Position Overview

The Illinois Department of Public Health is seeking a highly motivated individual to independently or as a member of a professional team travel to conduct surveys, investigations and monitoring visits of long-term care facilities and hospitals to determine compliance with State Licensure requirements and/or Federal Medicare/Medicaid certification regulations. Serves as technical expert and independently performs difficult and complex institutional health and safety surveys. Serves as preceptor for lower-level surveyors.

Job Responsibilities

1. Travels as part of the survey team to conduct difficult and complex on-site institutional health and safety surveys of hospitals and nursing homes to assure compliance with the Nursing Home Care Act, Title XIX (Medicaid) and XVIII (Medicare) of the Social Security Act and Hospital Licensing Act.

• Collaborates with team members to prepare reports and documents evidence for use in adverse actions against non-compliance locations.
• Appears and testifies at Department and non-Department legal proceedings and administrative hearings to defend portions of the team decision related to his/her findings.

2. Serves as preceptor to new hires and existing institutional health and safety survey staff regarding training and orientation.

• Assists the Regional Supervisor in the assessment and development of new survey staff by identifying training needs and recommending training programs.
• Assists with the arrangement for field training.

3. As a member of the survey team, travels to perform difficult and complex institutional health and safety surveys to assure compliance with applicable rules and regulations at long term care facilities and hospitals.

• Provides technical support on issues related to compliance with regulations associated with environmental health sanitation.
• Documents findings.
• Prepares reports of field surveys and discusses non-compliance relating to institutional health and safety aspects of these facilities with Supervisors and team members.

4. Reviews and evaluates survey and investigation reports of lower-level surveyors and lower level sanitarians for technical accuracy and compliance with applicable directives, policies and guidelines.

• Explains and interprets State and federal laws, Department rules, regulations, policies and procedures, related to institutional health and safety to providers and interested parties.

5. Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

• Requires completion of four years of college with a minimum of 30 semester hours in the physical and/or biological sciences, supplemented by three years of professional experience in environmental health sanitation or in a health care facility.
• Requires successful completion of both state and federal Basic Surveyor Orientation courses and certification of having successfully completed federal Surveyor Minimum Qualifications Training.
• Requires three years of experience as a health facilities surveyor.
