Job Description:
The primary function of this position is to be responsible for the maintenance, inspection, inventory, and repair of the County's emergency power generators, automated fuel facilities, and fleet-related specialty equipment; contracted and in-house. (May act as garage Supervisory Lead Mechanic in their absence).
ESSENTIAL JOB FUNCTIONS
  • Assists with management and assignment of County emergency power generators.
  • Responsible for generator maintenance, inspection, inventory, work order documentation, and repairs all areas of the County.
  • Maintains generator fuel quality and fuel tank inventories in all areas.
  • Works directly with Fleet, garage, generator, and fuel contractors.
  • Communicates with federal, state, and local regulatory agencies.
  • Performs preventative maintenance, cleaning, inspection, and repair on all types of vehicles and equipment; all areas as assigned.
  • Troubleshoots and makes diagnoses on generators, vehicles, and equipment.
  • Test drives vehicles and equipment of all types.
  • Travels to all Monroe County Facilities and/or work areas; provide support and assistance as assigned.
  • Maintains and repairs fuel facilities to include fuel pumps, fuel lines, fuel tanks, electronic monitoring equipment, lighting, and all other associated fuel and/or fuel island equipment and facilities.
  • Monitors and provides fuel delivery documentation as assigned.
  • Performs roadside service for on-site vehicle and equipment repairs.
  • Orders parts, supplies, and materials; prepares purchase requests and open computerized repair orders all areas as assigned.
  • Coordinate's duties; transports and supervises inmates of jail trustee program.
  • Answers phones: assists customers and the public as needed.
  • Fully participates in daily clean-up, pick-up, and housekeeping, in and around all Fleet work areas.
  • Attends safety meetings; committed to help assure Monroe County employees and assets are always safe and protected from potential work-related hazards.
  • Completes paperwork, requires extensive use of Fleet computer programs for all areas as assigned.
  • Operates and drives the County's fuel tanker truck.
  • Fuels emergency power generators and diesel-powered equipment utilizing County fuel trailers all areas as assigned.
  • Performs other related job duties as assigned.
  • In the event of special, emergency, or disaster situations, employee may be required to work schedules other than those for which they are regularly scheduled in any capacity deemed appropriate.
QUALIFICATIONS
Education and Experience:
Vocational or Technical School. 7 years minimum of prior related work experience.
Special Qualifications:
Hold a valid Florida Driver's License. Within nine months of employment, employee must obtain a valid Commercial Driver's License Class "B" with all mandated endorsements in order to drive and/or operate County fuel trailer and fuel tanker truck. Within six months of employment must complete class A/B operator underground storage tank training and pass exam. Employee must supply and maintain a reasonable amount of own personal hand tools. The County is responsible for supplying special equipment and special tools only. Employees in this position are subject to mandatory Department of Transportation drug testing program which involves random drug testing.
Knowledge, Skills, and Abilities:
  • Ability to work from a general outline of duties and responsibilities.
  • Ability to perform technical or trades-based work that requires a solid understanding of basic algebra and statistics OR use of heavy equipment. Some of the tasks performed include participating in data collection and detailed analysis; reporting on the accomplishment of specific departmental goals and tasks; OR operating, running, or repairing generators and heavy equipment of all types.
  • Ability to make decisions that govern own activities as well as others.
  • Ability to work with more than ten co-workers who mostly engage in the same activities.
  • Ability to deal with crisis situations that require making major decisions involving people resources and property.
PHYSICAL DEMANDS
The work is heavy and requires exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects. Additionally, the following physical abilities are required:
  • Balancing: Maintaining body equilibrium to prevent falling while walking, standing, or crouching on narrow, slippery, or erratically moving surfaces. The amount of balancing exceeds that needed for ordinary locomotion and maintenance of body equilibrium.
  • Climbing: Ascending or descending ladders, stairs, scaffolding, ramps, poles, and the like, using feet and legs and/or hands and arms. Body agility is emphasized.
  • Crawling: Moving about on hands and knees or hands and feet.
  • Crouching: Bending the body downward and forward by bending leg and spine.
  • Feeling: Perceiving attributes of objects, such as size, shape, temperature, or texture by touching with skin, particularly that of fingertips.
  • Grasping: Applying pressure to an object with the fingers and palm.
  • Handling: Picking, holding, or otherwise working, primarily with the whole hand.
  • Hearing: Perceiving the nature of sounds at normal speaking levels with or without correction. Ability to receive detailed information through oral communication, and to make the discrimination in sound.
  • Kneeling: Bending legs at knee to come to a rest on knee or knees.
  • Lifting: Raising objects from a lower to a higher position or moving objects horizontally from position-to-position. Occurs to a considerable degree and requires substantial use of upper extremities and back muscles.
  • Manual Dexterity: Picking, pinching, typing, or otherwise working, primarily with fingers rather than with the whole hand as in handling.
  • Mental Acuity: Ability to make rational decisions through sound logic and deductive processes.
  • Pulling: Using upper extremities to exert force in order to draw, haul, or tug objects in a sustained motion.
  • Pushing: Using upper extremities to press against something with steady force in order to thrust forward, downward or outward.
  • Reaching: Extending hand(s) and arm(s) in any direction.
  • Repetitive Motion: Substantial movements (motions) of the wrist, hands, and/or fingers.
  • Speaking: Expressing or exchanging ideas by means of the spoken word including the ability to convey detailed or important spoken instructions to other workers accurately and concisely.
  • Standing: Particularly for sustained periods of time.
  • Stooping: Bending body downward and forward by bending spine at the waist. Occurs to a considerable degree and requires full motion of the lower extremities and back muscles.
  • Talking: Expressing or exchanging ideas by means of the spoken word including those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.
  • Visual Acuity: Have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; and/or extensive reading.
  • Walking: Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another.
WORK ENVIRONMENT
Work is performed in an environment with heavy equipment and machinery that could result in bodily harm to co-workers or others.
