About the Office of Budget and Planning

The Office of Budget and Planning is integral in supporting and understanding the long-term financial health and sustainability of the U. T. institutions and System Administration. The FY 2024 Annual Operating Budget combined is $29.1 billion in revenues. This office works closely with each institution's budget and accounting teams to supply key data to support decision making by leadership as well as to ensure rules, policies, and procedures are current and managed.

This position will join a team of nine in the Office of Budget and Planning at U. T. System that collaborate and support routine cyclical projects as well as one-time mission specific tasks. The office oversees the development of the annual operating budget presented in August each year to the Board for approval, the monthly financial report includes actuals and projections, and long-range financial planning including both operating and capital planning. The annual Analysis of Financial Conditions report is prepared by the office which provides key financial results to leadership at the U. T. System level as well as leadership at each individual institution level. In addition, Budget and Planning are actively involved in evaluating key legislation introduced each biennial legislative session and analyzing and understanding fiscal impacts to state appropriations as a result of formula funding, special items, and capital funding. Grants management for U. T. System Administration is also included under the department's oversight. Purpose of Position

Assist with developing and reviewing system-wide annual operating budgets; provide specialized and skilled services in researching and analyzing funding needs as they pertain to institutions of UT System; support data gathering and analysis for reports requested/required by various state offices; support the legislative process with data analysis; and support the team with projects or tasks as assigned to the department.

Essential Functions

  • Research and provide financial information enabling senior management to make informed long-term and short-term decisions.
  • Work with various budget related activities.
  • Prepare budget and legislative appropriation summaries.
  • Assist with preparation of year-end financial report and annual operating budget.
  • Support data loading and data maintenance as needed for dashboards and routine automated processes.
  • Assist with numerous reports and other ad hoc reports as assigned.
  • Other duties as assigned.

Knowledge, Skills & Abilities

  • Advanced Excel skills
  • Strong analytical, written/verbal communication, interpersonal and relationship building skills
  • Ability to complete assignments with attention to detail and a high degree of accuracy, work independently, with general supervision, and function as part of a collaborative team

Required Qualifications

  • Bachelor's degree in a related field
  • 4 years of related experience in a finance or accounting related field

Preferred Qualifications

  • PeopleSoft, Hyperion, or other Enterprise Resource Planning applications including query and reporting tools
  • Accounting and/or budgeting experience in public Higher Education

Additional Information

The retirement plan for this position is Teacher Retirement System of Texas (TRS), subject to a minimum of 20 hours per week and at least 135 days in length.
