Anne Arundel County Government is currently hiring for a full-time permanent, safety-sensitive
Permit Specialist (Planning Technician II)
position within the Department of Inspections and Permits.
The Permit Specialist is responsible for specialized technical work involved with the processing of residential and commercial building permits.
NATURE AND VARIETY OF WORK
Work involves receiving and assisting in the preparation and filing of applications for both residential and commercial building permits, answering questions from the public, checking applications and related documents for conformance with County requirements and regulations, issuing permits, and calculating fees for permits. Work requires independent judgment; difficult issues are referred to a supervisor for resolution. Work is performed under general supervision.(Note:
The duties and responsibilities enumerated in this class specification are to determine a common set of minimum qualifications and salary levels for all positions in this class.
They are not intended to include all of the essential functions of all positions in the class.)
Processes residential and commercial permit applications and revisions; assists customers in completing applications and answering questions as well as providing customer service for the departments online permitting system.
Checks completeness and accuracy of forms and related documents; refer the most complex questions to the supervisor; calculates fees based on written guidelines and regulations; assures that plans meet setbacks and other restrictions.
Enters permit information into a computer database where permit number is assigned and fees are calculated before preparation/issuance of permits; distributes copies of permits to several different offices and other agencies for review and approval; assembles permits for issuance after reviewing for approval by the different agencies.
Issues residential and commercial building and trade permits and certificates of occupancy.
Answers phone and email inquiries regarding setback regulations, fees, the status of permit review, certificates of occupancy, the countys online permitting system, and other permit-related matters.
Receives, reviews, and processes trade permits; enters information into computer database; answers questions regarding trade permits.
Performs related work as required.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of applicable departmental regulations and procedures and relevant laws and codes, etc.
Ability to read and interpret site plans and construction documents.
Ability to use a variety of computer programs, including maintenance of electronic files and databases, and retrieving and researching information from electronic files and databases.
Ability to establish and maintain effective working relationships with the public, property owners, developers, and their representatives as well as coworkers.
Ability to write and speak effectively. EDUCATION:
Graduation from high school.
EXPERIENCE:
Two (2) years experience in planning, subdivision control, and zoning enforcement work; and a valid non-commercial Class C motor vehicle operator's license.
NOTE: Two (2) or more years of experience in planning, subdivision control, and zoning enforcement work may be substituted with two (2) or more years of experience in permitting, land development, or experience in the construction-related industry.Preference will be given to candidates with any of the following:
1. Experience with the permit process. 2. Experience in reading site plans. 3. Experience in reviewing residential site plans for setback requirements. 4. Experience in the construction-related industry 5. Experience in dealing directly with the public in a very fast-paced environment.
