The Resource Center has been providing services to persons with disabilities in the Chautauqua County area since 1958. From our humble beginnings as a gathering of parents and concerned citizens who wanted to provide educational and training opportunities for persons with developmental and intellectual disabilities, The Resource Center has grown into a comprehensive agency providing services to thousands of persons with all types and levels of disabilities.
The Resource Center is the largest non-governmental employer in Chautauqua County with more than 1,300 employees on its payroll.
The mission of The Resource Center is to support individuals with disabilities and other challenges in achieving maximum independence, contributing to their community, experiencing lifelong growth, and enjoying quality of life.
CONTROLLER
RESPONSIBLE TO: Director of Fiscal Services
FUNCTION:
To implement and manage established fiscal systems, policies and procedures involved in the financial activities of The Resource Center and affiliated HUD entities. To assist the Director of Fiscal Services in all required processes of accounting, reporting and financial operating activities. Responsible to ensure the accuracy and timeliness of payment for purchases, payroll processing, and financial statement processing. Reports to Director of Fiscal Services and Chief Financial Officer (CFO) as needed, and advises Agency management in regards to accounting policies and practices. Participates with Director of Fiscal Services and CFO in planning and implementing new or needed strategies.
SPECIFIC DUTIES:
Financial Accounting and Controls:
1. Develop and implement efficient and effective financial systems, procedures and reports Implement revisions as deemed necessary.
2. Responsible for supporting the development and periodic review of written policies and procedures related to financial operations of The Resource Center.
3. Oversee the collection of all relevant financial and statistical information required for the preparation of the monthly General Ledger, Accounts Payable, Payroll and Revenue and Expense Reports for TRC and affiliated HUD Entities.
4. Ensure accuracy of the Agency’s general ledger and associated financial statements as well as compliance with Generally Accepted Accounting Principles and related Regulatory requirements. Establish guidelines and parameters for interdepartmental allocations consistent with Regulatory requirements.
5. Develop and prioritize an internal audit schedule to address all areas of financial reporting to ensure accuracy and compliance with internal policies and procedures as well as external regulatory requirements.
6. Assist the Director of Fiscal Services in the preparation and execution of quarterly financial reviews with program staff and provide financial assistance to Program Directors/ applicable management as requested.
7. Responsible for keeping the Director of Fiscal Services and CFO updated on all pertinent issues involving fiscal issues. Addresses problems in these areas with a listing of viable solutions. Makes recommendations to the Director of Fiscal Services for improvement in the existing accounting and operational systems.
8. Work in conjunction with and provide support to the Assistant Director of Finance in Revenue and Reimbursement.
9. Ensure all Agency balance sheet reconciliations are prepared on a timely basis, including, but not limited to, bank reconciliations.
10. Coordinate the year-end closing procedures by performing annual reconciliations and running appropriate reports to ensure all adjustments for the year have been recorded and all audits have been performed and are in balance.
11. Provide financial training to new Agency and supervisory staff.
12. Provide financial analysis for special projects as assigned.
13. Assist in administrative coverage in the absence of the Director of Fiscal Services.
14. All other related duties as assigned by the Director of Fiscal Services.
Accounts Payable related duties:
1. Ensure the accurate and timely payment of agency and affiliated corporation expenses.
2. Coordinate with purchasing and receiving departments to ensure that payment is made for only those purchases which were authorized and received.
3. Assist staff in communication with vendors and respond to questions and complaints concerning payment of bills.
4. Oversee the preparation and annual filing of Form 1099.
5. Supervise accounts payable staff.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
Comprehensive knowledge of Generally Accepted Accounting Principles, as well as, the laws and regulations related to the duties assigned. Ability to supervise the work of others. Demonstrated competence and experience in being accountable for major functions of financial services and ethical decision making. Excellent communication, problem-solving and team building skills. Ability to deal with individuals at all levels within and outside the organization. Ability to be flexible and delegate. Working knowledge of health care regulatory codes and reimbursement methodologies, labor statutes, general business operations and computer applications.
This is an Exempt position. Typical schedule is 1st shift, Monday-Friday, however, availability and willingness to work non-traditional hours as needed or assigned is required. As an Exempt employee, incumbent will receive an annual salary commensurate with assigned responsibilities and salary classification; however, incumbent is expected and required to work as many hours as necessary to fulfill job responsibilities.
