Preferred Years Experience, Skills, Training, EducationTrained with a knowledge of the standard practices and methods of plumbing installation, maintenance, repair and appropriate tools; project coordination and estimating. Experienced in the use of testing devices, tools and materials used in operating, repair and installation in the plumbing arena. Knowledgeable of local, state and national plumbing codes. Able to read and interpret schematics, drawings and sketches.
Completion of two year technical school and ten years of progressive work experience in operations, maintenance, repair and installation in the plumbing field.

Position Overview
Primary Purpose Of PositionPlans, coordinates, supervises, and participates in the installation, maintenance, alteration and repair of commercial water, gas and plumbing systems, drain sewer and stormlines. Has site responsibility for plumbing and other related work including contracted jobs. Install, repair, replace plumbing fixtures in University and Foundation-owned residential buildings, academic, auxiliary, research and farm facilities.
Keeps the University in a safe and sanitary condition; provide clean and safe drinking water. Complies with state and local plumbing codes to ensure the safety and well-being of students, faculty and staff. Prepares project specifications for plumbing contractors. NC Plumber’s license required to consult and coordinate with City of Greensboro plumbing officials.
Primary Function Of Organizational UnitThe Physical Plant is responsible for providing services relative to building and grounds maintenance, utilities, transportation, trash removal, central receiving, recycling, disposition of surplus property and moving and hauling. In addition, the Physical Plant has expanding responsibilities that includes providing support services for the instruction and research programs to achieve the University’s mission, goals and objectives. Maintains and improves and expands all campus buildings, campus image and education opportunities for all people. More specifically, the functions involve energy conservation, building renovation/repair, occupational safety and health, landscape design, event planning, vehicle and equipment maintenance/repair, motor pool and housekeeping services to 15 residence halls, 40 academic buildings, 15 research buildings, 21 support buildings and 19 university farm buildings; campus lighting, water and sewer, and electrical distribution system. Moreover, the Skilled Trades Department, inclusive of the Plumbing unit, is responsible for repair, maintenance and preventive maintenance of campus facilities.
Work Hours 7am-4pm - M-F; required to report for emergencies and inclement weather; rotates working on-call/callbacks

Key Responsibilities and Related Competencies
Required Competency Knowledge - Technical
DutiesPrepares and plans work, work orders and conducts field inspections.
Completes appropriate forms to request materials, assign man-hours and equipment for maintenance contractor.
Plans and schedules work and resolves conflicts or issues.
Coordinates information between craftsmen, contractors and building occupants for work to take place.
Analyzes the extent of interruption to normal use of the area involved for repairs or renovations and estimates each job for minimal to no impact on building occupants.
Determines through site visits whether repairs can be made or if replacements are necessary.
Conducts destructive or non-destructive testing to analyze problem.
Reviews and approves shop drawings submitted by contractor for accuracy and completeness, and inspects their work to determine adherence to plans and specifications.
Identifies problems and documents findings to contractor.
Establishes a database for future work that can be used for quick reference estimates and to standardize equipment and building systems.
Monitors and inspects work of employees.
Operates and maintains university sewer and underground storm line system system, oversees all plumbing maintenance, repair and renovation.
Checks all plumbing repairs for plumbing code compliance and functionality.
Participates in the review of specifications and drawings for new buildings and/or facility modifications and upgrades and offer recommendations for changes and/or improvements.
Applies knowledge of state and local plumbing codes.
Required Competency Safety and Health Management
DutiesComplies with state and local plumbing codes for the safety and well-being of the staff and the University public.
Analyzes and interprets agency/university safety policies and determines applicability.
Ensures overall safety program objectives are met, including third party coordination (e.g., NEC , OSHA , DOL , DOI ).
Anticipates safety issues and takes proactive steps to maximize safe operations and measure the effectiveness of action.
Mentors shop leads/staff and coordinates training and safety for shop personnel.
Required Competency Leading Work Teams
DutiesProvides direct supervision of one lead and four journey level plumbers in the day-to-day operation and maintenance of University-wide plumbing and underground storm line/sewer system that encompasses a 3.2 million sq ft main and auxiliary campuses.
Coordinates project review and status with Physical Plant personnel.
Required Competency Financial Management - Budget
DutiesCoordinates with Purchasing to advertise the job.
Schedules and conducts prebid/walkthrough conferences.
Attends/participates in the bid opening session and contractor selection.
Prepares purchase orders and justification statement if exceptions to the bid/selection process exists.
Plans jobs for in-house maintenance staff with or without materials.
Determines period of time and cost required for in-house jobs.
Coordinates with shop/contractor and affected department/facility.
Prepares budget estimates for materials, equipment, personnel, and funding needs for maintenance, repair and/or renovations; budget shall be used to determine funding needs for in-house projects.
Keeps records and prepares monthly reports including summary of maintenance and repair work performed and budgetary status listing expenditures.
Required Competency Program/Project Management
DutiesEstablishes shop standard operation procedures to ensure proper preventive maintenance is accomplished and efficient equipment operation is sustained.
Makes the final technical decisions on plumbing trade issue.
Administers the work order system.
Manages requisitioning and purchasing of material and supplies.
Maintains stock control procedures for tools.
Plans and/or reviews work of maintenance and skilled or semi-skilled workers engaged in the installation, repair, alteration and maintenance of physical facilities and equipment.
Determines if project can be completed by in-house maintenance staff or outside contractor.
Prepares specifications and bid documents for outside contractor.
Reviews aged work orders for other areas to address reasons for work not being completed.
Required Competency Human Resources Management
DutiesProvides direction and advice on hiring, training and career path development.
Resolves informal complaints and grievances and participate in formal actions.
