Ketchikan Gateway Borough is Hiring a Records and Information Systems Specialist Near Ketchikan, AK

Responsible for researching legal documents related to real and personal property interests and maintaining departmental records. Primary contact for Personal Property valuation, entry, inquiries and appeals. Responsible for specialized clerical support as directed for the Department. 
  • Respond to inquiries for assessment or property identification and ownership information from the general public, public officials, and/or employees in a professional and courteous manner.
  • Prepare a variety of notices, forms, grants, correspondence, and reports where knowledge of word processing technology and computer software is essential. 
  • As directed, assist in preparation of the departmental budget, including making recommendations for area of responsibility.
  • Research legal documents pertinent to real and personal property and verify such information on assessment roll. 
  • Issue sales questionnaire letters on recently transacted property, prepare sales data sheets and maintain sales data files and notebooks.
  • Provide legal descriptions and assistance with annual tax foreclosure list. 
  • Develop and maintain computer and/or hard copy property file of legal descriptions and chain-of-title records for each assessment account.
  • Collect, organize, and prepare information for specific and routine appraisal support including operating, financial, and statistical reports or documents.
  • Prepare property record changes per plat and other property documents, and route changes to appropriate departmental staff as directed.
  • Customize computer report programs using Structural Query Language for real and business/personal property database queries for use by staff and public.
  • Maintain computer database programs for real and business/personal property.
  • Print assessment rolls and assessment notices according to yearly schedule. Prepare yearly download for tax rolls.
  • In conjunction with other staff, prepare business/personal property assessment roll, maintain schedule for mailing related forms and reminders.
  • Assist Director of Assessment in the processing and implementation of real property tax exemptions.
  • Serve as primary contact for the public on Personal Property reports, inquires and appeals. Prepare related appeal report and testimony to Board of Equalization. 
ADDITIONAL JOB DUTIES:
  • Provide instruction to other employees of this or a similar job classification in all aspects of procedure and technique relating to the duties required by this job description unless such instruction requires a specialized certification which the employee doing the training does not have.
  • Perform other related duties as directed by the Director of Assessment.
  • Knowledge of conveyance instruments, land descriptions, and surveying practices with ability to interpret and diagram legal descriptions.
  • Must be capable of careful, systematic study and investigation through a variety of filing and recording systems to discover or establish facts or principles.
  • Must have a good understanding of assessment records and mass appraisal practices.
  • Knowledge of computer software, netware, mapping, GIS Systems, and hardware is required.
  • Familiarity with Microsoft Office programs is desirable.
  • Ability to organize and maintain an effective filing system, preparation of reports is required.
  • Effective interpersonal skills, pleasant telephone manner, helpful attitude, ability to work independently and as part of a team to resolve problems required.
PHYSICAL ACTIVITIES INCLUDE:
  • Must be able to hear.
  • Specific vision abilities include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
  • Ability to use hands to finger, handle, or operate objects, tools, or controls; reach with hands and arms; climb or balance; stoop, kneel, crouch; and taste or smell.
  • Each of the listed activities also requires standing, sitting, walking, bending, stooping, climbing on stools and ladders, and routinely lift and carry items and boxes up to forty (40) pounds. 
  • Using personal computer to compose, type, and print documents of all kinds.
  • Filing and research of records.
  • Long hours sitting at a desk and in front of a computer screen.
  • Reading and learning to use equipment, software, and systems from written materials.
LICENSES:
  • Valid State of Alaska driver's license with an acceptable driving record.
EDUCATION AND EXPERIENCE:
  • Two-(2) year college degree in real estate, surveying, computer sciences, or related field.
  • Two (2) years experience in computer sciences, real estate law, or related field.
Any combination of related education and/or related experience will be considered if the candidate possesses the demonstrated ability.
