JOB DESCRIPTION

The Assistant Program Director will develop, implement, and supervise the Keep it Real Harm Reduction Program and the Aftercare and Outreach Program. KIR provides harm reduction services to individuals throughout Monterey County to develop a strong support system to those working on their mental health symptoms while changing their relationship with substances. In addition, the incumbent will focus on increasing co-occurring counseling services to individuals prior to and following admission to residential treatment programs.

COMPENSATION

$32.80 - $45.94 per hour. Non-Exempt; 40 hours/week; Eligible for Overtime. Compensation based on education and experience.

QUALIFICATIONS

Bachelor’s degree in related field with four years of experience in a mental health-related field or master’s degree in related field with two years of experience in mental health-related field and experience working with people with substance use disorders. Must have experience facilitating co-occurring disorder recovery groups. Must be able to demonstrate cultural competency skills. Must possess excellent group facilitation and organizational skills, good written and oral English communication skills and word processing skills. Ability to learn and apply principles of social rehabilitation and recovery philosophy. Ability to relate effectively with clients and work collaboratively with other staff, professionals and members of the community.

Preferred:Master’s degree; supervisory and outreach experience, knowledge of Harm Reduction recovery model, community resources, and Medi-Cal documentation.

Valid California driver's license; auto in safe operating condition; auto liability insurance; good driving record; criminal record clearance; proof of authorization to work in the United States as required by Immigration and Reform Act of 1986. Ability to work independently with minimal supervision.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Under the supervision of the Program Director, the Assistant Program Director will assist with the following duties:

  1. Supervise the Keep it Real Program, ensuring that co-occurring disorder recovery groups are being offered at least five days a week in Monterey County, including groups in Salinas, the Monterey Peninsula, and in South County.
  2. Hire, orient, supervise, train, schedule, and evaluate all staff in the program.
  3. Develop program procedures that support evidence-based practices and that are congruent with consumer’s cultural belief systems and values.
  4. Assess and interview referrals from Monterey County Behavioral Heath Bureau.
  5. Set-up and provide oversight of all charts and consumer records for individuals enrolled in KIR. Ensure that they are in compliance with Medi-Cal documentation requirements. Assist in training staff on Medi-Cal documentation standards.
  6. Ensure the program meets billable expectations and track program revenues.
  7. Develop treatment plans including Wellness Recovery Action Plans for consumers being served individually and in a group setting.
  8. Facilitate group meetings and individual counseling sessions that enhance recovery skills for consumers.
  9. Provide outreach support services to enrolled individuals.
  10. Provide client-centered counseling and crisis intervention. Be available by cell phone during working hours.
  11. Provide backup supervisory support to the Program Director and fill in for counseling staff as needed.
  12. Develop and maintain good working relationships with MCBHB, other Interim programs and other related mental health agencies.
  13. Run staff meetings, supervision sessions, and other programmatic meetings.
  14. Develop materials and forms that are disseminated both in English and Spanish.
  15. Manage and monitor program budget; accountable for all expenditures within the program.
  16. Collect outcome and statistical information; achieve the goals of the program identified in the county contract.
  17. Provide transportation for consumers as needed.
  18. Responsible for ensuring upkeep of facilities and buildings in which services are provided.
  19. Monitor and maintain agency vehicles assigned to the program.
  20. Serve as a role model for positive employee relations, professional functioning, and for adherence to the principles of social rehabilitation and recovery philosophy.
  21. Other duties as assigned.

PHYSICAL REQUIREMENTS

Ability to: operate a motor vehicle; climb stairs; possess good communication skills; meet the requirements of the classification and have mobility, vision, hearing and dexterity levels appropriate to the duties to be performed. Capable of the following extended activities: standing, sitting, climbing stairs. Capable of the following intermittent activities: lifting 25 pounds or more and bending in the performance of infrequently performed office duties.
