Job Description

TRANSIT OPERATIONS SUPERVIOR - This position is one of two, responsible for coordinating and directly supervising: the road activities of the transit system, including implementation of daily routes and schedules for fixed routes and/or Dial-A-Ride; complaint resolution; coach and van operators; and overall operations safety and compliance.

Supervises transit’s road and service operations, including field mentoring, coaching, discipline and general supervision of bus and van operators to assure schedule and service compliance. Plans and schedules operators’ daily work assignments to assure efficient utilization of personnel, facilities, and transit coaches. Assesses transit routes and service levels and recommends changes to improve passenger service. Recommends and implements personnel and operational policies and procedures. Stays current on state and federal regulations and assures that both Transit’s fixed-route and Dial-A-Ride services remain in compliance with all regulations. Aids Transit Manager in the preparation and administration of the transit budget. Transit Operations Supervisors report to the Transit Manager and supervise bus and van operators, with an emphasis on ensuring safe and efficient service operations.

Assists the Transit Manager in collecting cash receipts from fare boxes and sales outlets. Designs and administers community involvement programs. May perform dispatching duties or operate a bus or van as required. Performs other tasks as assigned.

Must have five years of increasingly responsible supervisory experience, preferably in public transportation.

The proposed work schedule is 8:45am–5:45pm Sunday, and 6am-3pm Monday through Thursday, year-round.

This position is supported with grant funds through June 2025, and continuation beyond that point is dependent on a verified revenue source.

Job Responsibilities

ILLUSTRATIVE EXAMPLES OF ESSENTIAL DUTIES AND RESPONSIBILITIES:

Directly supervises the day-to-day operation of the transit system. Schedules and assigns drivers and bus washers to ensure service levels are maintained; facilitates the replacement of transit vehicles and/or operators due to accidents, equipment failure, illness or other unforeseen circumstances; approves rerouting of service due to inclement weather or road construction.

Through field observation and interaction with drivers and the public, evaluates and recommends bus routes and services levels

Through service level signup and shift template development, prepares weekly schedules for drivers and bus washers.

Monitors field operations to assure compliance with performance standards and service schedules. Assesses and coordinates training needs of Dial-A-Ride and fixed-route coach operators.

Investigates public complaints concerning customer services, vehicle safety and route design. Provides on-site investigation of accidents. Interviews operators, witnesses, maintenance personnel and safety officials, as well as reviews available video and avl/gps data to determine cause, and recommends appropriate remedial actions to prevent future accidents. Assists the Transit Manager with the division’s Drug and Alcohol Testing Program; assists in determining fitness for duty, reasonable suspicion or post-accident testing.

Conducts hiring interviews, administers employment test(s), interviews final candidates, performs reference checking and completes background investigation, recommends selection of new hires, and arranges for training for new operators. Assists Transit Manager in counseling employees regarding work-related issues. Assists Transit Manager in developing and implementing personnel and operational policies and procedures and ensuring compliance. Recommends personnel actions to the Transit Manager; prepares and conducts annual performance evaluations of drivers and bus washers.

Prepares and monitors assigned portions of the transit budget; represents Pullman Transit in committees, at workshops and in various transit-related meetings; assists Transit Manager with Union-related issues including representing the City during negotiations; prepares grants; may serve as Transit Manager in his/her absence.

SELECTION FACTORS:

Knowledge of:

  • Effective supervisory principles and practices including work planning, employee scheduling, performance evaluation, employee motivation, and corrective actions;
  • Municipal transit system operation;
  • Federal and state laws and regulations pertaining to the operation of a public transit system, including Paratransit service;
  • Applicable personnel policies and union contracts;
  • Correct use of English grammar used in the preparation of grants and reports.
  • Ability to:

  • Effectively schedule, assign, direct, and evaluate the work of bus drivers and bus washers;
  • Develop, and evaluate fixed-route and Dial-A-Ride employee training programs and to correct employee deficiencies;
  • Comprehend, read, and analyze a variety of administrative and technical data and to prepare reports and operating procedures;
  • Promote, monitor and evaluate the operation of the city’s Transit service;
  • Gather and analyze data and prepare reports;
  • Communicate effectively, both orally and in writing;
  • Establish and maintain effective working relationships with supervisor, Transit division employees, general public, and other city staff;
  • Attend work on a regular and dependable basis;
  • Learn and use in-house software programs (e.g. video review, bus reader board display, and i.d. card printer software packages);
  • Provide quality services in a cost-effective manner and recommend improved methods of performing the work;
  • Physically perform the essential functions of the job.

MINIMUM QUALIFICATIONS:

(Persons applying for a position of this class should have any combination of the following experience and training.)

Five yearsincreasingly responsible supervisory experience, preferably in public transportation. Ability to interpret and apply federal/state DOT and OSHA regulations affecting transit operations is required. Ability to deal effectively with supervisors, co-workers, and the public; resolve employee complaints; and deal with union members in a positive manner is also required. Must have valid CDL, Class B and NO Airbrake Restriction within 30 days of hire. Any equivalent combination of formal education and/or training in transportation-related studies, public administration, business administration or related field may substitute for up to one-half of the experience requirements.

TOOLS AND EQUIPMENT USED:

Personal computer; transit vehicles including van, bus and car; wheelchair lifts; coin counting and sorting machine, phone; copy machine, fax machine, two-way radio, ID card printer.

WORK ENVIRONMENT:

Work is performed partially in an office environment while sitting at a desk or computer terminal or occasionally standing at a counter for a period of time. Additionally, the duties of this job require the employee to work outside, either in a vehicle or exposed to current weather conditions. The employee is occasionally exposed to wet and/or humid conditions, toxic or caustic chemicals. The employee must occasionally lift and/or move up to 50 pounds.

This is a safety-sensitive position and is subject to random drug and alcohol testing as a condition of employment.

The noise level in the work environment is usually quiet while in the office, or moderately loud when in the field.
