Job Overview:

The Youth Services Manager oversees IRC's diverse youth portfolio of after-school, weekend, and summer academic and mentoring programs that serve 70 humanitarian immigrant youth, ages 12-24. The Youth Services Manager leads program design, development, and delivery; supervises a team of staff; and serves as a liaison between IRC, public schools, families, and youth program partners. This position reports to the Deputy Director of Programs in Silver Spring.

Major Responsibilities:

Responsibilities include, but are not limited to:

Program Leadership

  • Lead the youth team broadly. Provide vision, leadership, and program design and implementation guidance.
  • Lead youth team strategic planning. Align with IRC Strategy100, the local Strategy Action Plan, IRC's Outcomes to Evidence Framework and RAI youth programs. Monitor progress toward strategic plan achievement.
  • Make data-driven decisions that incorporate best practices and support community needs.
  • Support Program Coordinators to implement evidence-based programs in line with RAI network approaches and youth education standards.
  • Guide youth program policies and procedures. Ensure these align with organizational, federal, state, and local policies, procedures, laws, and regulations, including (but not limited to) those related to safeguarding, safety, security, data management, confidentiality, etc.
  • Coordinate closely with other IRC departments to ensure seamless client service delivery, using a client-centered service model.

People Management

  • Manage a team in accordance with IRC's People Manager Standards; formally evaluate team and individual performance to ensure objectives have been met.
  • Recruit, train, supervise, coach, and support the professional development of program staff.
  • Represent the youth team at conferences, working groups and in other contexts.

Resource & Partnership Management

  • Support program development, implementation, and compliance.
  • Develop program budgets in collaboration with finance department. Oversee program budgets and manage expenses to ensure costs are maintained within allocated budgets.
  • Identify and secure grants to sustain and grow programs.
  • Submit accurate and timely program reports including data and narrative, hi-lighting successes and making recommendations to overcome challenges.
  • Serve as Youth Education team point person for collaboration and correspondence with external stakeholders including partner agencies and service providers.
  • Sustain and grow partnerships with the local school districts and other strategic partners to maximize their coordination, cooperation, and support.
  • Represent IRC's Youth Programs in the community and to potential funders, serving as a resource to those seeking information about program activities.
  • Other related duties as assigned.

Job Requirements:

Education: Bachelor's degree required; advanced degree in education, child psychology, social work or relevant field strongly preferred.

Work Experience:

  • Minimum of five years progressive work experience in education and/or youth development.
  • Minimum of two years' experience managing education programs including staff management, program development, monitoring, evaluation, and advocacy.
  • Experience working with English Language Learning students.

Demonstrated Skills & Competencies:

  • Strong oral and written communication skills in English.
  • Ability to analyze complexity and provide guidance.
  • Solid relationship building and networking skills; ability to effectively manage internal and external relationships, including community stakeholders and donors.
  • Previous fundraising and grant writing experience.
  • Previous financial management experience, including budget management.
  • Excellent interpersonal skills: ability to work successfully in cross cultural environment.
  • Solid organizational skills with ability to set priorities, manage time, and meet deadlines.Flexibility and the ability to work well under pressure is essential.
  • Demonstrated ability to promote an organizational culture that reflects IRC's core values of service, accountability, integrity, and equality.

Work Environment:

  • A combination of standard office environment, remote work, and 'field' time within the service delivery area to perform the above outlined responsibilities.
  • Must have a valid driver's license, access to a personal, insured vehicle, and ability to travel frequently in and around the service area to engage with clients and community partners.
  • May require occasional weekend and/or evening work.

Compensation: Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget. Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirements.

US Benefits: The IRC offers a comprehensive and highly competitive set of benefits. All US employees are eligible for sick time, a 403b retirement savings plans: up to 4.5% immediately vested matching contribution, plus an 3-7% additional IRC contribution, and an Employee Assistance Program which is available to our staff and their families to support in times of crisis and mental health struggles.

In addition, full-time employees are eligible for 10 US paid holidays, 20-25 paid time off days, disability & life insurance, medical, dental, and vision insurance (employee contribution starting at $135, $7, and $5 per month respectively) and FSA for healthcare, childcare, and commuter costs. Part-time employees are eligible for a proportionate amount of paid time off. These additional benefits apply to employees who work at least 6 months within a 12 month time period.
