Primary Purpose
The engineer will provide engineering subject matter expertise for storage field electrical system. This individual will be responsible for compliance of the overhead electrical system with General Orders and SCG standards. Manages programs and/or projects within the department that provide department or company-wide benefits by developing and facilitating higher level approval of designs, systems or program parameters which establish performance, safety and reliability requirements for proposed projects. Reviews and approves designs, systems or program parameters which establish performance, safety and reliability requirements for proposed projects. May provide Professional Engineer sign off and stamp approval (if individual is licensed) per discretion of management. Manages and determines project scope, identification of resources (internal and external), selection of consultants, engineering, cost estimates, budgeting, permitting, design, material procurement and start-up support. Directs, monitors and guides team members and outside contractors with engineering technical guidance. Establishes and maintains key relationships with senior internal and external personnel within area of expertise. Writes, reviews and publishes Company engineering policies. Develops contracts and approves contract revisions for contractors, consultants and vendors.
May have significant financial accountability for project portfolios exceeding $10M. Works on complex issues where analysis of situations or data requires an in-depth evaluation of variable factors which are not readily identified. Applies sound and independent judgment to effectively assess problems and select methods and techniques for obtaining solutions. Medium level/degree of autonomy in the performance of work and decision-making; tasks are performed under general supervision of the assigned Supervisor or higher-level engineer. May supervise a few direct reports or give direction and functional guidance.
Duties and Responsibilities
  • Works with Storage Technical Service, Gas Engineering, and outside consultants and contractors to complete design packages. Represents the station's interests in project meetings. Works with electrical contractors to ensure projects are implemented according to plans and specifications. Collaborates with Maintenance and Operations issues or projects as needed. Responsible for design and construction of high, medium, and low voltage electrical systems, instrumentation and controls, and electrical safety. Provides troubleshooting support across the Aliso Canyon facility. Work with vendors and consultants to develop appropriate solutions to the facility electrical problems.
  • Engineering and Technical Knowledge:
    • Maintain facility overhead electrical systems in compliance with GO 95, 128, and 165.
    • Develops a preventative maintenance program for essential electrical equipment supporting the plant operation with switchgear, MCC panels, power control & protection systems, utilities, ATS, compressed air systems, pumps, power distribution, etc.
    • Identification and project management of plant facility upgrades.
    • Utilizes sources of information (e.g., publications, websites, and organizations), external consultants, vendors, and peers within field of endeavor.
    • Participates in industry technical committees and is a leading contributor within area of expertise.
    • Shares and effectively uses trade/technical knowledge.
    • Provides technical expertise to departments within the organization.
    • Provides technical advice and reviews technical results, evaluations, and analyses for mid-level engineers.
    • Establishes and maintains key relationships with senior internal and external personnel within area of expertise.
    • Manages technical engineering-related programs and/or projects, within the department, that provide department or company-wide benefits.
    • Develops and obtains approval of designs, systems or program parameters which establish performance, safety and reliability requirements for proposed projects.
    • Serves as a highly proficient engineer in a specific engineering discipline, and displays ability to be a Company expert in a specific engineering discipline.
    • Directs, monitors and guides team members and outside contractors with engineering technical guidance.
  • Engineering and Analytical Thinking:
    • Gathers, organizes and analyzes data to draw logical conclusions.
    • Prepares, reviews, and approves complex engineering calculations and analyses, and provide tangible and sound recommendations.
    • Applies engineering principles to analyze and resolve problems.
    • Has a clear business focus and understanding of the company goals and company vision, and steers business decision-making and team in the direction that leads towards successful completion of them.
    • May require review of moderate to complex construction drawings
  • Company, Industry & Regulatory Awareness:
    • Stays abreast of the latest changes, trends and technological advancements in the industry.
    • Maintains familiarity with Company operations to effectively support client requests.
    • Uses knowledge of state and federal codes, industry standards and Gas Standards, Rules, and Tariffs, and awareness of any changes that impact gas operations and practices.
    • Uses knowledge of Company operating practices, processes, policies and procedures, to effectively support requests/assignments.
    • Understands the different organizations in engineering and operations and their distinct processes, services, and responsibilities to effectively support requests/assignments.
    • Develops and provides input on Gas Standards that govern the selection, design, application and operation of engineered components, materials and systems, which meet Company's needs, and with optimum economic considerations.
    • Recommends edits/modifications to Gas Standards that reflect regulatory changes or improvements.
    • Reviews proposed changes in regulatory requirements and prepares Company response.
    • Ensures that changes in regulatory or code requirements, that impact area of expertise, are addressed through appropriate programs and modifications to applicable Gas Standards.
    • Interprets state and federal codes, industry standards and Gas Standards for clients.
    • Represents the Company's interests on industry committees regarding codes and standards.
  • Project Management:
    • Manages and coordinates related activities leading to the successful completion of projects and/or programs, including, determination of scope, schedule, identification of resources (internal and external), selection of consultants, engineering, construction manager, cost estimates, budgeting, permitting, design, material procurement and start-up support, to ensure successful completion of the project.
    • Manages and directs programs and/or projects within the department that provide department or company-wide benefits.
    • Manages and negotiates with contractors, consultants, technical specialists, and the remainder of the project team.
    • Develops and obtains approval of designs, systems, or program parameters, which establish performance, safety and reliability requirements for proposed projects and provides PE stamp as necessary.
    • Responsible for developing contracts and approving contract revisions for contractors, consultants, and vendors.
    • Analyzes proposals for practicability and compatibility with overall project and existing systems, and Gas Standards.
    • Provides timely project status reports.
    • Develops and/or utilizes project control systems to control budget and schedule.
  • Process Improvements: Develops or improves systems, programs and operation processes, to increase productivity, data accessibility and operations, at team level.
  • Performs other duties as assigned (no more than 5% of duties).

Education
  • Bachelor's Degree in Electrical or Civil/Structural Engineering required.
  • Fundamentals of Engineering (FE)/Engineering in Training (EIT) Certification required.
  • Master's Degree in Engineering preferred.
Experience
  • Requires 8 years of professional experience within medium voltage electrical overhead and underground distribution engineering, design, planning, protection, maintenance, compliance with GO 95, 128, and 165, and related technical experience. Electrical power engineering related experience required.
  • 3 years of professional experience with arc flash studies, system coordination & protection, and ETAP, Pole loading & PLS-CADD or similar software. (Inclusive of total years listed above) required.
  • 3 years of professional experience within industrial electrical, plant control systems, power generation, and related technical experience preferred.
  • 3 years of experience in an engineering operating environment with field experience preferred.
Knowledge, Skills and Abilities
  • Engineering & Technical Knowledge: Ability to understand engineering practices, concepts, techniques and cost analysis, and how it applies to their work. An understanding of electric power engineering.

Licenses
