Under the direction of the Community Preservation Manager, the Administrative Analyst oversees a variety of the City’s housing programs and special projects within the Community Preservation division, primarily with the Community Development Block Grant (CDBG) and Home Investment Partnerships Act (HOME) funded programs. This position may also assist with the development and construction of affordable housing projects with consultant teams, contractors, and other City staff.Duties and Responsibilities: • Oversees and administers housing related programs, grants, and projects, primarily related to CDBG and HOME funds; monitors program grants and loans to individuals and organizations; ensures the City’s compliance with all related federal and state regulations • Prepares and oversees budgets for all assigned projects and programs; develops sound fiscal strategies for effective use of funds; ensures the use of funds in the manner prescribed by the funding source and that local, state, and federal guidelines and regulations are met• Provides technical and professional assistance to staff; prepares and coordinates reports on current issues; presents to the City Council, Planning Commission, and other entities as required; ensures timely action on City Council directives and initiatives• Conducts and performs analysis for special projects; provides administrative assistance in implementation of special projects; coordinates special interdepartmental projects/studies• Assists and participates in the development, implementation, and maintenance of division goals, objectives, policies, and procedures; reviews and evaluates work methods and procedures for improving organizational performance and meeting division goals; assists in the preparation and revision of policies and procedures; confirms housing-related activities comply with City goals, policies, and procedures• Coordinates the development of various housing-related strategic-planning documents; assists in the preparation of updates to the City’s Zoning Code and Housing Element• Prepares staff reports and resolutions; conducts research for reports and other material used by City departments; presents recommendations to the Director of Community Development, City Manager, Planning Commission, City Council, and other groups as appropriate; represents the City in professional organizations and in the community as assigned; serves as a City liaison regarding housing-related activities• Assists in the development of the Annual Action Plan and Consolidated Annual Performance Report (CAPER), including ongoing tracking activities undertaken by other divisions and departments within the City, which address the goals and requirements of the CDBG Annual Action Plan• Oversees the consultant contract for the development of the Consolidated Plan and Analysis of Impediments to Fair Housing choice (AI), including developing an agenda item and supporting documents for public hearings related to CDBG and HOME funds• Evaluates and processes modification requests related to the City FirstHOME Program, including requests for pay-offs and subordinations• Assists with items associated with Chapter 6 – Manufactured Homes of the Santa Clarita Municipal Code, including but not limited to, the Senior Mobilehome Park Overlay Zone and Annual Space Rent Adjustment process• May assist in the pursuit of other federal and state grant funding; prepares and coordinates the preparation of complex grant applications; and coordinates funding from various sources• May assist in the monitoring of CDBG or HOME funded projects managed by the City’s Capital Improvement Projects division to ensure compliance with statues and regulations• Responds to the most complex and difficult inquires and requests for information related to the CDBG and HOME programs; provides information and resolves service issues and complaints• Supervises, mentors, and develops CDBG team members• Establishes positive working relationships with representatives of community organizations, state/local agencies and associations, City management and staff, and the public• Bachelor’s Degree in public administration, planning, economics, business administration, or a related field• Experience performing complex technical, administrative, fiscal, and/or analytical functions is highly desirable• Master’s Degree desirable• Strong knowledge of housing assistance programs and grants and the ability to read, understand, and interpret complex laws, procedures, and work methods associated with housing programs• Strong fiscal management skills and the ability to prepare, track, and administer budgets and contracts• Strong leadership skills and the ability to supervise, direct, train and work collaboratively with a team• Strong written communication skills and the ability to develop detailed reports, documents, and general correspondence• Strong attention to detail and the ability to produce work that is accurate and complete• Strong project management skills and the ability to oversee and manage multiple projects simultaneously and be sensitive to deadlines and changing priorities• Strong team player and the ability to work both independently and within a work group • Strong work ethic and the ability to demonstrate high level of professionalism and integrity• Strong knowledge of principles and practices used in contract administration and the ability to oversee multiple contracts• Strong interpersonal skills and the ability to develop and maintain collaborative working relationships with City employees, state/local agencies, vendors, and the public and show patience and compassion while working with various populations• Strong customer service skills and the ability to provide relevant information and assist others in a fast-paced, deadline-driven environment• Strong organizational skills and the ability to multitask, work with constant interruptions, and meet time-sensitive deadlines.• Strong verbal communication skills and the ability to clearly and concisely communicate with others• Strong presentation skills and the ability to effectively present to various groups and answer questions • Strong computer skills, specifically with Microsoft Office programs• Strong record-keeping skills and the ability to maintain accurate files • Ability to lift, drag, and push files, paper, documents, and event supplies weighing up to 25 pounds.This position will remain open until filled.
