Supervisory Responsibilities:

  • Champions Campos EPC (CEPC) core values of Culture, Ethics, Performance, Compliance, Schedule Driven, Alignment to Client, and Employee Utilization.
  • Provides technical leadership guidance
  • Recruits, interviews, hires, and trains technical staff within the workstream.
  • Helps develop and execute the strategy for the success and growth of the group.

Duties/ Responsibilities:

  • Scope Development – involves themselves in any ‘new’ project as it moves through the scope development phase to ensure project is resourced correctly, that all parties are communicating effectively, and that the scope is well understood and clear to the project team members.
  • Provides Subject Matter Expert level resource to all projects within their workstream.
  • Collaborates with Director of Integrity Services, project managers, and regional resources to ensure project-related issues are addressed. Effectively communicates workstream activities, opportunities, and issues within their workstream upward.
  • Develops functional relationships with client personnel within their workstream and key CEPC personnel.
  • Reviews projects as needed to ensure quality is being maintained.
  • Interacts with appropriate CEPC personnel to ensure full knowledge of ongoing and upcoming projects.
  • Ensures CEPC processes and standards are up to date and resources have a clear path to client, CEPC, and general standards and codes.
  • Promotes use of standards and codes by personnel executing work within the workstream.
  • Provides guidance and advice to other workstreams outside GIS, as needed.
  • Provides resource utilization input to the Integrity Services Director when additional GIS support is needed or when a resource is becoming available for a new or additional assignment.
  • Coordinates with Integrity Services Director, Regional GIS resources, and other personnel to ensure 100% utilization of GIS resources across the company.
  • Assist in the coordination and maintenance of licenses and software necessary to the GIS workstream
  • Ensures process documentation, processes and workflows are being maintained, developed, and applied appropriately.
  • Supports the development for innovation/technology and leverages GIS data for new applications.
  • Manages direct reports on day to day performance of their roles.
  • Interface with internal and external IT, Engineering, and other departments to coordinate project development and support.
  • Provides guidance and support to GIS resources across CEPC to ensure a thorough understanding of expectations and an alignment to schedule and budget requirements.
  • Required to have a thorough understanding of the GIS Quality Control (QC) processes for all clients across CEPC. Coordinates with the Integrity Services Director, Regional GIS resources, and QC team to ensure that the QC requirements are incorporated into any client-specific QC process.
  • Provides quality assurance and quality control for all GIS deliverables and internal GIS databases tools.
  • Work with Integrity Services Director to build development strategies and training content that aim to outline the road map for career advancement for GIS personnel.
  • Work collaboratively with the Design Standards Manager to ensure that templates, libraries and tools are developed for individual clients and in compliance with each client’s standards.
  • Address employee performance issues within the GIS team and collaborate with Regional resources to address any performance issues with GIS personnel.
  • Outline specific performance outcomes/goals for the GIS team and all direct reports.
  • Collaborate with Regional Directors and Integrity Services Director in developing client relationships, pursuing new workstreams, reaching out to new clients, and other business development pursuits; including business case development.
  • Conduct recurring 1-on-1’s with direct reports to capture wins and challenges as well as to document progress towards goals and assist in the design of action plans to address challenges.
  • Help support workstream team(s) in the development of career pathing within their disciplines.
  • Develop and maintain the overall strategy for training and development for GIS workstream. Includes identification, development, and implementation of training.
  • Works with Integrity Services Director and Regional Directors on hiring and resourcing needs.
  • Identifies, recommends, and implements new processes, technologies, and systems to improve and streamline organizational processes and use of resources and materials.
  • Assists in generating company-wide standards for implementation in the applicable workstreams.
  • develops proposals, cost estimates, and staffing requirements for projects.
  • Provides proposal review/input for workstream related projects.
  • Assists Integrity Services Director with building and growing business opportunities by supporting and maintaining existing client relationships as well as exploring new clients and opportunities; including developing business cases as needed for new ventures or large program improvements
  • Performs other duties as assigned.

Education and Experience:

  • Experience in leading a team in an operational or production environment
  • A Bachelor’s degree (or equivalent experience) in Geography, GIS, Information Systems, or related field.
  • Experience with creating, updating, and maintaining geographic databases.
  • Knowledge of ESRI's 9.3 & 10.x ArcGIS Desktop and ArcGIS Server software.
  • Minimum 8 years in the utility, engineering, or architectural industries with demonstrated experience in managing and overseeing GIS resources and operations.
  • Preferred experience should include oil and gas and/or pipeline.
  • Comprehensive or proficient knowledge of various design platforms including but not limited to: ArcGIS Pro, ArcGIS Field Maps, and ETL tools
  • Knowledge of ArcGIS Server as well as GIS scripting languages, Python, ArcObjects, Visual Basic, HTML and Java.
  • Skill in developing computer programs/queries using standard language/tools.
  • Working knowledge of AutoDesk software products and MicroStation.
  • SQL Knowledge.
  • Working knowledge of CFR 192 and §195 sections as applied to pipeline GIS.
  • Prior experience in the oil and gas pipeline industry.

Salary Range: $120K - $145 K DOE
