Employee in this position assists the Planning Director in the overall operation of the Planning department. Individual should be familiar with federal, state and local regulations and requirements. Individual is required to represent the department and/or the county at public hearings and meetings and must also be capable of providing information at education and outreach seminars.
Assistant Director will act on behalf of the Planning Director in their absence.
Staff Guidance - Provides direction, explains issues and informs staff of how the County should performand/or implement goals, policies and regulations. Interprets laws and ordinances while balancing the intent of the Board of County Commissioners and within the scope and intent of federal, state and local laws. Responsible for developing and conducting department staff training.
Program Management- includes: assigns duties to complete Long Range Planning projects and implement specific programs. Prepares and implements programs approved by the Board of Island County Commissioners. Establishes and meets deadlines and provides oversight during program implementation. Coordinates compliance schedules with federal and state agencies in the development and implementation of county efforts to comply with federal and state mandates.
Program Management-Building Department assists with projects, productivity, deadlines and timelines of processing and providing oversight to workflow and efficiency methods.
Permit Processing- will be required to review and resolve complex land use permit questions that require experienced oversight and discuss with the Director, or resolve in Directors Absence.
Personnel-This position has supervisory responsibility over all supervisors and employees responsible for resolving workplace issues in accordance with County policy, union contracts and applicable statutes.
Responsible for maintaining Long Range staffing levels to effectively perform the work required.
Responsible for being involved in the hiring and firing process of the department personnel.
Responsible for ensuring that efficient, courteous and accurate information is provided to the public, elected officials/department heads and interest groups.
Must be able to work positively and collaboratively with co-workers and members of the public.
Responsible for ensuring professional customer service, timely responses and meeting deadlines and timelines.
Performs other tasks as directed.Knowledge of the following: Growth Management Act, Shoreline Management Act, State Environmental Policy Act, State Forest Practice Regulations, Open Space Taxation Act, Federal Endangered Species Act, Uniform Building code, Island County Comprehensive Plan, Island County Development Regulations, Island County Critical Area Ordinance, Island County Shoreline Master Program, Island County Public Benefit Rating System, Island County Land Development Standards, Island County Groundwater Management Plan, Island County Coordinated Water System Plan and geographical information.
Technical expertise in: Critical Area Ordinances, Urban area code development/design standards, Fish and Wildlife compliance
Ability to educate staff and the public on planning issues and Best practices.
Ability to administer grant programs and monies.
Ability to effectively draft regulations and provide administrative and policy direction to staff.
Ability to properly and effectively administer numerous federal, state and local regulations.
Ability to draft comprehensive plan and regulatory language to achieve goals as established by the Board of County Commissioners and the community through the public hearing process. Effective implementation requires the drafter to be clear and representative of the goals while maintaining consistency with local, state and federal laws.
Ability to effectively provide administrative and policy direction to all levels of planning and building staff. This position is responsible for imparting new information, developing methods for the implementation of new ordinances and providing general policy direction to all levels of planning and building staff.
Ability to responsibly and effectively direct, supervise and address personnel matters and provide departmental direction in the absence of the Director.
Ability to independently prepare comprehensive plan studies. Independent and self motivated to complete work and make required deadlines.
Ability to exercise sound independent professional judgement and maintain objectivity when dealing with individuals and groups with conflicting or competing interests.
Strong analytical, organizational, written and verbal communication skills.
Ability to quickly grasp new techniques and stay abreast of new state and federal regulations.
Ability to execute difficult conversations with the Board, respectfully and professionally in both attire and demeanor.
Ability to take policy direction from the Planning Director and or an elected Board.
Bachelor’s degree in Urban and Regional Planning or related field. Master’s degree preferred.
American Institute of Certified Planners (AICP) certification required within one year of employment.
Experience with geographic information systems, federal and state land use and environmental laws.
Knowledgeable in local codes.
4 years of experience in Long Range planning in a coastal region; knowledge of all land use regulations. 6 years of progressively responsible planning and community development experience.
Minimum of 2 years of experience in a management or supervisory role.
