Vision Planning and Consulting is Hiring an Emergency Management Planner Near Fulton, MD

VPC is seeking candidates for an Emergency Management Planner position.

Responsibilities:

  • Demonstrated knowledge of and ability to write/develop Continuity of Operations (COOP), Emergency Operations Plans (EOP) and other Emergency Management Planning products including Hazard Mitigation Plans.
  • Lead planning teams in the design, development, and evaluation of mitigation, resilience, and recovery actions across disciplines such as hazard mitigation, business continuity, disaster recovery, and risk management.
  • Possess a general understanding of national emergency management best practices and implementation methodologies to use at the state and local level and ability to research, identify, and recommend best practices.
  • Possess general knowledge of flood and other hazard vulnerable communities, and provide written briefings and reports on related topics to stakeholders, County, City, and other Jurisdictional staff.
  • Responsible for facilitating stakeholder meetings, task force meetings, public meetings, and technical advisory groups for clients/communities.
  • Managing and producing materials for various workgroups, including meeting agendas, invitations, meeting notes, surveys, email distribution lists, contact information, etc.
  • Provide outreach assistance to ensure the clients’ mission and functional roles and responsibilities are effectively and efficiently presented to affected communities and stakeholders.

  • Maintaining organization of files, documents, and other outreach media resources and ensuring all records are maintained to support the project and plan development process in accordance with the approved file management regulations or systems.
  • Assist with development of social media and marketing materials, including blog posts, flyers/brochures, social media posts, project one-pagers, and graphics.
  • Assist with development project proposals including writing, team coordination, and document assembly.

Requirements:

  • Excellent analytical and communications (oral and written) skills.
  • Excellent research and writing skills.
  • Microsoft Office Suite (SharePoint, Teams, PowerPoint, advanced skills with Word and Excel) and Adobe Acrobat (PDF editing) products.
  • Proficiency in various communications platforms (Teams, Google Meet, Zoom)
  • High degree of attention to detail.
  • Ability to conduct a comprehensive QA/QC review of all final products to identify errors in language, grammar, spelling, formatting, consistency, and content accuracy.
  • Ability to multi-task and work effectively under pressure and with deadlines.

Education: A minimum of a Bachelor’s degree from an accredited university, preferably in an environmental planning/policy, emergency management, public safety, or regional planning field. Master’s degree preferred.

General Experience: A minimum of 5 years' experience in supporting Emergency Management, Hazard Mitigation, Continuity of Operations, and other Emergency planning efforts.

Location: This is a hybrid, 40 hours a week position. Successful applicants will be located in the Baltimore/Washington Metropolitan Area, and be willing to travel to client sites, as needed.

Employment Classification:

This is a full-time position and includes compensation that is competitive in the private market. Employment with VPC is at-will, the employee and VPC each have the right to terminate the relationship at any time, with or without cause or notice. Likewise, the position requirements, terms and conditions of employment, compensation, and benefits are subject to change at any time with or without cause or notice and to the extent that is consistent with the applicable laws.
