DEPARTMENT OF PUBLIC WORKS MISSION STATEMENT

ABOUT THE POSITION
Under the general direction of the Procurement Manager, the Administrative Services Associate (ASA) performs duties that involve documenting procurement policy and guidelines as it relates to emergencies.
This position will collaborate with all County departments, outside public agencies, CAL OES, and FEMA. Additionally, this position will assist with implementing the County's inclusive and equitable procurement initiatives, pre-positioned solicitations and contracts, bid and contract management, analysis and compliance, policy drafting, process improvement efforts, and performs other related duties as required.
In addition, the ASA may serve on special projects and act as a procurement representative to various outside groups, committees, and strategic planning teams.
The ASA performs a wide range of analytical work to assist departments in addressing and resolving emergency procurement needs.
This ASA will be a member of the Marin County Procurement Division.

The candidate has strong organizational, work planning and prioritization skills. The candidate possesses strong analytical and excellent communication skills, both written and verbal, and have proven experience working in a public / government sector or highly regulated setting in the private sector.
They must be detail oriented and high performing; capable of multi-tasking on a day-to-day basis and providing key support.
The candidate must be a strategic thinker with the ability to work independently, effectively meet deadlines and work well in a team environment.
They must be able to proactively recommend changes to policies and procedures. They must have excellent interpersonal, customer service, and collaborative skills.
The ideal candidate is committed to the delivery of quality customer service. The ideal candidate is proficient in Microsoft Office (Word, PowerPoint and Excel).
Project management and ERP experience is a plus for this position. Experience with Green Procurement and / or Emergency Procurement is highly desired.

MINIMUM QUALIFICATIONS
Any combination of education and experience that would provide the knowledge and skills listed in the class specification.
Typically, equivalent to graduation from a four-year college or university with major coursework in business or public administration, accounting, economics, emergency management.
Or a field closely related to the work and one year of paraprofessional experience performing accounting, budgetary, contracting, procurement, policy or related work as it related to emergency procurement practices.
Additional experience as outlined above and as it relates to emergency management may be substituted for the educational requirement on a year-for-year basis.
IMPORTANT INFORMATION
Disaster Service Workers : All County of Marin employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109).
Employment with the County requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
