QUALITY ASSURANCE SPECIALIST - WORKFORCE INNOVATION AND OPPORTUNITY ACT (WIOA)
CATEGORY/LEVEL: PSS/5, 12-monthcontract
BASIC FUNCTION: We are seeking a dedicated andexperienced Quality Assurance Specialist to oversee the implementation andcompliance of Workforce Innovation and Opportunity Act (WIOA) programmingwithin the Title I service area in the state of Iowa. The ideal candidate willpossess a strong understanding of WIOA regulations, excellent analyticalskills, and a passion for ensuring the quality and effectiveness of workforcedevelopment initiatives.
STARTDATE: ASAP
SALARY AND BENEFITS: Starting salary of $47,500to $57,000 based on experience. Benefits package includes Blue Cross/BlueShield health insurance; eye care, dental, life and disability insurance; paidvacation and sick leave; a choice of IPERS or TIAA retirement plans and a varietyof additional optional benefits.
REQUIRED QUALIFICATIONS:
  • Bachelor's degree in public administration, social work, business administration, or a related field (Master's degree preferred).
  • At least 3 years of experience working in workforce development, human services, or a related field, with a focus on program compliance and quality assurance.
  • In-depth knowledge of the Workforce Innovation and Opportunity Act (WIOA) and related regulations.
  • Strong analytical skills and attention to detail, with the ability to interpret complex data and regulatory requirements.
  • Excellent communication skills, including the ability to present information clearly and effectively to diverse audiences.
  • Demonstrated ability to work collaboratively with internal and external stakeholders to achieve common goals.
  • Proficiency in Microsoft Office Suite and data management software.
  • Certified Workforce Development Professional (CWDP) certificate preferred.
RESPONSIBILITIES AND DUTIES:
Compliance Oversight:
•Ensure adherence to federal, state, and local regulations governing WIOA programming.
•Conduct regular audits and reviews of program documentation, participant records, and performance metrics to verify compliance.
•Identify areas of non-compliance and develop corrective action plans to address deficiencies.
Program Evaluation:
•Design and implement evaluation strategies to assess the effectiveness and impact of WIOA programming.
•Analyze data and performance indicators to identify trends, patterns, and areas for improvement.
•Generate reports and recommendations for program enhancements based on evaluation findings.
Training and Technical Assistance:
•Provide training and technical assistance to staff, partners, and stakeholders on WIOA regulations, policies, and best practices.
•Serve as a resource for interpreting and implementing WIOA guidelines and requirements.
•Facilitate workshops and informational sessions to promote understanding and compliance with WIOA standards.
Quality Improvement Initiatives:
•Collaborate with program managers and stakeholders to develop and implement quality improvement initiatives.
•Monitor the effectiveness of quality improvement efforts and adjust strategies as needed to achieve desired outcomes.
•Foster a culture of continuous improvement and innovation within the organization.
Documentation and Reporting:
•Maintain accurate and up-to-date documentation related to program activities, compliance efforts, and quality assurance initiatives.
•Prepare and submit required reports to regulatory agencies and funding sources in accordance with established deadlines.
•Ensure that all reporting requirements are met in a timely and accurate manner.
Perform in a manner which strengthens the coordination and cooperation of all organizational components of the College, including opportunities for student recruitment.
