The Environmental Program Manager (EPM) will provide oversight and management of the Port Gamble S’Klallam Tribe’s Environmental Program in the Natural Resources Department. The EPM will oversee the implementation of priority projects and tasks for the protection and restoration of natural resources under the supervision of the Natural Resources Director. The EPM will lead the implementation of new environmental policy/code on the Tribe’s lands and will develop strategic initiatives to address impacts on the Tribe’s natural resources across its usual and accustomed area. The position is responsible for coordinating with both internal and external clients on a range of restoration and conservation projects. The EPM will manage multiple grants and will supervise at least five Environmental Program staff.
Duties Include
  • Provide oversight and management of the Tribe’s Environmental Program, including supervision of two Environmental Scientists, an Environmental Planner, an Environmental Outreach and Education Coordinator and a Habitat Biologist.
  • Oversee the development of a Guidance Document and Critical Areas Map to assist with the implementation of the Tribe’s new environmental protection code.
  • Take a lead role in addressing environmental issues related to permit review, climate change adaptation, shoreline management, water quality protection, and other issues.
  • Lead the Environmental Program team in defending the Tribe’s resources against proposed developments and policies that have the potential to cause significant impact.
  • Oversee the management of multiple complex restoration projects under the direction of the NR Director and in coordination with other departments.
  • Coordinate with local, state, and federal agencies on a variety of initiatives related to the protection of the Tribe’s natural resources.
  • Update the Environmental Program Plan every few years in coordination with EPA grant managers and the NR Director.
  • Prepare grant applications and reports for multiple grant agreements and track budgets for the Environmental Program under the direction of the NR Director. Manage consultant contracts and provide grant deliverables as required.
Qualifications
  • Master’s degree in environmental policy, natural resource management, or related field with at least five years of relevant professional experience is required. A bachelor’s degree and at least eight years of relevant professional experience may substitute for a master’s degree.
  • Familiarity with environmental and treaty rights issues of concern for the Pacific Northwest Tribes, particularly those related to marine and freshwater quality, water resources, forests, fish, and wildlife is required.
  • Familiarity with local, state and federal laws and regulations for environmental protection, shoreline management, comprehensive local planning, endangered species, water quality, air quality, water resources, and other environmental protections is required.
  • At least two years of experience supervising staff and managing complex projects is preferred.
  • Experience in the preparation and execution of contractual agreements, grants applications, and project reports is preferred.
  • Must have excellent verbal and written communication skills and be able to present complex information clearly and concisely in a variety of tribal and public forums.
