Construction Inspector

JOB TITLE: One Percent Construction Inspector

CLASSIFICATION: Non-Exempt

DEPARTMENT: One Percent Construction

SUPERVISOR: Construction Manager

SALARY: $52,906 to $63,487 annually

GENERAL JOB DESCRIPTION

Inspect projects being performed in and adjacent to the public Right-of-way within the City limits and on other properties involving both private and public projects. Inspect the construction, restoration, and repair of various utility systems, roads, bridges, and other miscellaneous work to ensure conformance with City Standard Specifications and other City, State or Federal agency safety and construction standards.

PRIMARY DUTIES AND RESPONSIBILITIES

  • Inspect work quality and materials used in a variety of public works and private site development projects during various stages of construction and remodeling, to ensure compliance with applicable city codes, ordinances, regulations, and ADA requirements. Approve work and materials or create list of corrections required to achieve acceptance of work and materials on correction notices.
  • Inspect various construction projects at pertinent times, including grading and drainage, utilities, streets, sidewalks, gutters, structural concrete, storm systems and various related facilities: Check line, grade, size, elevation, and location of structures for conformance with specification and regulations.
  • Prepare detailed data on daily construction progress and inspections, operations, and activities.
  • Work with project developers, engineers, architects and contractors to ensure that material being used in the projects meet or exceed the standards for quality, quantity, and workmanship; this may include coordinating tests on concrete, asphalt or soil density, approving or disapproving the work and verification and documentation of the results. Maintain complete job files regarding all permitting, testing, inspections, submittals, and changes to approved plans.
  • Observe work during progress and upon completion; ensure that safety procedures are followed; keep a record of changes in plans or variances in the work and who authorized them. Issue correction notices for all work that does not comply with City of Cheyenne standards, codes, ordinances, and other applicable standards. Work with developers and contractors to bring project to acceptance. Perform warranty inspections.
  • Meet with contractors and others to interpret plans and specifications and permit requirements; Provide technical guidance and interpretation to ensure compliance with procedures and regulations. Attend or assist in periodic training sessions with them and other public works officials to keep them appraised of current or revised standards.
  • Assist in the review of plans and specifications of proposed projects in or adjacent to the public right of way and provide written comments to the Construction Manager of any work not meeting generally accepted construction procedures or standards. Assist with the review and approval of Building and Right-of-way Encroachment permits. Assist the Compliance Department with insuring that any grading, drainage or other on or off-site work complies with the appropriate regulations of the code.
  • Investigate and respond to inquiries or complaints concerning construction projects. Respond to other inquiries and complaints as assigned.


SECONDARY DUTIES AND RESPONSIBILITIES

  • Prepare various inspection reports as required; maintain files and reports regarding inspections, conflicts, contractor’s accidents and plan check activities and findings.
  • Review and comment on changes, amendments, or modifications to all the various codes, standards manuals, contract documents or other pertinent material having to do with or controlling inspections or requirements of the City.
  • Assist Compliance and Construction Departments with miscellaneous office duties such as: correspondence, telephone calls and updating files or maps etc.
  • Perform other duties and responsibilities as required.

KNOWLEDGE, SKILLS AND ABILITIES

Understanding of:

  • Construction inspection principles and techniques, construction plans examination, basic and intermediate mathematics including algebra, geometry, trigonometry and limited calculus as it is applied to inspection of right-of-way work, applicable laws, codes, and regulation as well as best management practices pertaining to right-of-way construction.
  • Customer service concepts including managing and facilitating conflict resolution.
  • The Americans with Disabilities Act pertinent to Right-of-Way construction.
  • The MUTCD and related concepts of temporary traffic control.
  • Accepted safety standards and regulations.
  • Work independently, establish working relationships with stakeholders and those peripherally

involved or affected by projects.

  • Interpret plans and verify they meet City Standards, identify and address deviations.
  • Effectively execute and communicate written and oral directions.
  • Operate various office equipment and computer software.
  • Work proficiently with Microsoft Office products, particularly Excel and Word.
  • Operate a motor vehicle safely and maintain driving record as required by the City of Cheyenne

Human Resources Safe Driving rules.

QUALIFICATIONS FOR THE JOB

Required:

High school diploma or GED.

At least three (3) years of increasingly responsible experience involving the construction and maintenance of private and public facilities including two years of construction inspection activities or field material testing or any combination of experience and training that would likely provide the required knowledge and abilities.


Preferred
:

An associate degree or higher in Engineering Sciences or Construction Engineering.

While performing the duties of this job, the employee is required to maintain effective audio-visual discrimination and perception needed for making observations, communicating with others, reading, and writing. The employee is also required to maintain physical condition necessary for operating assigned equipment, walking, standing, kneeling, repeated bending or sitting for prolonged periods of time.

Working Environment:

Office / field environment; travel from site to site; exposure to noise, inclement weather conditions, dust, mud, hot oil, cement dust, toxic materials, and other construction materials. Working near heavy construction equipment and traffic.
