Functional Requirement Description:

1 Establish GIS platform for SGAT

Develop SGAT Geoprocessing Toolbox for ArcGIS Pro Desktop Basic and AGOL Work with River and ANR GIS team to establish how tool will integrate into existing State GIS platforms Develop a comprehensive online User Guide

2 Develop SGAT data collection & export process

• Provide package of necessary pre-loaded GIS base layers for use with SGAT Toolbox Provide standard set of base layers used for geoprocessing (DEM, VHD, etc.)
• Tool can create user-generated data such as Valley Walls, Meander Centerlines (MCLs), Stream Reach Breaks/Segment Breaks
• Users will be able to register shapefiles for use in analysis such as surface water, watersheds, meander center line, and valley walls, FIT (from Field Collector), and statewide river corridors.
• Define data standard for inputs for Tool processing-provide data validation service Error messages/Feedback to make sure data layers comply with required standards
• Tool may use ArcGIS Pro Desktop Hydrology Geoprocessing Toolset to develop subwatersheds based on user-defined pour points (aka stream reach and/or segment breaks)
• Tributary Processing: User manually select & label Tributaries to be processed Assign Trib ID

Towns, USGS Quads, Orthos, and HUC10s intersected by the subwatershed

Use Statewide River Corridor and/or Tool-generated subwatersheds to generate statistical information using pre-provided Regional Data or other user-provided data (i.e., Soils, LULC, roads) for Watershed /Corridor Analysis

Tool should be able to create spatially-located and attributed Phase1/Phase2 features, and utilize features imported from FIT Field Collector.

Develop Data Export tables for upload to Data Management System (DMS):

Migrate at least 4 older SGAT projects to ensure functionality and demonstrate how the process works

3 Develop User Management System

• Separate user types for different levels of access to the tool's functions
• Functional Requirement Description
• Develop User management login permissions for guest contractors to access data sources within the Development version
• Tool should set individual login and password for users
• Individual user project data storage and recall capabilities
• Admin tools should be provided in order to accept or reject uploaded Development results into Production layers some interface for what happens if the data is rejected

4 Provide hosting and tool support

• Maintain production and development versions of SGAT application for 2 years
• Develop User Manual for using the tool
• Provide on-going technical support in the use of the SGAT and to incorporate modification to the SGAT software as necessary to provide assistance in trouble shooting and addressing errors with the use of SGAT
• Project management and meetings
• Provide minimum of 1 training for staff for completed tool
