The Department of Healthcare and Family Services, Division of Personnel and Administrative Services is seeking to hire a Human Resources Specialist to serve in a journey level professional capacity performing complex, specialized professional duties in human resources administration activities for Transactions Unit B. This position serves as professional resource to lower-level staff and other agency staff on transaction activities. Additionally, the position will process personnel transactions verifying compliance with Rules, Pay Plan, bargaining unit contracts and supplemental procedures, HFS policies and procedures.

Job Description

  • Serves in a journey level professional capacity performing complex, specialized professional duties in human resources administration activities for the Division of Personnel & Administrative Services, Transactions Unit B
  • Serves as professional resource to lower-level staff and other agency staff on transaction activities
  • Processes personnel transactions verifying compliance with Rules, Pay Plan, bargaining unit contracts and supplemental procedures, Healthcare & Family Services (HFS) policies and procedures
  • Serves as a liaison with CMS Transactions staff in processing transactions for the agency
  • Directs the research of information to files and records
  • Provides professional human resources assistance to the Selection and Recruitment Section on hiring activities in accordance with Collective Bargaining Agreements, the Comprehensive Employment Plan, and CMS Compliance
  • Coordinates with other components of the Division of Personnel and Administrative Services including Labor Relations, Selection and Recruitment, Classifications and Benefits to ensure that all subjects which cross work areas are handled efficiently and timely
  • Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of four (4) years college and two (2) years of professional human resources experience

Preferred Qualifications

  • One (1) years of experience reviewing and completing hiring paperwork
  • One (1) year of experience preparing and processing personnel transactions.
  • Two (2) years of professional experience reviewing human resources transactions related to the end to end hiring process. Examples include applications, bid records, and collective bargaining agreements
  • Two (2) years of experience working with Personnel Codes, Rules, Pay Plans and Collective Bargaining Contracts
  • Two (2) years of professional experience working in a human resources organization
  • One (1) year of experience in human resources related computer systems such as but not limited to Personnel Examination and Eligibility Records Systems (PEERS), Success Factors, etc.
  • Two (2) years of professional experience providing leadership and guidance to other staff for a public or private organization

Specialized Skills

  • Requires one (1) year of experience reviewing and completing hiring paperwork
  • Requires one (1) year of experience preparing and processing personnel transactions

Employment Condition

  • Requires the ability to pass a background check
  • Requires the ability to utilize and maintain state issued equipment such as a laptop
