Description
Role and Responsibilities
Public Health Nurse I Job Purpose: This is entry-level professional community health nursing practice in the promotion and provision of nursing services in accordance with community focused health programs in the clinical setting. An employee in this class receives training and performs nursing services in a clinical based setting. Additionally, the employee will experience involvement in community-based programs involving preventative education, immunization clinics and school clinical based specialized functions. Responsibilities are performed with supervision within established policies and professional guidance from the Nursing Supervisor, Nursing Administrator or assigned preceptor.
General Duties
1. Assists in the development and implementation of public health focused specialized programs utilizing established health intervention strategies meeting specified and measurable objectives.
2. Receives exposure, orientation and training concerning clinical functions and established programs and participates in on-going staff development activities.
3. Provides skilled nursing care and prescribed treatment to selected clients in the clinical setting at the Jefferson County Health Center and in the community.
4. Assists in providing instructions to individuals and groups on health-related subjects including immunizations, family planning, nutrition, wellness, etc.
5. Utilizes nursing processes (assessment, planning, implementation, and evaluation) to provide program specific and/or population-based services.
6. Investigates and assesses medical needs of at-risk individuals in the community.
7. Provides case management services including assessment of the needs of the client / family, development of a plan of care, referral for services, monitoring and follow-up.
8. Participates in planning, developing, evaluating, and monitoring of programs, services and contracts.
9. Becomes acquainted and involved with community agencies and groups engaged in health, family services, and educational activities; encourages the use of available medical services and other services available in the community.
10. Prepares reports and correspondence and maintains records according to established guidelines.
11. Supports Jefferson County Health Department's Emergency Response Plan enabling support of the community through rapid response to emergencies, natural or man-made, 24/7/365.
12. Attends seminars and training programs as appropriate.
13. Performs other related work as assigned.

Qualifications and Education Requirements

EXAMPLES OF REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
1. Working knowledge of the principles and practices of professional nursing.
2. Knowledge of the principles and practices of community/public health nursing.
3. Ability to understand and interpret basic data.
4. Ability to maintain records and prepare appropriate reports.
5. Ability to develop and adapt approaches to problems which take into account cultural differences.
6. Ability to learn and apply basic technology and computer skills.
7. Ability to establish and maintain effective working relationships with staff, professionals, and consumers.
8. Ability to communicate effectively.
9. Ability to interpret and comply with federal and state public health laws and regulations and departmental programs, policies and procedures as related to community health nursing.
Additional Notes
Minimum Experience and Training Qualifications
Completion of a nursing program at an accredited diploma school of nursing
OR
An Associate of Arts degree from an accredited school of nursing, college, or university resulting in receipt of a Registered Nursing License
Necessary Special Requirements
Possession of a current license to practice as a Registered Nurse in the State of Missouri at the time of appointment EXCEPT new graduates must obtain a nursing license within the time frame set by the current policy of the State of Missouri Board of Nursing.
Special Note
All employees of JCHD are considered First Responders in the Event of a Disaster Response Situation. All employees must report for duty upon request of the Director during a public health emergency. Employee acknowledgement of this requirement(initials)
Continuing Education Requirements / Expectations
As a condition of employment by Jefferson County Health Department the employee must maintain all applicable licenses and certifications appropriate to this position in current status. This requirement contemplates satisfactory completion of required course work. Completion of continuing education course work that may not be mandatory; but which is designed to ensure currency in the discipline, is encouraged. Additionally, emergency response training courses, identified as appropriate by ordinance, statute, or administration must be completed within established time frames. Annually, JCHD administration will require
various course work completion which is not discipline specific and is determined to be of benefit to the organization as a whole.
Work Conditions
This position includes both office and community-based work, minimal lifting/carrying of materials, some evening and/or weekend hours in order to provide accessible services to the community and the potential for work within reasonable adverse weather conditions (snow, rain, heat).
