Performs skilled technical activities related to the maintenance and construction of public services systems. Operates a variety of tools, vehicles, and equipment to accomplish assignments. Work usually requires maintaining close engineering tolerances. Interacts and communicates with departmental supervisors and leaders, personnel, and the public during daily assignments. Organizes work sites and ensures thorough and efficient completion of assigned and routine maintenance and construction work. 
 
Work is performed under limited supervision with moderate latitude in the use of initiative. Position relies on experience and exercises some independent judgement to determine the best approach by using and interpreting policies and procedures. Reports to the Stormwater / Streets Supervisor or designee.The essential functions listed are typical examples of work performed by positions in this job classification and are not designed to contain or be interpreted as a comprehensive inventory of all duties, tasks, and responsibilities. Specific duties and responsibilities may vary depending on department or program needs without changing the general nature and scope of the job or level of responsibility. Employees may also perform other duties as assigned. 
 
Organizes the field / job site assignment activities of a crew performing aquatic plant control, canal debris removal, and the maintenance, repair, construction and operation of the city’s stormwater and drainage control infrastructure including but not limited to canal banks and crossings, culverts, concrete underground catch basins and stormwater drainage pipes.
 
Participates in and inspects the work in progress, providing appropriate guidance and assistance as needed; identifies work not performed to established standards and guidelines; recommends and follows up on corrections and adjustments. 
 
Inspects completed work to determine its quality and adherence to all applicable conditions; ensures assigned crew personnel are trained on efficiently and effectively meeting all quality, safety, and trade standards and guidelines.
 
Ensures the establishment of safe work zones and compliance with all applicable safety requirements.
 
Confirms and/or sets up Maintenance of Traffic (MOT) at field sites such as traffic cones, signs, and arrow boards to ensure proper traffic control and safety of workers, drivers, and pedestrians. 
 
Oversees a crew’s activities on assignments for the inspection, rehabilitation, cleaning and general maintenance of stormwater inlets, canal systems, and pipes; supervises the repair, maintenance and operation of flood control gates, sometimes during heavy rain and high wind, in order to control canal elevations to prevent flooding.
Establishes and/or maintains programs of preventive maintenance; monitors street routes and schedules and distributes related work orders for sprayers and maintenance workers; ensures priority handling of complaints, performs spot-checks of completed work orders and investigates causes of frequent inlet problems.
 
Oversees the mechanical harvesting program; removes plant material manually when conditions permit; operates computerized spray rig and amphibious vehicles to spray and remove vegetation from canals and waterways; schedules clean-up of canal debris and removal of trees and extraneous material from waterways including heavy objects, dead fish and wildlife, and heavy containers of unknown origin/contents.
 
Applies herbicides to the right-of-way waterways owned and operated by the city; selects correct herbicide and method of application per field conditions and regulations; treats plants obstructing or hindering water movement; ensures signs are posted to notify public of pending pesticide applications. 

Stays current on new technologies, products, and safety precautions regarding the use of herbicides and other chemicals and recommends such for the city’s program; maintains inventory of required supplies and equipment and prepares purchase requisitions for approval.
 
Operates tracked and wheeled earthmoving, road-building, and other related equipment such as road rollers, combination backhoes with hydraulic loading lift, and backhoe digging shovel, skid steer loaders, jet-vac truck, and power rudder; performs operations such as loading earth, gravel or other loose materials in trucks and cleaning and removing debris from stormwater inlets and underground pipes.
 
Transports construction equipment in a semi-trailer and drives ride-on equipment to worksites, as necessary, ensuring attachments are secure and in appropriate position; performs operator prechecks on equipment inspecting lubricants, cooling, hydraulic, and electrical systems and makes necessary minor adjustments.
 
Lays-out construction projects in accordance with specifications and based on conditions observed in the field, recommends necessary changes in construction plans and specification such as location changes and substitution of non-critical items.
 
Utilizes survey equipment to determine elevations and grades; records all variations from plans, records as-builts and inspects the work of contractors to ensure compliance with technical specifications.
 
Utilizes the city's digital work order management and purchase order systems.
 
Visits sites of reported emergency situations; inspects and confirms the emergency conditions, responsible party, and necessary corrective actions; informs appropriate city personnel, departments or external agencies of conditions and corrective measures; secures the location and/or condition per established procedures and policies. 
 
Receives, reviews, prepares, and/or submits a variety of documents such as blueprints, work orders, mileage, safety, and repair reports, purchase, construction drawings, zoning maps, and monthly reports.
 
Provides residents with correct answers, information or referrals to appropriate city personnel in their interactions while performing field work; may respond to an investigate dispatched reports and complaints received from the public.
 
Operates a variety of tools and equipment such as a computer, boats, vehicles, trucks, trailers, forklift, backhoe, telephone, two-way radio, and other equipment associated with stormwater maintenance and plant control.
 
Remains on call and available 24/7 including on weekends and city holidays to respond to emergency call-ins for weather incidents, natural disasters, or other critical events.
 
Adheres to all city and public health and safety guidelines and protocols; performs job functions in a safe manner and reports all safety hazards per established policies and procedures.
 
Maintains quality communication and interaction with all city employees, representatives from external organizations, and the public to maintain good will toward the city and to project a positive city image.
 
Demonstrates behaviors that support the City’s Vision and Values.
 
Maintains on-call work availability, as assigned, to prepare for, respond to or recover from a hurricane, tropical weather event, or other emergency to meet the city’s obligation to remain operational before, during, and after the event; duties assigned may or may not be typical of the job and are contingent upon the needs of the city and the residents because of the event.
 
Establishes and maintains effective working relationships with those interacted with during work regardless of race, color, religious creed, national origin, ancestry, sex, sexual orientation, gender identity, age, genetic information, disability, political affiliation, military service, or diverse cultural and linguistic backgrounds.
 
Supervisory Responsibilities
Schedules, trains, and works with employees to correct deficiencies.
 
Pay and Bargaining Status
This is a non-exempt position pursuant to the Fair Labor Standards Act and is within the blue collar bargaining unit covered by the City of Tamarac and Federation of Public Employees (FPE) collective bargaining agreement. This position is paid on an hourly basis, issued bi-weekly, and subject to overtime pay in accordance with the terms of the current City of Tamarac and FPE collective bargaining agreement.High school diploma or GED; supplemented by three (3) years of experience performing public works or large-scale commercial construction and maintenance tasks; or an equivalent combination of education, certification, training and/or experience.
Required Certifications and Licenses
Must possess and maintain a valid State of Florida Class B Commercial Driver License (CDL) and the ability to drive a city owned vehicle per established policies, procedures, and safety guidelines.
 
National Incident Management System (NIMS) training will be required (and sponsored) according to job duties and responsibilities.
 
Must possess or obtain within twelve (12) months of hire, Stormwater "C" Certification or Florida Stormwater Association (FSA) Stormwater Operator Certification – Level 1, and Stormwater "B" Certification or Florida Stormwater Association (FSA) Stormwater Operator Certification – Level 2.
 
Must possess and maintain OSHA approved trench safety certificate.
 
Must possess and maintain a State of Florida License in Aquatic Weed and Right-of-Way.
