General Position Summary:

This position is ultimately responsible for implementing policy and accomplishing objectives as set forth by the Board of Directors; ensures compliance with applicable federal and state laws and rules; responsible for directing employees in a professional and efficient manner in keeping with Garten Services Mission, Vision, and Values statements and Personnel Policies; represents organization in the community. Leader of Senior Management Team.

Essential Functions/Major Responsibilities:

  • Establishes and maintains effective liaison with the Board of Directors:
    • Attending meetings of Board of Directors (exceptions require prior approval of the Chairperson of the Board) and at regular intervals presents written program and/or financial reports to the Board.
    • Orients new members of the Board of Directors to all operations of the organization.
    • Assists the Board of Directors in the formulation of policy by presenting and interpreting operating reports including reports reflecting the efficiency and effectiveness of services and operations and by presenting and interpreting financial statements, short and long-range plans, changing concepts, needs, and related information.
    • Consults with the Board of Directors as needed in such functions as fundraising, community relations, and other related duties.
    • Ex-officio member of Board standing committees.
  • Supervises preparation and maintenance of all financial statements and supporting financial data concerning Garten's revenues and expenditures.
  • Investigates and pursues all practical funding resources available to meet financial requisites in fulfillment of Board policy.
  • Responsible for hiring, promotion, transfer, and termination of all employees.
  • Directly supervises all program, operations, financial, and resource development/marketing directors.
  • Ensures compliance with Personnel Policy and Equal Opportunity/Affirmative Action
  • policies as approved by the Board of Directors.
  • Operates the organization through day-to-day decisions and authorization of expenditures and other procedures in accordance with the policies established by the Board of Directors.
  • Upgrades the operation of the organization by analyzing reports of the various services, comparing the performance against budgetary, administrative, and professional standards and the extent to which organizational goals and objective are being attained, and by taking appropriate corrective measures.
  • Keeps informed of rehabilitation developments locally and nationally.
  • Keeps currently informed on and ensures compliance with applicable laws and regulations affecting the organization.
  • Represents the organization to outside agencies and maintains effective liaison with the community.

Secondary Functions:

  • Attends meetings and participates on committees as required.
  • Performs other duties as may be assigned by the Board of Directors.

Job Scope:

Performs duties with little direction given, working within established policies or responsible for developing policies and procedures for approval by the Board of Directors. Decisions are made with broad interpretation of applicable laws, governmental guidelines, company policies and procedures.

Fiscal responsibilities include budget preparation, controlling costs, and managing an operating budget of greater than $7,000,000 per year. The position is totally accountable for the control of the organization’s capital assets.

This position is accountable for organization strategic planning and is responsible for long-range operational planning and implementation in conjunction with the Board of Directors.

Mistakes/errors can impact the organization legally, andlitigation against the organization could be disruptive to the organization’s image and reputation, finances, and personnel.

Supervisory Responsibilities:

Full supervisory responsibility for Department Directors and indirect supervisory responsibilities for Department Managers and line staff. This responsibility includes employee assignment, development, evaluation, coaching,mentoringand/or discipline, approving any absences or overtime, training, and making any recommendations for hiring, terminations, pay changes, and job changes.

Positions which report directly to this position are: Director of Program Services, Director of Development, Director of Finance and Support Services and Director of Operations. All other managers report indirectly to this position.

Interpersonal Contacts:

Regular contact with others both inside and outside the organization. Internal contacts are with all the Board of Directors, Senior Management Team, and can be with anyone within the organization. The most frequent external contacts are with peers, community businessleaders, customers (state and federal officials, attorneys, consultants, etc.) Internal and external interactions involve complex information exchange, problem solving, negotiation, and consultation.

All contacts are usually made at the employee's own initiative with 50% of the contacts being over the phone and 50% face to face. Contacts frequently contain confidential/sensitive information, requiring discretion at all times.

Specific Job Skills Required:

  • Managerial skills which include excellent interpersonal, decision-making, supervisory, communication, problem-solving, organizational, and analytical skills.
  • Coaching, training, and human development skills.
  • Ability to use discretion and independent judgment.
  • Excellent verbal and written communication (including public speaking).
  • Ability to read, write, speak, and understand English.
  • Ability to interpret and analyze relevant laws, guidelines, and policies.
  • Ability to perform advanced math and perform financial analyses.
  • Ability to pay attention to detail and to concentrate on a specific function.
  • Ability to prepare and monitor budgets, revenue, costs, and other related finance concepts.
  • Ability to think and act strategically, tactically, and assertively in a variety of internal and external situations.
  • Ability to operate computer hardware/software and calculator.
  • Ability to actively organize and lead team development and team-oriented processes.
  • Valid driver's license, acceptable driving record, and proof of current vehicle insurance.
  • Ability to perform repetitive hand/wrist motion.

Education and Experience Required:

  • Bachelor’s Degree (required) or Master's Degree (preferred) with thorough knowledge of service program management and business management procedures and principles. Six (6) years of experience in the identified fields may substitute for a degree.
  • Minimum of five (5) years’ experience involving steadily-increasing management responsibilities, 3 of which must be at the senior management level.
  • Minimum of two (2) years’ experience supervising senior level managers
  • Minimum two (2) years’ of experience in intellectual or developmental disabilities, mental health, rehabilitation, social services or a related field.
  • Preference given to those who, in addition to a Master's Degree, have completed advanced studies in Business Administration, Rehabilitation, or a related field.

Job Conditions:

This position requires the incumbent to work in an environment where there may be exposure to building temperature fluctuations, odors, noise, poor light and poor ventilation. Other working conditions may include:

Frequent interruptions; extended working hours; evening/early morning meetings; working alone; extensive close work; pressure because of deadlines; contact with individuals with aggressive behaviors; and extensive computer work.
