Sr. IT Analyst (Cyber Security Specialist) 
Clearance: ** Must have an active Top-Secret Clearance with ability to obtain and maintain SCI**
Position Description:
Network Runners, Inc. is seeking a Sr. IT Analyst (Cyber Security Specialist) for the Office of the Under Secretary of Defense (Research & Engineering). The Sr. IT Analyst (Cyber Security Specialist) will establish and maintain information technology management oversight for the current OUSD (R&E) IT footprint (e.g., systems, capabilities, technology) and outline a technology roadmap that will allow R&E to seamlessly communicate up, down and across the Department of Defense. Provide strategy and guidance on the integration of existing R&E communications into a cohesive structured approach and constantly assess new communication technologies and make recommendations as to their impact on the R&E mission.
Duties & Responsibilities:
• Provide technical and system administration support through troubleshooting, identifying, and isolating issues, conducting root cause analysis, and implementing appropriate solutions to software and system anomalies as they occur.
• Prepare for government leadership and ITM, responses to application-related issues, resolving on-the-spot problems (when possible), replicating the issue for internal analysis/diagnosis, and preparing technical documentation that accurately depicts the problem and/or solution for feedback to developer/vendor/help desk.
• Work alone on individual projects while being involved in larger projects as a team effort.
• Support the development of new IT capabilities that will further the R&E mission and provide greater efficiency and effectiveness. 
• Support the operations and maintenance aspects of deployed IT capabilities.
• Support the development of system security documentation on both new and previously deployed capabilities.
• Help to maintain the integrity and security of R&E IT systems by identifying risks and working with the appropriate stakeholders to implement a response.
• Interact with customers to include providing deskside support, training, troubleshooting and advice on IT related issues, as needed.
• Maintain current knowledge of relevant technologies.
• Participate in special projects, as requested.
• Serve as a liaison to Joint Service Provider on open tickets that require additional attention. 
• Provide leadership over the R&E asset management program at both the Pentagon and Mark Center locations. 
• Provide leadership and assistance in developing and following best practices in inventory management.
• Provide viability into the status, receipts purchasing requests, orders and shipments of equipment purchased by R&E.
• Work with service providers to collect failure data and maintenance trends. 
• Assist team members by providing input, either written or verbal, to program deliverables including trade studies, white-papers, vendor presentations, and hardware and software requirements.
• In accordance with DoDI 8530.01, provide guidance and monitoring support to OUSD (R&E) regarding cybersecurity protection of the DoDIN duties including but not limited to:
o Vulnerability assessment and analysis.
o Vulnerability management.
o Malware protection.
o Information security continuous monitoring (ISCM).
o Cyber incident handling.
o DODIN user activity monitoring for the DoD Insider Threat Program.
o Warning intelligence and AS&W.
Experience:
Requires a minimum of ten (10) years’ experience, of which at least five (5) must be specialized in information technology and its various components.
The specialized experience may include facilitation, change management, training, process reengineering, business management techniques, organizational development, activity and data modeling, or IT system planning and development. Must be able to maintain knowledge of current system designs to connect, configure, and/or enable information systems, devices, or components as assigned. Highly preferred experience: Familiarity and experience working with Joint Service Provider, Preferred experience and skills in project management, operational management, strategy development, systems administration, and executive decision support.
Education:
• A bachelor’s degree from an accredited college or university related to computer science/computer engineering or graphic design is required.
• At the discretion of the Government, a minimum of four (4) years of specialized experience which includes military experience may be substituted in lieu of specific educational requirements, in addition to the minimum experience listed above.
