The City of Modesto is currently recruiting for a Deputy Fire Marshal to join our team.
The ideal candidate should be a self-directed problem solver with high standards of excellence and a demonstrated commitment to public service.
The Deputy Fire Marshal is to plan, organize, direct and supervise fire prevention education and inspection activities within the Fire Department and perform a variety of tasks such as plan reviews and technical inspections relative to the Fire Prevention Division.

ESSENTIAL AND MARGINAL FUNCTION STATEMENTS
Essential and other important responsibilities and duties may include, but are not limited to, the following:
Essential Functions:
Recommend and assist in the implementation of goals and objectives; establish schedules and methods for fire prevention activities; implement policies and procedures.
Plan, prioritize, assign, supervise, and review the work of staff involved in the inspection of buildings, plan checks, issuing of permits and citations, and educating the public on fire prevention.
Evaluate operations and activities of assigned responsibilities; recommend improvements and modifications; prepare various reports on operations and activities.
Participate in budget preparation and administration; prepare cost estimates for budget recommendations; submit justifications for equipment, materials, and supplies; monitor and control expenditures.
Participate in the selection of staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.
Perform technical plan checks for new developments and subdivisions, new construction, tenant improvements, automatic fire suppression systems, and alarm systems.
Meet and consult with owners, developers, engineers, and architects regarding code compliance issues.
Coordinate with other departments regarding specific and general development issues; advise and provide guidance regarding health and safety codes; interpret building plans and fire and building codes.
Conduct complex fire inspections to ensure compliance with federal, state, and local laws and regulations; review and check automatic sprinkler plans and hydraulic calculations for conformance with pertinent codes and regulations; check underground fire suppression water systems, standpipe systems and chemical fire suppression systems; check fire alarm systems.
Assist in developing and/or providing public education on fire prevention for schools, community groups, and other organizations or institutions.
Issue warnings and citations for fire code violations; prepare reports, maintain evidence, and follow violations through administrative or criminal hearing processes.
Assist in the development, implementation, and coordination of training programs and standards for Fire Department personnel to learn and maintain technical competency.
Answer questions and provide information to the public; investigate complaints and recommend corrective action as necessary to resolve complaints.
Build and maintain positive working relationships with co-workers, other City employees, and the public using principles of good customer service.
Observe and maintain a safe working environment in compliance with established safety programs and procedures.

MINIMUM QUALIFICATIONS
Knowledge of:
Principles and practices of fire prevention and associated procedures, techniques, and equipment.
Fire suppression devices including alarm and sprinkler systems.
Principles of mathematics, chemistry, and physics and their application to fire engineering work.
Equipment, tools, and materials used in fire prevention.
Principles and practices of supervision, training, and performance evaluation.
Principles and practices of budget monitoring.
Principles and practices of safety management.
Pertinent federal, state, and local laws, codes, rules, and regulations, including building, electrical, mechanical, and fire codes.
Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases.
Ability to:
Organize, implement, and direct fire prevention operations and activities.
Understand and interpret construction plans, specifications, and other contract documents.
Recognize fire hazards, including structural conditions and hazardous materials, and recommend techniques for correcting them.
Effectively apply standard fire prevention techniques.
Evaluate emergency planning and preparedness procedures and provide guidance and feedback.
Interpret, explain, and apply federal, state, local, and department policies, procedures, laws, rules, and regulations.
Assist in the development and monitoring of an assigned program budget.
Develop and recommend policies and procedures related to assigned operations.
Supervise, train, and evaluate staff.
Communicate clearly and concisely, both orally and in writing.
Establish and maintain effective working relationships with those contacted in the course of work.
Operate office equipment including computers and supporting word processing, spreadsheets, and database applications.
Experience and Training Guidelines:
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Experience:
Three years of increasingly responsible experience in all areas of fire prevention involving one year of fire department plan review experience, including one year of supervisory responsibility.
Training:
Equivalent to an Associate’s degree from an accredited college with major course work in fire science, construction technology, civil engineering, or a related field.
Completion of California State Fire Marshal Fire Prevention training courses 1A, 1B, 1C, 2A, 2B, 2C, 3A, and 3B or equivalent at the time of appointment.
License or Certificate:
Possession of, or the ability to obtain, a valid California driver's license.
PHYSICAL AND MENTAL REQUIREMENTS
Mobility: frequent use of keyboard; frequent sitting for long periods of time; occasional bending or squatting. Lifting: frequently up to 10 pounds; occasionally up to 50 pounds. Vision: constant use of overall vision; frequent reading and close-up work; occasional color and depth vision. Dexterity: frequent repetitive motion; frequent writing; frequent grasping, holding, and reaching. Hearing/Talking: frequent hearing and talking, in person and on the phone. WORKING CONDITIONS
Work is performed in a typical temperature-controlled office environment subject to typical office noise and environment. Some duties involve working outside in a variety of climates. Some positions may be assigned to remote locations. Positions may require occasional overtime or weekend work and travel is rare.
