Position Title: Deputy Director - Housing
Department: Housing Department
Reports To: Housing Director
FLSA Status: Exempt, Salary
Employment Status: Full Time – 70 hours Bi-weekly
Pay Grade: 6
SUMMARY
The Deputy Director oversees daily operations of the Housing Department while ensuring compliance with all relevant governmental rules and regulations, including the U.S. Department of Housing and Urban Development (HUD) and federal, state, and local ordinances and codes. This individual must be a collaborative leader with a commitment to public housing administration.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES: includes, but are not limited to:
· Supervises and supports Housing Specialists, Housing Inspector(s) and Administrative Assistant(s);
· Keeps immediate supervisor informed concerning work progress, including current and potential projects with suggestions for improving outcomes;
· Participates in the hiring, training, and evaluation of employees;
· Ensures all employees maintain compliance with various department requirements;
· Establishes contacts with community service organizations, federal, state and local human service agencies, other public and private groups, individuals, and associations to facilitate certification and participation of program applicants and participants;
· Ensures work is completed timely and accurately;
· Monitors, computes and approves amounts to be paid for rent and utilities;
· Monitors compliance with agency policy, HUD regulations, and reporting requirements;
· Drafts, implements, and enforces agency policies and procedures;
· Ensures HUD regulations are implemented and enforced fairly and consistently;
· Monitors changes in program regulations;
· Assesses and manages utilization trends;
· Reviews for approval and tracks requests for exceptions, extensions, and reasonable accommodations and communicates determinations timely and effectively;
· Participates in the development and management of the approved operating budget and monitors/approves invoices;
· Analyzes and interprets financial data and prepares financial reports, statements and /or projections;
· Processes housing assistance payment direct deposits and utility reimbursement payments;
· Ensures that documents and reporting systems are accurate, maintained, updated, and organized;
· Responsible for the daily integrity and confidentiality of program information;
· Responsible for meeting all initial and ongoing training requirements for the position as assigned by immediate supervisor or required by regulation;
· Complies with all HUD, Fair Housing Laws, agency, and organization policies and procedures and all periodic reporting requirements;
· Participates in the development and maintenance of agency payment standards, SEMAP, utility allowances, annual plan, administrative plan, day-to-day procedures, and website postings;
· Monitors and documents fraud recovery intake, tracks zero income and fraud situations;
· Conducts and oversees Housing Quality Standard and National Standards for the Physical Inspection of Real Estate inspections and Quality Control inspections; and
· Assumes duties and responsibilities of direct reports and performs other duties as assigned.
QUALIFICATIONS (KNOWLEDGE, SKILLS, AND ABILITIES):
· Knowledge of the purpose, policies and regulations of the Housing Authority as established by the Board of Commissioners and/or set forth by HUD regulations;
· Knowledge of financial planning and budgeting procedures to include projecting and tracking expenditures and revenues as required to administer the program’s operating budget;
· Ability to direct and supervise staff while following organizational policy, including, but not limited to, establishing performance standards and goals, performance evaluation, disciplinary action/counseling, and reviewing time off requests for approval;
· Ability to motivate and foster teamwork;
· Ability to identify employee training needs to develop or provide employee training programs as needed to ensure that employees can perform assigned work;
· Ability to work independently without direct supervision to resolve or prevent issues;
· Ability to establish and maintain effective working relationships with staff, residents, community leaders, public officials, social/community service agency representatives and the general public;
· Ability to investigate and analyze conflicts, complaints or issues involving employees, tenants or the public in unpleasant or risky situations and to take the appropriate actions; and
· Ability to communicate effectively, both written and verbally, with persons of all backgrounds, projecting a positive image of the Campbell County Department of Housing.
EDUCATION AND EXPERIENCE:
Associate Degree from an accredited college or university in public administration, business administration, social work or other related field, plus two years of progressively responsible experience in Public Housing/Section 8; or any equivalent combination of education and experience. Supervisory experience strongly preferred.
