Summary
The Vice President is responsible for execution of Lightsource BP’s largest projects or multiple medium to large, high profile, and/or complex projects of the company. He or she will manage the procurement and EPC contracts, oversee the Lightsource BP field management team, and manage the interconnection technical and commissioning activities to ensure the project successfully achieves commercial operation. The Vice President also works closely with internal stake holders such as project finance and development and shall support the construction organization on non-project specific work such as internal reporting, hiring, process improvement, and strategic initiatives.
Duties and Responsibilities
Project Development Support
  • Support the sales, development, and finance teams during the early, mid, and late-stage development of projects. This may include generating preliminary project schedules, budgets, attending site walks, supporting estimates, reviewing off-taker RFP documentation, or evaluating permitting requirements.
  • Attend interviews with off-take/PPA counterparties as part of RFP solicitation to represent the company and present the Construction team’s organization and capabilities.
Pre-Construction Phase Activities
  • Support pre-construction efforts including buyout, review, and execution of due diligence studies.
  • Review preliminary designs and engineering to ensure compliance with other project agreements, permits, etc.
  • Coordinate with interconnection and engineering teams to review and negotiate draft interconnection agreements.
  • Attend weekly development meetings to provide updates on pre-construction activities and keep up to date on development and financing timelines.
  • Attend regular project finance meetings and support project finance activities including answering financier technical and construction diligence questions.
  • Develop bid packages for turn-key EPC Contracts, attend bid-walks, evaluate bids, develop scopes, and ultimately work with legal teams to negotiate and execute the contracts.
  • Support project finance and management with construction information, slides for presentations to executive management to receive approval for executing key project agreements and expenditures.
  • Coordinate with procurement teams on equipment delivery schedules, logistics details, and other key negotiated terms for module supply agreements.
  • Work with internal engineering and consultants to create specification for main power transformers, go out to bid, and procure the transformer.
  • Develop and maintain a comprehensive and logic-linked project schedule encompassing schedules from others (EPC contractor, module suppliers, interconnection process, permit timelines, etc.) to track project status and forecast impacts to completion dates.
Construction Phase Activities
  • OFFTAKE CONTRACT MANAGEMENT - Track Off-take contract deliverables to ensure that all requirements applicable to the engineering and construction project are incorporated and implemented.
  • PERMIT COMPLIANCE- Ensure project compliance with all applicable permits. Support submission of documents to authorities, scheduling of consultants, sharing of permit requirements amongst stakeholders, tracking compliance, payment of fees, etc.
  • INTERCONNECTION MANAGEMENT - Ensure that the requirements of the project Generator Interconnection Agreement are fully satisfied within the required timelines. Establish regular communication with utility counterparts to manage interconnection process activities including technical submissions, construction tie in points, and commissioning tests and inspections.
  • MANAGEMENT OF INTERNAL TEAM - Manage junior employees/direct reports, providing day-to-day supervision as required. Provide direction to project field teams.
  • MANAGEMENT OF CONSULTANTS - Manage consultants who may be supporting the execution of the project such as interconnection processes, owner’s engineers, environmental, or others. Source, contract, schedule, and ensure payment.
  • PERMANENT TELECOM PROCUREMENT – Engage telecom providers for quotes and contract with provider to build-out and turn-up necessary permanent telecommunications circuits for the project.
  • LSBP SITE FACILITIES SET UP - Coordinate with EPC Contractors, internal field management personnel and others to ensure the LSBP project field team has the appropriate temporary facilities, IT equipment, tools, and other resources to perform their work and Lightsource BP facilities are set up in a professional and workman-like manner.

ADMINISTRATION OF EPC CONTRACT

This is the primary responsibility of the Vice President and includes administration of all aspects of the EPC Contract(s).

o Ensure all materials and equipment are ordered properly and on time.
o Obtain and review all project deliverables (insurance certs, bonding, submittals, etc.)
o Regular review of schedule updates. Compare against actual field progress to evaluate ability to achieve project milestones.
o Establish and attend weekly meetings.
o RFI/Submittal management. Review RFIs or other proposed changes to drawings to ensure compliance with all contract documents.
o Review and timely processing of payment applications
o Ensure submission of and review of milestone completion deliverables.
o Ensure contractor adherence to LSBP safety requirements, follow up on incidents, ensure there is appropriate coverage for site by contractor and LSBP, reinforce importance of safety and adherence to corporate policies.
o Issuance of contractual letters and notices to protect owner’s rights and assist in the processing of claims or contractor defaults.

  • SITE VISITS- Visit project sites on regular basis (at least 1x per month throughout the duration of construction and commissioning) to verify progress, attend contractor meetings, and check-in with LSBP site management team. Travel to site as needed to be present for other meetings as required for visits from executives or dignitaries, independent engineers, or other customers, etc.
  • DOCUMENT MANAGEMENT– Maintain up to date and accurate project files within the LSBP document management system, including contracts, amendments, notices, drawings, specifications, permits, schedules, reports, and other project records.
  • MODULE SUPPLY – Manage directly or via project team module supply contract (by LSBP) including logistics coordination with supplier and EPC contractor, supplier notices, payments, and other documentation.
  • MAIN POWER TRANSFORMER – If sourced directly by LSBP, manage regular communication with main power transformer manufacturer for approval of drawings/components, check in on manufacturing process and schedule, and coordinate delivery and transformer assembly with EPC contractor.
  • BUDGETING AND FUNDING- provide monthly budget and project expenditure forecasting. Compile invoices and generate invoicing for monthly finance funds draw.
  • PROGRESS REPORTING – Provide weekly, monthly, or other reports as required internally or externally for financing agreements to provide status updates on the project safety metrics, man hours, quality, construction progress pictures, productivity, engineering status, permit status, schedule compliance, material deliveries, and other relevant information.
  • PROJECT CLOSEOUT - Coordinate project close-out activities and hand-off to O&M and asset management group. Collect and transfer EPC turn-over documentation (as-builts, manuals, warranty documents, etc.) coordinate contractor training, and management of close out of EPC Contractor punch lists, permit close out, etc.
Internal/Organizational Non-Project Work
  • Evaluate performance of more junior project personnel and/or direct reports to provide accurate feedback on performance, opportunities for improvement and annual goals.
  • Support hiring of additional team members by assisting in preparation of job descriptions, interviewing and coordinating with staffing agency.

Who We're looking for

Knowledge
  • Familiarity with construction safety regulations and experience with implementation of safety plans on utility scale solar projects.
  • Familiarity with utility scale solar quality control measures, drafting contractual requirements, and remediation of quality issues.
  • Strong expertise in reading and understanding technical reports and construction drawings including civil, structural, mechanical, electrical, and SCADA systems. Familiarity with building and electrical codes is a plus
  • Familiarity with construction means and methods applicable to utility scale solar and substation installations.
Qualifications

  • Articulate, clear, and professional communication both verbally and written.
  • Well-developed, professional interpersonal skills; ability to interact with people at all levels, from the construction laborer to the CEO. Must demonstrate proficiency in situational awareness, knowing what to say/what not to say, and when.
  • Strong computer skills including proficiency in of industry standard software programs including Microsoft Word, Excel, Outlook, Project, PowerPoint, Adobe Acrobat. Experience with AutoCAD is a plus.
  • Strong analytical, problem-solving skills showing understanding of schedule, monetary, and engineering/construction impacts to various changes/opportunities/impacts.
  • Strong personal organizational skills to manage time, prioritize effectively, and manage multiple tasks, projects, and deadlines.
  • Ability to work in a team environment and have ability to lead groups and teams.
  • Possess a valid US driver’s license and passport.
  • Have ability to travel up to 30% of time.
  • Remain outside for multiple hours in hot or cold weather at construction sites.
  • Legally entitled to work and reside in US without restriction.
  • Have no non-compete agreements with previous employers.
Experience
  • Bachelor’s degree required (master’s preferred)
  • 15 years in construction, with 7 years minimum in utility scale solar in a lead project manager/director role.
  • Experience developing bid packages, running bid processes, evaluating bids, and negotiating turn-key EPC Contracts and subcontracts.
  • Experience managing EPC or Subcontracts of Utility Scale solar projects.
  • Experience drafting formal notices, negotiating change orders and participating in or managing legal disputes with construction, procurement, and other various contracts.
