Children’s Residential Program Director

Cumberland Youth & Family Services, provides residential care, counseling and supportive services that aim to uplift and empower youth in foster care, young adults aging out of foster care and single-parent families. Our staff is expertly trained in helping our highly diverse residents handle stress and trauma. We work hard to provide a comforting sense of normalcy for those that have been affected by things beyond their control, because no one’s past should define who they are in the future.

Position Description:

The Children’s Residential Program (CRP) Director has responsibility for ensuring the quality, efficiency, regulatory compliance and daily operations of the Children’s Residential Program. The CRP Director serves as the agency’s (primary) Licensed Child Care Administrator (LCCA), or will have the ability to become licensed as the LCCA within one year of employment. The LCCA is directly responsible for ensuring that applicable licensing standards and contract requirements are met for both direct care and case management for youth utilizing trauma informed therapeutic practices in a collaborative multi-disciplinary team environment. The Children’s Program Director shall employ an adequate number of qualified staff to meet the needs of residents, taking into account each child’s age, medical, physical, and mental health condition and other factors that affect the amount of supervision the child requires, including enough staff to meet child/staff ratios; and all of their responsibilities required. Cottage Supervisors and Case Managers will report directly to the Children’s Residential Program Director.

Position Requirements:

  • LMSW or LCSW preferred
  • Bachelor’s Degree with at least two years of full-time documented experience in a residential child care operation or related field of child and family services is required
  • Current LCCA credential through the state of Texas preferred
  • Ability to obtain LCCA within six months is required
  • 3-5 years of proven leadership ability and skill
  • Experience adhering to regulatory requirements
  • Must be able to pass a background check, TB and Drug Test
  • A valid Texas Driver’s License

Key Expectations/Responsibilities:

  • Knowledge of and ability to operationalize DFPS minimum standards and DFPS and OCOK contract requirements for a General Residential Operation.
  • Responds to and is the point of contact for licensing and contract audits, inspections and investigations Children’s Residential Program Director 2
  • Maintains trauma informed, therapeutic environment for youth
  • Assists in creating and promoting a Trauma Informed environment for staff
  • Holds staff accountable for quality work and adherence to licensing standards and agency policies
  • Provides oversight of childcare services to ensure adherence to licensing standards and agency policy
  • Provides oversight of Case Management services to ensure quality case management services that meet all licensing and contract requirements
  • Responsible for ensuring program census goals are met and maintained
  • Works collaboratively with the Care Team for each cottage to make decisions for youth including case planning, interventions, behavior plans and agency-initiated discharges according to agency policy and philosophy
  • Ensures 24/7 emergency and after-hour on-call coverage for childcare services
  • Ensures adequate staffing and supervision to meet the needs of youth
  • Responsible for providing regular communication to Chief Programs Officer about serious incidents, personnel issues and staffing
  • Provides timely monthly reports about program outputs and outcomes including licensing investigations and incidents
  • Maintains positive working relationship with agency Licensing Rep and Contract Managers
  • Maintains excellent collaborative working relationships with DFPS, OCOK, medical and behavioral health providers, schools and others providing services to youth

WORKING CONDITIONS/PHYSICAL REQUIREMENTS:

  • May lift and carry up to 10 pounds frequently, up to 25 pounds occasionally, up to 40 pounds infrequently.
  • Performs tasks that may involve standing or walking 25% of the day, sitting 75% of the day.
  • The employee is regularly required to speak or hear, may bend, stoop, reach and grasp as necessary.
  • Position includes exposure to parents, guardians, and conservators as well as to youth with behavioral problems, including possible verbal or physical aggression
