General Description

The purpose of this job is to manage the operation and supervision of countywide athletic programming and to manage the operation of the sports complex, concessions operations, field rentals, and related facilities.

This position works independently, under limited supervision, reporting major activities through periodic meetings.

Duties and Responsibilities

The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.

  • Supervises, directs, trains and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
  • Coordinates, assigns, and reviews work and establishes work schedules; maintains standards; monitors the status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
  • Serves as the facility manager and supervises the daily operation of the Dinwiddie Sports Complex, ensuring appropriate staffing for the schedule of events for usage by citizens and user groups.
  • Works with community partners, athletic directors, regional parks and recreation departments, and other organizations to collaboratively develop athletic activities, league play, partnerships, and girls’ athletics.
  • Collaboratively works with the parks’ services section of the Public Works department to ensure that the recreation facilities are prepared and functional for recreational play and for the general public.
  • Serves as on-call point of contact for all athletic events and sports complex facility rentals.
  • Registers participants and inputs all athletic programming using recreation software (includes but not limited to ActiveNet software).
  • Completes and/or assists in completing various forms, including field rental applications, reservations, attendance records reports, and related forms.
  • Assists customers in organizing and scheduling athletic events.
  • Collects fees, prepares receipts, and ensures proper handling of funds; counts and prepares daily money reconciliation.
  • Effectively markets programs and events for the department through the coordination and development of collateral materials and various forms of media.
  • Ensures fiscal soundness of financial records and documents; collects fees; prepares receipts; and ensures proper handling of funds.
  • Prepares/submits budget recommendations to the Assistant Director/Director.
  • Recruit volunteers and coaches for athletic programming.
  • Maintains attendance records and reports pertaining to recreation facilities and events.
  • Oversee athletic practices, games, and tournaments by ensuring adequate staffing and performance are present, including the managers themselves. This includes working evenings, weekends, and any holidays that events would fall on.
  • Ensure teams or participants registered with Dinwiddie Parks and Recreation who travel to other communities have the proper resources to travel with and ensure that sites being traveled to are in line with the safety standards for play (this includes site visits).
  • Conduct site visits of recreation and non-recreation facilities being used by Dinwiddie Parks and Recreation to ensure adequate equipment and staffing are present, the equipment and facilities meet safety standards, and correct any issues that are found during the site visits.
  • Performs related work as required.

Minimum Education and Experience Requirements

Requires a Bachelor's degree in Recreation, parks, and sports management or related field, supplemented by four (4) years of progressively responsible experience in recreation, parks and sports management or related field; or possession of any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities.

Physical Demands.

  • Performs light to medium work that involves walking or standing virtually all of the time and also involves exerting between 20 and 50 pounds of force on a regular and recurring basis or skill, adeptness and speed in the use of the fingers, hands or limbs on repetitive operation of mechanical or electronic office or shop machines or tools within moderate tolerances or limits of accuracy.

  • Involves routine and frequent exposure to:
  • Bright/dim light; Dusts and pollen.
  • Extreme heat and/or cold; Wet or humid conditions.
  • Extreme noise levels, Animals/wildlife.
  • Vibration: Fumes and/or noxious odors.
  • Traffic: Moving machinery.

Special Certifications and Licenses

  • Possession of first aid and CPR certifications within six months of employment.
  • Must possess and maintain a valid state driver’s license with an acceptable driving history.
