Duties
  • Provides authoritative professional and technical direction to BLM State, District, and Field Offices in evaluating and planning for the appropriate use, exhibition, interpretation, management, documentation, and storage of museum collections.
  • Provides technical direction and advice on the museum collection and curation aspects of NAGPRA and the treatment of NAGPRA materials.
  • Ensures that supporting documentation, public notification, and consultation take place with federally recognized Tribes regarding the cultural affiliation and repatriation of human remains and affiliated materials.
  • Interacts with prestigious museums, Tribes, and other institutions to resolve collections issues and ensure compliance with NAGPRA regulations.
  • Possesses highly developed organization skills and well-developed written and oral communication skills in order to conceive, develop, coordinate, and present national level leadership in implementing NAGPRA rules, policies and guidance
  • Communicates the Bureau's policies and technical guidelines for managing museum collections to the approximate 155 non-federal institutions that hold collections for BLM.
  • Conducts training, lectures, and other instructional assignments related to museum collections management and NAGPRA compliance at BLM/DOI offices and at professional conferences and events.
  • Collaborates with prestigious National Museum organizations and other agencies on the repatriation of BLM collections.
  • Provides authoritative knowledge of the Federal and State laws, regulations, and policies relevant to NAGPRA and museum collections management.
  • Ensures all training, guidance, and technical assistance provided to curatorial staff and managers is in compliance.

For GS-13: Specialized Experience Requirement: In addition to meeting the basic education requirement, you must possess one (1) full year of specialized experience at or equivalent to the GS-12 level. Specialized experience is further defined as: Experience working with museum management principles, standards, and practices, and a high degree of specialized understanding of Bureau-level museum property management; accessioning and cataloging objects/archives; integrated pest management; physical, electronic and operational security; emergency preparedness; environmental and conservation concerns; and museum program strategies.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education
Basic Education Requirement: This position has a positive education requirement and you must meet the education requirements as described below:
  • Degree: museum work; or in an applicable subject-matter field.
OR
  • Combination of education and experience -- courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
OR
  • Four years of experience that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study as shown in A above.
