Job Description
BAE Systems is seeking an experienced Government Property Administrator to support our work as a prime contractor on a high-profile U.S. Navy weapon system. Accuracy, integrity, subject matter expertise, and the ability to work well independently and with others are important traits we expect the successful candidate to possess and demonstrate. This position is responsible for managing, reporting and self-assessing Contractor Outcomes of the Government Property Management System as applicable to SSP Department. This includes the maintenance of records and issuance of required contractual and FAR reports concerning government-owned property from its receipt at the company to its final disposition after contract completion or termination. Position includes supporting corporate self-assessment and support of the Government’s audits and annual survey of the Government Property Management System. As a decades long sole source partner on multiple contracts on behalf of our customer, our program has remarkable stability and is concurrently experiencing significant growth. About the programOur organization has supported the U.S. Navy’s Strategic Systems Program (SSP) continually since the program’s inception in the 1950s. SSP developed the first sea-based, underwater-launched Strategic Weapon System (SWS), a defense system that is truly critical to our national security. For more than six decades, SSP has maintained and upgraded this weapon system and we have been there every step of the way. The sea-based SWS is the ultimate stealthy weapon system and as the first leg of the U.S. nuclear triad. With over 70% of our nation’s nuclear arsenal its importance to maintaining world peace cannot be overstated. The development of Columbia, the most advanced nuclear-powered, nuclear-armed submarine ever designed, as well the next D5LE2 weapon system is under way and will begin to be rolled out over the next decade. The Navy projects this system to be operational through 2084, meaning the program will have a total life span of more than 120 years. This is a truly unique program and BAE Systems employees on this program understand they are part of an important legacy. Position Description and Responsibilities: BAE Systems is seeking an experienced Government Property Administrator (GPA) to support our work as a prime contractor on a high-profile U.S. Navy weapon system. Accuracy, integrity, subject matter expertise, and the ability to work well independently and with others are important traits we expect the successful candidate to possess and demonstrate.This position is responsible for the Department’s government property accountability; daily property management operations; awareness of government property regulatory changes and their impact on contracts; up-to-date knowledge of relevant discipline(s); industry practices, trends, and applications; and self-assessing/reporting of the Government Property Management System as applicable to the Department. Candidate is also responsible for the review of vendor/subcontractor’s control of government property in coordination with Program Management, the Purchasing and the Subcontracts Departments. Additionally, candidate will also be required to support other Department operations as needed. A limited amount of travel to off-site locations could be required. The GPA is responsible for preparing internal and external reports, maintaining auditable records pertaining to government property management and ensuring all records (active and retired) are current and accurately reflect the various life cycle transactions from receipt to disposition. Records and reports include authorization to have the property, acquisition, receipt, identification, physical inventory, utilization, maintenance, disposition, and contract property closeout, inventory, Plant Clearance, Loss, Theft, Damage or Destruction of property (LTDD) and Reports of Discrepancy (RODS). Administrator ensures compliance with company policy and procedures, contractual and FAR/DFARS requirements. Also, participates in and support I&S GP self-assessment audits and coordinate all aspects of the analysis by interfacing with appropriate department personnel and secure any corrective actions necessary.This position will require the GPA to provide government property guidance and labor estimates on all new business proposals or contract awards. Demonstrate ability to use customer systems including the Government Procurement Integrated Enterprise Environment (PIEE) system. Also, identify property issues and implement potential practical and simple solutions.Position may require generating a moderate amount of correspondence to internal/external customers, other BAE sector government property administrators, and DCMA personnel. Preparation of presentations for internal/external peers, and customers.Candidate will also be required to manage and/or support other department operations as needed. Analyze current processes and procedures for deficiencies to determine potential corrective action, and demonstrate ability to develop self-assessments to validate department operations effectiveness. Must also work with and support corporate Safety, Health, Environment (SHE) personnel to maintain a safe work environment and ensures compliance with safety objectives and policies.

Required Education, Experience, & Skills
  • HS 8 years, of related/relevant work experience
  • Ability to obtain a Secret Clearance
Technical knowledge and proficiency
  • Solid working knowledge of FAR part 52.245-1 and 45, DFARS part 245 and other contract clauses impacting government property
  • Proficiency in applications word processing, spreadsheet, and database development programs (such as Word, Excel, ERPs, and Access) to prepare appropriate reports and documents
  • Capable to adeptly research and understand corporate purchasing, receiving, and accounting processes related to Government Property purchases
  • Analytical and technical problem solving
Communication
  • Ability to communicate effectively both orally and in writing
  • Good writing skills to document procedures implementing FAR/DFARS changes and make the necessary reports and correspondence
Professionalism
  • Excellent interpersonal skills used when interfacing, coordinating, and negotiating with colleagues, auditors, customers and vendors
  • Understanding of project managerial relationships and operations
  • Ability to exercise discretion and independent judgment and make sound decisions while complying with policies, procedures, appropriate principles and applicable state and federal laws and regulations
  • Good planning, time management and organization skills
Preferred Education, Experience, & Skills
  • BS Degree and at least 4 years of related/relevant work experience, or equivalent education and experience.
  • Active Secret Clearance
Pay Information
Full-Time Salary Range: $78760 - $133870
Please note: This range is based on our market pay structures. However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
