Job Title: EMA Director

Department: Miami County Emergency Management

Responsibilities:

Incumbent serves as Director for Miami County Emergency Management, responsible for developing, administering, and maintaining emergency response procedures for the duration and aftermath of disasters within the County.

The EMA Director position is an appointive position of the Commissioners. Specific job duties and job requirements are established at the discretion of the Commissioners.

Duties:

Develops, implements, and updates the Comprehensive Emergency Management Plan (CEMP), defining emergency response procedures, equipment uses and allocation, emergency operations and communications centers, shelter and health care facilities, notification procedures for emergency personnel and the public, and emergency relocation data.

Supervises and directs assigned staff, including analyzing workload, interviewing candidates, reviewing position documentation, providing orientation for new hires, interviewing, training and developing, making hiring decisions, delegating assignments, establishing work goals, providing performance evaluations, recommending personnel actions such as promotions, transfers, and demotions, maintaining discipline, recommending corrective action, and issuing proper insignia and papers to emergency management staff and volunteers of the public.

Coordinates public and private community resources to respond to all natural and manmade emergencies and disasters, including preventing duplication of efforts and resources and advising, collaborating, and consulting with elected, local, state, and federal officials.

Directs recovery of public and private communities to pre-disaster condition, including facilitating claims for federal disaster relief, coordinating with state and federal disaster agencies, serving as liaison between community, state, federal, and volunteer disaster programs and agencies, managing disaster budgets and expenses, and providing oversight of private case management for disaster victims.

Trains and educates public safety, elected officials, and volunteers on emergency plans and emergency preparedness techniques and develops exercises to accomplish goals and objectives of CEMP and coordinates public and private groups to complete exercises, emergency awareness drills, and training programs.

Compiles comprehensive strategic and tactical emergency or disaster plans for various hazards and risks, including bioterrorism, conducts emergency awareness speaking presentations, and distributes materials and information to various community groups and the public.

Maintains approved government offers, such as services, equipment, materials, or funds in the form of gifts, grants, or loans.

Assists local government agencies, industries, and community organizations in reviewing and updating emergency plans, including the development and coordination of public education programs, local hazardous materials programs, and industrial emergency plans.

Prepares and submits department budget, attends budget hearings and administers budget upon approval, prepares grant applications for state and federal funding, and manages disaster budgets and accounts for all disaster expenses.

Oversees inventory and maintenance of vehicles and equipment, including purchasing, testing, and distributing equipment, scheduling routine maintenance and minor repairs, and ensuring maintenance of related records as required.

Maintains and updates inventory of government and private personnel and material resources available for emergency situations, including identifying and correcting resource deficiencies.

Coordinates activities during declared emergencies, maintaining communication with news media, volunteers, emergency personnel, and local, state and federal authorities and coordinates field operations at emergency sites.

Assists local businesses in mitigating hazards to their business environment, including seeking and obtaining mitigation grants and overseeing mitigation projects.

Prepares and reports Department activities to Emergency Management Advisory Council. Conducts damage assessments of disaster affected areas with follow-up activities.

Provides testimony in court and legal proceedings as required. Attends conferences, meetings and training sessions as required. Performs related duties as assigned.

Required Education:

High School diploma or HSE required.

Possession of or ability to obtain and maintain required certifications and training, including CPR, National Incident Management System 100,200, 700, and 800, EMI Professional Development Series, Damage Assessment, WebEOC training, Intelligrants training, Hazardous Materials Awareness, and Hazardous Materials Operations.

Thorough knowledge of local, state, and federal emergency management laws, regulations, procedures, and emergency services with ability to interpret, comply, and direct County emergency operations and recovery.

Thorough knowledge of emergency management with regards to mitigation, preparedness, response, and recovery and ability to develop plans, policies, and procedures for Miami County CEMP.

Practical knowledge of principles and practices, principles of budget preparation for operating budgets, grants, and federal projects and ability to make practical application of budget and grant preparation and administration and prepare reports as required.

Practical knowledge of and ability to make practical application of county geography, streets and roads, weather patterns, disaster planning, hazardous materials, natural disasters, and fire, police, and emergency medical services.

Practical knowledge of and ability to make practical application of Department safety policies and procedures, including OSHA guidelines.

Working knowledge of Department bloodbome pathogen exposure reporting procedures, and ability to protect oneself from contracting infectious diseases by avoiding high risk environments and by having knowledge of and utilizing universal health precautions.

Working knowledge of technical emergency management software for weather, hazardous materials, earthquakes, and flooding.

Working knowledge of standard English grammar, spelling, and punctuation and ability to write technical reports, procedures, protocols, and emergency disaster plans.

Working knowledge of and ability to properly use personal protection equipment and associated devices and hardware.

Ability to properly operate standard office equipment and emergency software, including computer, printer, calculator, transcriber, GPS, digital camera, radio equipment, and various department computer software programs.

Ability to provide public access to or maintain confidentiality of Department information and records according to state requirements.

Shall comply with employer and Department policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct.

Ability to prepare and deliver public presentations, and create news releases, articles and communicate with news media.

Ability to plan and layout assigned work projects and apply knowledge of people and locations.

Ability to understand, memorize, retain, and carry out written and oral instructions and present findings in oral or written form.

Ability to count, compute, and perform arithmetic operations.

Ability to read and interpret detailed prints, sketches, layouts, specifications, and maps. Ability to compare or observe similarities and differences between data, people, or things.

Ability to compile, collate, classify data, analyze, evaluate, observe, diagnose, investigate, coordinate, place, make determinations, develop concepts or interpretations, and act based on data analysis.

Ability to work alone with minimum supervision, with others in a team environment, on several tasks at the same time, rapidly for long periods, and under time pressure.

Possession of a valid driver's license and demonstrated safe driving record.

Incumbent performs duties according to broad policies or general objectives by federal and state legal requirements, as well as County goals. Supervision and coordination of personnel and services requires analysis of many variables. Incumbent exercises independent judgment when dealing with unusual or extraordinary situations and geographic conditions unique to the area and will refer to supervisor when interpretations are thought necessary.

Incumbent applies rules, regulations and guidelines to a variety of cases and situations having a significant bearing on the community. Incumbent works within general parameters and guidelines with work reviewed primarily for attainment of objectives and technical accuracy.

Incumbent maintains frequent contact with co-workers, volunteers, local, state, and federal emergency service personnel, law enforcement, County officials, Town Boards, national weather service, first responder agencies, IDHS, and the public, for purposes of exchanging and explaining information, providing instruction, coordinating emergency management activities, and updating the CEMP.

Incumbent reports directly to County Commissioners.

Physical Requirements:

Incumbent performs majority of duties outdoors, in standard office environment, in a garage/ shop, in a vehicle, or emergency scene, involving walking/standing/sitting for long periods, sitting/walking at will, lifting/carrying objects weighing up to 50 pounds, crouching/kneeling, bending/reaching, pushing/pulling/handling/grasping/fingering objects, driving, keyboarding, close/far vision, depth/color perception, hearing sounds/communication and speaking clearly. Incumbent may work near fumes, odors, chemicals, and dirt, walking on uneven terrain, in noisy environments, in confined areas, and in high places, exposure to inclement weather, extreme temperatures, and normal hazards associated with medical sites. Incumbent responds to emergency situations, and may be exposed to such hazards as downed power lines, bloodborne pathogens, or fallen trees. Safety precautions must be followed at all times to avoid injury to self or others, including wearing protective clothing or equipment. Incumbent may be exposed to hostile or irate individuals.

Incumbent is occasionally required to work extended hours, evenings, and weekends, and occasionally travel out of town for meetings and training, sometimes overnight. Incumbent is required to respond to emergencies on a 24-hour basis.
