CLASSIFICATION DESCRIPTION
Performs intermediate professional work involved with the review, design, construction, inspection and maintenance of a variety of public works and utility facilities; does related work as required. Work is performed under the regular supervision of the Public Works Director. Supervision may be exercised over subordinate technical personnel.

GENERAL DEFINITION AND CONDITIONS OF WORK

This is medium work requiring the exertion of up to 50 pounds of force occasionally, up to 20 pounds of force frequently, and up to 10 pounds of force constantly to move objects; work requires standing, walking, fingering, grasping and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, use of measuring devices, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is subject to inside and outside environmental conditions.
KNOWLEDGE, SKILLS AND ABILITIES

General knowledge of modern principles and practices of civil and/or utilities engineering; general knowledge of modern methods and techniques as applied to the construction and maintenance of public works or utility facilities; general knowledge of land and engineering survey systems, methods and techniques; general knowledge of the principles, practices and techniques of engineering drafting; general knowledge of building codes enforcement procedures and techniques; ability to prepare technical reports in connection with municipal projects; ability to establish and maintain effective working relationships with associates, subordinates, municipal officials and the general public. Extensive and demonstrative knowledge of the use and application of MS Office Suite, electronic mail systems.
ESSENTIAL FUNCTIONS/TYPICAL TASKS:
  • Serves as the review/project engineer for both development and capital projects.
  • Reviews subdivision, site and capital project construction plans and specifications for compliance with local ordinances, standards and specifications;
  • Conducts site inspections of proposed projects;
  • Provides guidance and assistance to construction inspectors;
  • Prepares and maintains project documentation, records and files;
  • Assists with annexation and other special projects;
  • Provides contractors and general public with technical information relating to engineering projects;
  • Makes adjustments to solve construction and material difficulties;
  • Provides technical assistance to parties planning land improvement and construction activities;
  • Provides plans, specifications and estimates for capital projects;
  • Prepares bid documents for capital projects;
  • Manages and oversees contractor's performing capital projects and maintains documentation for pay requests;
  • Reviews and approves pay requests for contractors;
  • Creates punch lists for capital project closeout and final payments;
  • Performs related tasks as required.
ADDITIONAL INFORMATION
EDUCATION AND EXPERIENCE:
Graduation from an accredited college or university with a degree in civil engineering or related field is required. Experience in professional engineering work with 1 to 3 years of experience in the planning, design, review and construction of public works improvements is required. While candidates with 3 to 5 years of experience are preferred, new graduates with a degree in Civil Engineering are encouraged to apply.
SPECIAL REQUIREMENTS:
  1. Possession of Fundamentals of Engineering Exam (F.E.) certificate required within 24 months of hire; Professional Engineer license preferred.
  2. Requires possession of a valid Illinois Driver's License.
  3. Must pass drug test, background check by fingerprinting, and DMV review.
1) Vacation - 1 to 5 years of service - 2 weeks
6 to 11 years of service - 3 weeks
12 to 21 years of service - 4 weeks
22 or more years of service - 5 weeks
The city manager, in the city manager's discretion, may also include up to five (5) years of non-City of Elgin prior professional or supervisory service of an employee in the same or similar field in determining years of service of an employee for the purpose of vacation at initial hire. If an employee is granted vacation accrual in a higher range than one (1) to five (5) years of service, he or she shall not advance to the next range until he or she has attained the required number of years of service with the city for such range.
The accumulation of vacation leave shall be limited as provided by Ordinance No. S11-09, as amended.
2) Sick Leave - For employees hired prior to March 1, 2010, fifteen (15) days placed on account upon commencement of employment plus annual accrual of one day (8 hours) per month. For employees hired on or after March 1, 2010, fifteen (15) days placed on account when commencing employment, plus annual accrual of .5 days (4 hours) per month. Employees may accumulate sick leave up to a total maximum accrual of 241 sick days, which is the equivalent of 1928 hours of sick leave.
3) Life Insurance - in an amount equal to the nearest $1,000 of the employee's annual base salary.
4) Holidays - New Year's Day, Martin Luther King Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Thanksgiving Day, the day after Thanksgiving, Christmas Eve, Christmas Day, and New Year's Eve.
5) Personal Days - Three (3) personal days shall be provided per year. Employees commencing employment between January 1 and June 30 in a year shall receive all three (3) personal days for such year. Employees commencing employment between July 1 and December 31 in a year shall receive one (1) personal day for such year. Employees in the Public Safety Communications Shift Supervisor position that are assigned to a 12-hour work day shall instead receive 36 hours of personal time if they commence employment between January 1 and June 30 in a year and 12 hours of personal time if commencing employment between July 1 and December 31 for such year.
