Position Title: Senior Grants and Finance Manager - Civil Society Resilience (CSR) ActivityPosition Status: Full-Time 

Vacancies: 1 - Hiring for this position is contingent on funding.

Location: This position will be based in Phnom Penh, Cambodia and will require frequent travel throughout the region. 

Salary: Commensurate with experience. PartnersGlobal offers a competitive salary and benefits package. 

This position is not covered under a Collective Bargaining Agreement between PartnersGlobal and the Office and Professional Employees International Union, Local 2, AFL-CIO.

PartnersGlobal (previously Partners for Democratic Change), established in 1989, is an international, non-governmental organization committed to building sustainable capacity to advance democratic institutions, civil society, and a culture of peaceful change and conflict management worldwide. PartnersGlobal specializes in organizational development and social entrepreneurship, having provided the seed capital and technical assistance to establish 21 independent, local Centers around the world.

POSITION OVERVIEW 

PartnersGlobal seeks a Senior Grants and Finance Manager (Senior Manager) to provide strategic guidance and leadership for an anticipated USAID-funded Civil Society Resilience (CSR) Activity. The goal of the activity is to improve the ability of civil society to respond to shrinking civic space and to advance the enabling environment for civil society so that it may continue to foster informed citizen participation in democratic processes. The activity will support civil society and grassroots organizers, across all sectors, engaged in advancing reform and inclusive development, by strengthening their capacity to apply locally led, adaptive approaches to bridge the gap between civil society and citizens.

Under the supervision of the Deputy Chief of Party (DCOP) and/or the Chief of Party (COP), the Senior Manager will manage capacity development grants and ensure funding is spent according to USAID procedures. The position will lead the development of financial reports and support annual audits and will work closely with the team to ensure the effective use of resources in order to achieve the activity objectives in compliance with all USAID requirements and regulations.

DUTIES AND RESPONSIBILITIES

Financial Management:

  • Contribute to the development of financial policies, guidelines, and criteria in accordance with PartnersGlobal standards and USAID regulations.
  • Prepare and submit financial reports and cash requests in collaboration with PartnersGlobal DC staff to administer payroll and process departmental invoices.
  • Monitor program budgets, analyze expenditures, and advise on corrective plans.
  • Lead quarterly re-forecasting exercises and oversee annual budget preparations.
  • Maintain financial files according to PartnersGlobal standards and support project payroll and statutory deductions.
  • Coordinate the review of financial and audit reports and liaise with the in-country payroll company as necessary.

Grants and Procurement:

  • Assist in developing solicitations and ensure the availability and eligibility of partners selected to work with Partners
  • Support the design, development, and implementation of sub-awards in coordination with PartnersGlobal staff, ensuring compliance with donor and organizational policies.
  • Ensure proper negotiation and execution of grant and contract documents, consistent with donor and organizational requirements.
  • Monitor sub-award implementation, conduct monitoring and evaluation as required, and ensure accurate recording of programmatic outputs and impact.
  • Coordinate sub-awardee pre-assessments, cost, and price analysis, and facilitate communication to obtain donor approval.
  • Utilize PartnersGlobal’s sub-award management system for issuance and management of sub-awards, ensuring timely closure.
  • Support resolution of internal/external audit findings and contribute to the project Procurement Plan.
  • Assist with procurement and logistics assignments to facilitate project implementation and ensure value for money.
  • Ensure compliance with tendering regulations, procedures, and internal policies in procurement processes.
  • Provide information for contractual reporting purposes as needed.

QUALIFICATIONS

Required:

  • Bachelor’s degree in Finance, Accounting, Business Administration, or related field; advanced degree preferred.
  • 7 years of experience in financial management and grants administration, preferably in the international development sector.
  • Strong understanding of USAID regulations and compliance requirements.
  • Experience with financial analysis, budget monitoring, and reporting.
  • Demonstrated experience in grants and procurement management.
  • Proficiency in financial software and Microsoft Office Suite.
  • Experience working and collaborating with diverse sets of stakeholders, such as in-country NGOs, government officials, donor representatives, particularly in line with PartnersGlobal's mission of promoting authentic partnership and accompaniment in building resilient civic spaces.
  • Ability to lead and manage project team and operations remotely and ability to adapt management approaches.
  • Professional Fluency in Khmer and English required.

Preferred Qualifications:

  • Experience with USG project management and managing the finances of USAID-funded programs.
  • Ability to exercise sound and timely judgment and maintain the confidentiality of sensitive information.
  • Critical thinker with a can-do approach to problem-solving, disaggregating larger/complex problems to identify underlying drivers and critical nuances.
  • Ability to perform and prioritize multiple tasks.
  • High degree of professionalism and ability to deal sensitively with confidential material.
  • Strong interpersonal (verbal and written) communication skills.
