About the Role
Old Dominion University is seeking a knowledgeable and detail-oriented Construction Inspector to ensure construction projects are completed safely, on time, on budget, and in full compliance with state codes and university standards. This position plays a critical role in maintaining project quality, safety, and schedule integrity across the university’s campus.
The Inspector will conduct inspections, review construction documents, maintain detailed project records, and support project managers in ensuring contract compliance. Work directly supports ODU’s mission of creating a vibrant and sustainable campus environment.
Key Responsibilities
Construction Oversight & Inspections
- Inspect construction materials, equipment, and installation work for completeness, quality, and compliance with contract documents.
- Review all phases of construction, including civil, architectural, structural, mechanical, plumbing, and electrical.
- Advise project managers on necessary corrective actions.
- Maintain updated field drawings and specifications, including marking changes and discrepancies.
- Communicate with contractors, architects, engineers, and supervisors regarding non-compliance and project issues.
- Support decision-making on changed conditions in collaboration with project stakeholders.
Project Documentation & Reporting
- Prepare detailed daily inspector reports and submit them to project managers and department leadership.
- Maintain progress photos, punch lists, and logs of unresolved issues.
- Conduct timely inspections and report non-conforming work.
Project Close-Out & Warranty Period
- Oversee project close-out activities, ensuring all required documents, warranties, as-built drawings, and punch list items are complete.
- Support final inspections by the State Fire Marshal and Division of Engineering & Buildings.
- Monitor warranty issues and coordinate corrections with contractors.
Construction Document Review
- Review architectural, structural, mechanical, plumbing, and electrical plans for accuracy and completeness.
- Identify discrepancies and advise appropriate personnel.
Contractor Payment Review
- Verify contractor invoices, work-in-place, and stored materials.
- Approve or modify payment requests and review schedules to prevent overpayment.
Material Testing & Special Inspections
- Coordinate and supervise material testing labs and special inspection services.
- Document results in daily inspection reports.
Owner-Provided Inspection Coordination
- Participate in pre-construction and progress meetings with contractors, owners, and consultants.
Minimum Qualifications
- Considerable knowledge of construction procedures, building codes, and inspection practices.
- Strong ability to read and interpret construction documents and blueprints.
- Excellent written, verbal, and negotiation skills.
- Proficiency in Microsoft Word, Excel, and MS Project.
- Demonstrated ability to recognize construction issues and ensure proper corrective action.
- Strong record-keeping and documentation skills.
- Valid driver’s license and insurable driving record required.
Preferred Qualifications
- State-recognized commercial building inspection license, trade Master License, or ICC Building Inspection certification.
- Experience as a certified building inspector (city, state, or federal).
- Project Management Professional (PMP) certification.
- Experience inspecting healthcare facilities (hospitals, clinics, labs) for safety and compliance.
- Experience using scheduling software such as Primavera, Suretrack, or MS Project.
- 10-Hour OSHA Training Course.
- Experience interacting with code officials in the Commonwealth of Virginia.
- Proficiency with Microsoft Office applications including PowerPoint.
