City of Lynwood is Hiring a City Manager Near Lynwood, CA

Under administrative direction of the City Council and Mayor, to be in charge of the administrative affairs of the City Government; to plan, organize, direct and review the activities and operations of City departments; and to do related work as required.
 
Serves as chief administrative officer for the City of Lynwood; attends all meetings of the Mayor and City Council; directs and coordinates the preparation of the agenda for meetings; conducts special administrative studies, investigations and surveys to determine the effectiveness of administrative practices; analyzes contracts, leases, reports, purchase bids and other matters requiring comprehensive analysis in preparation for final action; makes recommendations concerning departmental operations and expenditures; plans, formulates and maintains control of the city budget; attends a wide variety of meetings, seminars and courses; assists the City Council in resolving complaints and problems and in effectively communicating with constituents; maintains a program of continuous research into administrative practices and recommends changes which would improve the efficiency and economy of City business and the handling of administrative matters; sees that all laws and ordinances of the City are duly enforced and that all franchise permits and privileges granted by the City are faithfully observed; controls, orders and gives directions to heads of department, subordinate officers and employees of the City; recommends to the City Council ordinances or measures, as economy and efficiency in operations; serves as Executive Director for the Redevelopment Agency, reviewing projects, monitoring the budget, assisting in land acquisition, contract and agreement formulation and finalization and agenda preparation; performs any other administrative functions which may be delegated to him/her by the Mayor, City Council, charter provisions or law.
Knowledge of principles and practices of public administration, including administrative analysis, public fiscal planning and control as well as policy and program development and research; laws and legislative processes controlling State, County and municipal government relationships; organization, operations and problems of municipal government; principles of supervision and training; methods of analyzing, evaluating and modifying administrative organization and procedures; and ability to plan, organize, coordinate and direct the work of both staff and supervisory personnel so as to achieve efficiency of operation and to meet program goals; exercise leadership, persuasion, tact, and authority discriminatingly and effectively; prepare accurate analyses and reports; interpret programs to the public and to work cooperatively with community groups and other agencies; prepare and administer a citywide budget process; communicate effectively orally and in writing; establish and maintain cooperative and effective relationships with governmental officials, city employees and the general public analyze, evaluate and make recommendations on improvements to existing department and municipal operations programs and services.
Five years of progressively responsible experience in an executive or administrative position in a public agency requiring the formulation and carrying out of programs, budgets and administrative operations. Graduation from an accredited four-year college or university with a degree in Public Administration or a closely related field is desirable.
