Job Summary

The City of Virginia Beach is seeking a highly skilled AI Developer specializing in workflow development and system integration to design, build, and deploy AI‑enabled automation solutions that improve operational efficiency and enhance public‑service delivery. This role focuses on integrating AI capabilities into existing city systems, creating intelligent workflows, and supporting digital transformation initiatives across departments.

The ideal candidate combines strong technical expertise with a public‑service mindset, ensuring AI solutions are secure, transparent, and aligned with city governance and ethical standards.

Responsibilities

AI Workflow Development

• Design, build, and deploy AI‑powered workflows that automate routine tasks, enhance decision‑making, and improve service delivery.
• Develop intelligent process automation solutions using AI/ML models, NLP tools, and workflow orchestration platforms.
• Create reusable workflow components, APIs, and automation modules to support citywide scalability.
• Optimize existing workflows to improve performance, reliability, and user experience.
  
  

System Integration & Platform Engineering

• Integrate AI solutions with enterprise systems, databases, cloud platforms, and third‑party applications.
• Develop and maintain APIs, connectors, and data pipelines that support AI‑driven automation.
• Collaborate with IT teams to ensure seamless interoperability between AI tools and municipal systems.
• Support cloud‑based AI deployments, including monitoring, scaling, and lifecycle management.
  
  

AI Model Implementation & Support

• Implement machine learning and NLP models into production workflows.
• Conduct data preparation, feature engineering, and model evaluation to support workflow automation.
• Monitor model performance and retrain or refine models as needed.
• Document model behavior, workflow logic, and integration points for transparency and auditability.
  
  

Collaboration, Governance & Responsible AI

• Work closely with city departments to identify automation opportunities and translate operational needs into AI‑enabled solutions.
• Ensure all AI workflows comply with city policies, cybersecurity standards, and responsible AI guidelines.
• Support ethical AI practices, including transparency, fairness, and human‑in‑the‑loop controls.
• Provide training and technical guidance to staff on AI‑enabled tools and workflow capabilities.
  
  

Requirements

• Must be a US citizen.
• Bachelor’s degree in Computer Science, Data Science, Information Systems, Engineering, or related field; OR 6 or more years of relevant experience in lieu of a degree.
• 3–5 years of experience in AI development, workflow automation, or system integration.
• Proficiency with Python, APIs, SQL, and automation frameworks.
• Experience with AI/ML tools (e.g., TensorFlow, PyTorch, Scikit‑learn) and workflow platforms (e.g., Power Automate, Airflow, UiPath, or similar).
• Strong understanding of system integration, data pipelines, and cloud‑based AI services.
• Ability to communicate technical concepts to non‑technical stakeholders.
• Successful background and drug screening check.
  
  

Preferred Requirements

• Experience working in local government, public‑sector IT, or civic‑tech environments.
• Knowledge of municipal systems such as ERP platforms, permitting systems, asset management tools, or public safety applications.
• Experience with Microsoft Azure AI, AWS AI services, or Google Cloud AI tools.
• Familiarity with RPA platforms, orchestration tools, or low‑code automation environments.
• Certifications in AI/ML, cloud technologies, workflow automation, or data engineering.
