Description

INL is seeking an accomplished leader to serve as the next ALD of EES&T who can articulate an inspiring vision and guide the directorate to achieve RD&D outcomes of national and global significance. The ALD will deliver clean energy science and technologies to advance the mission of many DOE and other governmental offices, including the DOE Energy Efficiency and Renewable Energy Office (EERE), DOE Fossil Energy (FE), ARPA-E, NE, Department of Transportation (DOT), Environmental Protection Agency (EPA), Department of Agriculture (DOA), industry, and other stakeholders to represent INL's total institutional capabilities of nuclear energy, clean energy, and infrastructure protection. Additionally, the ALD partners with the INL Laboratory Director, the two Deputy Laboratory Directors, and the other four technical ALDs, namely Nuclear Science and Technology (NS&T), Materials and Fuels Complex (MFC), Advanced Test Reactor (ATR), and National & Homeland Security (N&HS), on strategy development and implementation. You will develop and maintain strategic partnerships with other national laboratories, universities, other national and international RD&D organizations and private companies to advance the goals of the U.S. clean energy strategy.

The EES&T directorate leads RD&D for the clean energy technologies needed to advance the U.S. goals of reaching a net zero economy in 2050, built on the foundation of a reliable and resilient electric grid. More than 350 researchers and staff in the EES&T directorate deliver advancements that address international and national challenges related to clean energy RD&D. EES&T also provides unique talent and collaborative integrated science and technology capabilities that support INL's nuclear and national and homeland security mission outcomes. EES&T's research facilities include the Energy Technology Proving Ground, Dynamic Energy Transport and Integration Laboratory, Biomass Feedstock National User Facility, Battery Test Facility, Electrochemical Processing and Electrocatalysis Laboratory, Energy Innovation Laboratory, Power and Energy Real-Time Laboratory, and Water Security Test Bed plus capabilities in critical materials processing and separation and advanced manufacturing. EES&T's annual budget authority for fiscal year 2023 exceeded $200M.

REPORTS TO: Laboratory Director

Key Responsibilities:

  • Build Collaboration and Partnerships
    • Build and strengthen partnerships and connections with DOE, national laboratories, technology end users, industry, universities, and government collaborators and regulators.
    • Provide visible community and regional leadership, paying careful attention to local, State, and regional relationships and communications.
    • Work in collaboration and partnership with other multifunctional scientific and mission areas across INL and with the laboratory senior leadership team.
  • Inspire
    • Provide inspirational and strategic leadership for EES&T programs' continued growth, impact, and maturity.
    • Create and drive vision through leadership, exploration, confidence, and resolve.
    • Drive EES&T leadership in advancing the use of clean energy technologies.
    • Manage the risks of leading a multidisciplinary, complex energy research and engineering institution by balancing responsible, safe operations and innovation.
  • Set Strategy and Deliver Performance
    • Lead in formulating and implementing directorate strategy that continues to position INL as a research leader in key clean energy mission priorities.
    • Set high standards and clear expectations for institutional priorities, performance, and outcomes.
    • Manage the risks of leading a multidiscipline, complex energy research and engineering institution by balancing responsible, safe operations and innovation.
    • Deliver outstanding programmatic, financial and operational performance.
  • Develop People and Culture
    • Attract and develop the highest quality scientific, managerial, and leadership talents to lead and deliver impactful science and engineering.
    • Lead and enhance a senior management team that effectively leads EES&T programs as a team, enhancing internal collaboration and engagement within and across organizational lines.
    • Maintain and advance a healthy, positive, and inclusive work environment that promotes and enhances discovery and innovation and reinforces INL's values.
  • Build Reputation

Qualifications

Minimum Requirements:

  • Bachelor's degree in a technical field, or a related field; Master's degree preferred.
  • Minimum of 10 years of progressive leadership experience in facilities management and or operations, infrastructure development, or a similar field. Management experience of complex operations involving discipline conduct of operations and work planning and control such as nuclear operations is preferred.
  • Demonstrated experience in managing large, complex budgets and investment portfolios.
  • Proven ability to lead multidisciplinary teams and manage large-scale projects.
  • Strong understanding of utility systems, transportation, logistics, land management, and facility operations.
  • Excellent communication and negotiation skills, with the ability to engage effectively with a variety of stakeholders.
  • Strategic thinker with the ability to translate vision into executable plans.
  • Knowledge and experience in federal contracting, regulatory compliance, and environmental stewardship are highly desirable. Experience with INL site operations is preferred.
  • Commitment to promoting a culture of safety and environmental responsibility.
  • Work Environment: The role requires a dynamic leader who is comfortable working in both office and field environments. The Director must be able to travel between sites, participate in on-site inspections, and respond to emergencies or critical situations as needed.
  • This position requires the ability to obtain and maintain a Department of Energy "Q" clearance, which requires US Citizenship.

Job Information:

  • Salary Grade: $310,000 - $360,000
