NCSC is looking for an experienced Project Management Administrator to join our Court Consulting Services Group. The Project Management Administrator with the Court Consulting Services Group ensures that the proposals, contracts & financial planning, submission, and execution are accomplished in a clear, consistent process linked from start to finish process. Proposals, contracts and budgetary components of the Court Consulting Group projects, initiatives and administrative operations align with established budgets and expectations and comply with relevant policies and processes of NCSC and public and private funders. In this role, the Project Management Administrator functions in support of the VP, Managing Directors and Deputy Managing Directors of Court Consulting. This role also works with Legal Services and Accounting to ensure compliance with procurement policies, contracting, policies on sub-recipients, PSA, TOPS on external consulting. Responsible for providing other direct and indirect support to Management, including but not limited to performing a key role in the division proposal and contract submission, tracking and reporting as well as the invoicing for all projects.

  • Demonstrates conduct that upholds the basic Core Values of NCSC 
  • Manages the proposal process from start to finish. Coordinates with all those involved to gather the appropriate forms, written portions to submit in a timely, accurate manner
  • Assists in searching for viable RFPs, and follow up on leads as requested by the court services managing director
  • Reviews RFP for questions, concerns, assignments
  • Sets up schedule for RFP/Proposal submission
  • Coordinates with Managing Directors, Project Director/team to ensure accurate, timely, quality submissions
  • Completes assignments for the proposal including gathering references, capacity information, bios, resumes or other necessary forms
  • Develops the proposal budget in conjunction with the Managing Directors, the project team and in the required format per the proposal request
  • Reviews the final submission of proposals for quality, ensuring all requirements are met, all documents are submitted in the requested order, editing for grammar and style
  • Responsible for submitting proposals on time
  • Uses the project management software, input each proposal into the system, updating through the execution of the contract
  • Inputs information into the project management software/Deltek software
  • Tracks proposal submission, contacting potential clients to ascertain if decisions have been made
  • Prepares contract for review and approval by the Chief Legal Officer
  • Manages contract through the PLS process
  • Manages the contract process once notified of a winning opportunity
  • Gathers and maintains project reference library for future proposals
  • Develops and maintains reports on the number of leads, proposals, success rate, contracts
  • Manages the Group’s monthly statistic reporting, including proposal sent, pending contracts, and contracts signed
  • Bachelor’s degree in business, management, or other social or human services fields; or a combination of education and experience that demonstrates the ability to perform the duties of the position
  • 3 years’ experience in managing one or more of the following: proposals, grants, budgets, contracts, including a basic understanding of fundamental grant and contract regulations
  • Experience with Microsoft Project, preferred

  • Communicates timely and professionally, with internal and external clients, both orally and in writing.
  • Strong research skills
  • Highly proficient in MS Office (Word, Excel and PowerPoint), with a high level of editing skills using Word for editing and formatting documents
  • Ability to collaborate with a variety internal and external stakeholders
  • High level of organizational, and project management skills
  • Experience with project management tools or other detailed tracking and reporting software
  • Ability to multi-task and work in a fast-paced environment 
  • Ability to travel, as needed, throughout the United States

The annual starting salary for this role is between $68,640 - $85,000, factors which affect starting pay within the range include education, experience, and other qualifications as it relates to the position.
