Posting closes Tuesday, May 28, 2024.Human Resources LeaderPurpose: To facilitate the recruitment of staff, manage the hiring process used by the district, and ensure required employee records are maintained.Reports to: SuperintendentPay Rate: Compensation based on education and experienceTerm of Employment: 12 month employeeQualifications:Educational requirements:Bachelors degree in Human resources, Business, or Education.Additional Human resources certification is preferred.Experience:Experience in the use of computers/programs to perform tasks in a work environment.Demonstrates aptitude/competence for assigned responsibilities.Demonstrates communication and organization skills.General expectations:Ability to work cooperatively with supervisors and co-workers.Ability to understand and follow complex oral and written instructions. Ability to perform responsibilities without necessity of close supervision. Ability to effectively communicate with the school district community.Ability to meet attendance standards to perform the essential functions of the job. Ability to maintain a generally positive attitude.Functions and Responsibilities:Universal USD 250 Classified Standards:Support the philosophy and mission of USD 250 and the value of education. Complies with the privacy rights of students.Safeguards confidential and/or sensitive information.Communicates pleasantly and effectively with all the members of the school district and community.Provides excellence in customer service both internally and externally.Maintains a clean and organized workspace to insure a safe and efficient working environment.Ensures that all activities conform to district, state, and federal guidelines. React to change positively and productively.Keeps abreast of new information, innovative ideas and techniques.Adhere to all district health and safety policies, including all precautions of the Bloodborne Pathogens Exposure Control Plan.Goals, Specific Functions and Responsibilities:Ensure HR goals and processes are obtainable.Ensure Section G (personnel) of USD 250 policy is updated annually.Develop and maintain job descriptions for all positions.Develop an accountability system that ensures employees annually review their job descriptions and responsibilities.Develop a human resources system that promotes and encourages continuous improvement for all employees.Receives employee suggestions for improvements related to job descriptions, work conditions, workers compensation, FMLA, FLSA, unemployment, and evaluations. Work with supervisors and administrators to resolve issues.Provide process and documentation forms for plans of assistance/improvement and counseling.Help supervisors and administrators communicate a quality plan of assistance/improvement to employees.Review all plans of assistance/improvement for compliance as a way to help supervisors and administrators provide quality plans.Coordinate with supervisors and administrators to develop recommendations for non-renewal of classified or certified staff.Provide a report/update to the Board of Education during a regularly scheduled meeting in the Fall and Spring semesters. This report will include the number of new employees in each department or building, the number of employees on a plan of improvement/assistance, and the number of anticipated openings for the next school year.Supervise the HR Clerk directly.Post all vacancies as appropriate according to position.Manage online application process for classified staff, certified staff, and substitute teachers.Oversight of the substitute teacher assignment system.Assist with interviewing as needed.Develop and maintain evaluation tools for all classified positions.Assure compliance with the KSDE and district evaluation procedures. (Develop and maintain a spreadsheet of employee evaluation dates and deadlines.)Coordinate the Personnel Page for the monthly Board agenda. (Recommended Employments, Transfers, Retirements, Terminations, and Resignations).Coordinate the employee exit procedure and exit survey.Manage and collect all pre-employment paperwork, background checks, and physical assessments for incoming employees.Manage and organize the personnel files that are housed at the district office.Prepare employee contracts.Develop new employee training documents or modules.Maintain Professional Development documentation. (PDP toolbox required tasks.)Complete the KSDE Licensed Personnel Report.Serve as the coordinator for workers compensation program. (Maintain a yearly record of all occupational injuries and illness.)Serve as the coordinator for the Family Medical Leave Act (FMLA).Serve as the coordinator to ensure compliance with the Fair Labor Standards Act. (FLSA).Serve as the coordinator of unemployment services.Prepare all district employment calendars.Work collaboratively with payroll staff to ensure efficient processes between departments.Compose and organize data, correspondence, reports and other materials as needed.Monitor expiration of licenses for all licensed staff.Manage the Tuition Pool Reimbursement process for certified and classified staff.Assist with the updates of the content of the Classified Handbook and Professional/Negotiated Agreement.Manage online benefits systems and enrollments. Examples would be: Benebridge, BCBS Health, Delta Dental, VSP Vision, and the HSA system.Ensure all supporting documentation for benefits enrollment, changes, and waivers is collected and stored for audit.Prepare COBRA paperwork for Health and Dental as needed.Manage FMLA, Sick Leave Pool, and Catastrophic LeaveMake all reference calls on potential administrators, directors, certified staff, and classified staff.Coordinate 403b new enrollments, changes, and terminations with SEK Financial.Serve as the secondary Frontline/Aesop manager for the district.Review salary trends, reports on salary trends, and make recommendations for adjustments.Perform other duties as assigned by the Superintendent and Assistant Superintendent.Physical Requirements/Environmental Conditions:Exerting 20 - 50 pounds of force occasionally, and/or up to 10-25 pounds of force frequently, and/or greater than negligible up to 10 pounds of force constantly.This work requires the following physical activities: climbing, bending, stooping, kneeling, twisting, reaching, walking, lifting, finger dexterity, and grasping, repetitive motions.Extended periods of sitting and/or standing.
