Works activities.

ADMINISTRATIVE

  • Provides administrative support for Public Works Operations.
  • Assists with administering Operations Division budgets.
  • Manages First Aid Kit and Fire Extinguisher programs following OSHA standards.
  • Follows OSHA Hazard Communication Standard (HCS) and maintains safety data sheets (SDS's) for hazardous materials.
  • Manages Personal Protective Equipment (PPE) program for Public Works Operations according to OSHA standards.
  • Manages Hazardous Substance Information Survey program according to the State Fire Marshal's Office requirements.
  • Manages Hazardous Waste storage and disposal program.
  • Assists in managing city-wide maintenance of access control system (cores, keys, padlocks).
  • Provides technical and related support to staff and various departments.
  • Participates in a variety of work planning and coordination meetings.
  • Reviews and comments on material submittals for Public Works projects.
  • Reviews and provides information on updating Public Works design standards.
  • Performs new employee orientation in relevant/assigned areas.

GENERAL

  • Follows all safety rules and procedures established for various work areas.
  • Follows policies, procedures, and guidelines as described in the City of Astoria Personnel Manual and other documentation related to this position.
  • Performs other related projects and duties as assigned.

KNOWLEDGE, SKILLS & ABILITIES

  • Strong proficiency using computers including Microsoft Office (Word, Excel, Outlook), work order and inventory software and other relevant software.
  • Ability to communicate professionally and respectfully both verbally and in writing with a strong customer service orientation.
  • Excellent organizational and time management skills.
  • Knowledge of inventory management principles and best practices.
  • Strong attention to detail and accuracy in inventory and records management.
  • Ability to act independently, gather information, interpret data and make decisions within the scope of the position.
  • Knowledge of applicable health and safety regulations relating to their assigned duties.
  • Ability to work under pressure and meet deadlines in a fast-paced environment.
  • Ability to be flexible and adapt to changing priorities and demands.

SUPERVISORY RESPONSIBILITIES

This position does not have any supervisory responsibilities.

MINIMUM QUALIFICATIONS

Ability to perform essential job duties with or without reasonable accommodation and without posing a direct threat to safety or health of employee or others.   1. Graduation from high school or equivalent and one year of progressively responsible experience in inventory control, warehousing, and procurement, preferably in a public sector environment, or any combination of equivalent experience, education or training which demonstrates the knowledge, skills and abilities to perform the described duties.
  2. Possession of a valid Driver's License and safe driving record.
  3. Possession of or ability to obtain a Forklift Operator certificate within six months of hire.
  4. Possession of or ability to obtain First Aid and CPR certifications within six months.

DESIRABLE QUALIFICATIONS

  • State of Oregon or National Procurement Certification.
  • Class B Commercial Driver's License.

SPECIAL REQUIREMENTS

  • Employee must fulfill a residency requirement of living within thirty (30) lawful driving minutes of the City limits within twelve (12) months of hire.
  • Must have reliable telephone service

WORK ENVIRONMENT

  • Work is primarily performed indoors at a workstation but may be outdoors in all types of weather conditions and hazardous job sites in support of field operations and/or delivery of parts and equipment. This position will occasionally perform heavy physical labor and lift up to fifty (50) pounds. Typical physical duties include walking, standing, sitting, bending, lifting, squatting, pushing, pulling, climbing ladders and walking on uneven surfaces. This position will operate city vehicles and equipment as necessary to carryout assigned duties. May be subject to twenty-four (24) hour call out in emergencies.

This position is a member of a collective bargaining unit.
